Questions and Answers

Q1. Is H92429-23-R-0002 a solicitation number for MRT III?

A1. No. The solicitation number for MRT III is FA441723Q0035 and it’s for a purchase order.

Q2. Is there a financial obligation limit or cap for this acquisition?

A2. No

Q3. What are the previous MRT contracts awarded with award details? Were there any changes from the current contract to this solicitation?

A3. Current purchase order is FA441720P0026 with period of performance of six (6) months base and two (2) 12 months option years. No changes from previous contract.

Q4. Combo Solicitation, Item 0001, “NON-PERSONAL SERVICE. The contractor shall provide all labor, materials, and equipment to perform Mission Rehearsal Training in accordance with the PWS.

POP: 28 Jan 2023 - 27 Jan 2024”. QTY = 12. Unit of Measure = Monthly.

Q4a. Will there be a monthly FFP task order, or will there be an annual task order?

A4a. No task order will be issued.

Q5. Missions are normally conducted within 75-miles of Hurlburt Field, FL.

Q5a. Are there any historical travel missions outside the 75-mile radius of Hurlburt Field, FL?

A5a. No

Q5b. Is the USG supplying fuel cards or will reimbursement for fuel supporting the missions? If no to both question 5 and 6, then will the task orders / contracts have separate CLINs for these items?

A5b. No. The contractors will provide gas.

Q5c. What type of parking, lot space, and storage for the vehicles will the USG makes available.

A5c. Parking is located at building 51255 on Hurlburt Field.

Q6. Commercial Driver’s License and hazardous material (HAZMAT) training in order to transport explosives

Q6a. What class Commercial Driver’s License (Class A, B, or C) is required?

A6a. Class C

Q6b. Is the “H” endorsement for HAZMAT the only required endorsement on the CDL?

A6b. Yes

Q6c. What division (1.1, 1.2, or 1.3) of explosives are required for transport?

A6c. Division 1.2 Limited to flares and smoke pyrotechnics

Q7. Page 5. Para 1.4.1.1. “The friendly forces team lead will be proficient at roleplaying a Joint Terminal Attack Controller (JTAC) and Ground Force Commander (GFC)”

Q7a. Does the government require past verifiable JTAC qualification, JTAC-Instructor, JTAC- Evaluator, Combat Controller, TACP, or Ground Force Commander experience foe the MRT Team Leads?

A7a. Only for LZ/DZ members, not for team leads. Team leads reflect their experience in the ability to “play” one through their resume.

Q7b. What representation will the government deem acceptable for measuring the proficiency of the MRT Team Lead and Team Member skills?

A7b. Team leads as referred to in the PWS are nothing more than leaders of a team and that could change every mission. The proficiency of every team member is measured by the team lead and the team lead is evaluated by the MRT lead. It is also verified by the COR on routine inspections.

Q8. PWS, page 5. Para 1.4.2.1. “...qualified Landing Zone Safety Officer (LZSO)...”, “... qualified Drop Zone Controller (DZC) and one (1) qualified Drop Zone Safety Officer (LZSO)...”

Q8a. Is the government appointing these duties on official command signed appointment letters?

A8a. Yes. This letter is signed by the 492 SOTRG/CC.

Q8b. Is the USG providing the requisite training and appointment as Range Safety Officers (RSO) for the Eglin Test and Training Complex?

A8b. Yes. It is accomplished by the senior RSO.

Q9. Will the USG provide the proper approved storage container, safe, locks for all CCI equipment, including the radios? PWS, page 11. Para 3.3. “The government shall provide radios and other communication devices to meet mission requirements.”

A9. Yes

Q10a. What are the minimum PPE requirements for contractors supporting this activity for live fire air to ground ranges?

A10a. No PPE required.

Q10b. What are the minimum PPE requirements for contractors supporting? This activity for live fly dry fire air to ground ranges.

Q11. Page 15. Para 4.5.2.8. “Records include, but are not limited to personnel training and qualifications folders, current equipment inventories issued to contractors, training records, travel records and, if required, communications security items”.

Q15. Are the scenario scripts for MRT provided by the government or are they incumbent proprietary information?

A15. Provided by the government

Q16. JTAC background: if the JTAC will perform role as "Air Boss" in Scenarios this position will NOT be performing actual JTAC duties. Ref: 1.2.1 "emulate a Joint Terminal Attack”

A16. There are no actual JTAC duties. Only simulations

Q17. Are there any Rotary Wing HLZ operations besides CV-22? Ref: 1.2.2 Assault Zones (LZ and

DZ).

A17. They conduct zero rotary wing operations to include CV-22.

Q18. What type of Airdrops? Cargo only or also Personnel? Ref: 1.3.2.1 Comply with Air Traffic Control (ATC) phraseology, marking and procedural guidance specific to LZ and DZ operations in

FAA JO 7110.65, AFI 13-217

A18. No airdrops - only “simulate” on the radio

Q19. Will there be any Landing Zone survey requirements? Ref: 4.7.3 Be able to conduct LZ/DZ usability assessments, scoring procedures and surveys in accordance with AFI 13-217.

A19. Assessments, yes. Surveys no. That is conducted and issued by the base. They should be able to recognize if something is wrong on the LZ and communicate it up chain of command.

Q20. Does the Government agree that the requirement is for 1-PM, 1 LZ/DZ controller, 1 LZ/DZ safety officer, and additional "Team Members"? Ref: Combo Solicitation, p.4, Subfactor 3 (a-d)

A20. Yes

Q21. Does the government agree that "man hours" is the maximum requirement of hours per month for this contract (i.e 3032 max hours)? Ref: PWS, p.28, App 2

A21. Yes

Q22. What is the correlation between "Man Hours," "Mission hrs," "Requested Missions," and "LZ/DZ Missions" in the table on PWS App 2 p.28? Will the government clarify if Mission Hrs. Ref: PWS, p.28, App 2

A22. Man hours is how many hours personnel work. Mission hours is the length of the sortie and LZ/DZ missions is only for LZ/DZ personnel support. For the purposes of this contract, requested missions drives support requirements as sortie hours vary so man hours, mission hours will also vary. The maximum mission in a day is 6. SOI requirement is 4 per mission = 24 minimum personnel for MRT.

Q23. Does "LZ/DZ Specific Mission" personnel only support "LZ/DZ Missions?”. Ref: PWS, p.28, App 2

A23. They may augment MRT personnel.

Q24. If the Government needs more than 31588 hours/year will the Government provide additional funding for this FFP contract? Ref: PWS, p.28, App 2

A24. No

Q25. Does the Government agree that March 2023 requires a minimum of 14 personnel based on the estimated workload of 2128 Man hours (2128/160 work hours per person = 13.3 people)? Ref: PWS, p.28, App 2

A25. No. There are 4 personnel per mission. If 6 missions per day, that’s 24 personnel for MRT. Two personnel for LZ/DZ. If 2 LZ/DZ per day, that’s 4 LZ personnel.

Q26. The labor requirement varies by month for an FFP contract. What is the lead time for the Government to tell the contractor the monthly labor requirement? Ref: PWS, p.28, App 2

A26. The labor requirement changes weekly

Q27. Given this FFP contract. Does the Government agree that the monthly requirement never exceed 3032 and the annual work hours will never exceed 31588? Ref: PWS, p.28, App 2

A27. Yes

Q28. The PWS requires an LZ/DZ safety officer, however, the PWS 4.7.6 is LZSO/DZSO is listed as an additional duty for the PWS 4.7 LZ/DZ controller. Is this 1 person or 2 people? Ref: PWS, p.5, para

1.4.2.1 LZ Safety Officer, p.16, para 4.7 and 4.7.6

A28. Every LZ/DZ is required to be a safety officer.

Q29. Given PWS 4.4 work hour requirements and limitations; Does the Government require more than 1 LZ/DZ and 1 LZ/DZ safety officer on this contract? Ref: PWS, pg. 13, para. 4.4

A29. Yes

Q30. How many vehicles does the Government usually require or believe are required to effectively support this contract? Ref: PWS, pg. 6, para. 1.4.2.7

A30. 8 vehicles

Q31. Is PPE provided by the Government? If not, is there a government approved list from which we can procure PPE? Ref: PWS, pg. 11, 3.4.3

A31. There is no PPE requirement. If any changes are enacted (COVID precautions) PPE will be provided by the government.

Q32. What specific PPE is required for contractors? Ref: PWS pg. 11, para. 3.4.3

A32. None

Q33. PWS, page 8, para 1.5.4. This paragraph references Cannon AFB Clause 2009-1. Is this an accurate reference for the Hurlburt MRT?

A33. Cannon AFB Clause has been removed and replaced with Air Force OSHA Voluntary Protection Program.

Q34. Are you asking for 4 X proposed personnel with resumes that demonstrate compliance? Ref:

Combo Solicitation MRT III, Section D. Technical Evaluation Subfactor 3 - Proposed Personnel there is the following statement, “Quoters shall provide the proposed personnel that demonstrate compliance with the minimum qualifications set forth in the PWS.”

A34. Yes

Q35. Combo/Solicitation, Instructions to Offerors, Page 3, paragraph D.

Q35a. We are not sure whether the Solicitation is requesting a subcontractor Teaming Agreement and the subcontractor questions (i.e., Combo/Synopsis, Instructions to Offerors D.1 – D.5) or just the subcontractor questions.

A35a. The Government wants to know if you are entering into a teaming arrangement.

Q35b. Does the Government want the actual Teaming Agreement and responses to the subcontractor questions included in the proposal or submitted as a separate document/attachment?

A35b. Yes

Q35c. If submitted as part of the proposal, in which Volume/Part should it be placed?

A35c. Part I - Price Submission

Q35d. Will this section count against the page count for that Volume/Part?

A35d. No, teaming agreements will not count against the section the page count.

Q36. Combo/Solicitation, Instructions to Offerors, Page 4, Subfactor 2, Program Training Plan.

Q36a. The solicitation calls for 5 detailed program training plan descriptions for basic MRT/AZ/LZ functional areas. Are these descriptions/plans to be included as an Attachment?

A36a. No. They are contractor driven for them to develop and maintain.

Q36b. Will these plans count against the 10-page limit for the Technical Submission?

i. The entire Technical Volume is limited to 10 pages and detailed training plans for these tasks are many pages in length.

A36b. No. See A36a.

Q37. Combo/Solicitation, Instructions to Offerors, Page 4, Subfactor 3, Proposed Personnel.

Q37a. Does the government want individual resumes for the four (4) persons proposed for the positions shown, or a detailed, narrative description of the individual’s qualifications?

i. If resumes are to be included, will they count against the page count?

A37a. The government requests for redacted job resumes with the job descriptions all positions.

Resume will not be included for the page count.

Q38. Is the DD 254 to be submitted with the Quote?

A38. No.

Q39. Combo/Solicitation, Page 6, paragraph “C. Price Evaluation”: Believe we should change the words “option year four” to “option year two” in the first paragraph: “. . . will be included in the price evaluation by adding 50% of the value of each CLIN in option year two (CLIN 2001) to the total price.”

A39. Changed from option year four” to option year two

Q40. The RFQ states that "The text size shall be no less than 12 pitch"; would the Government consider allowing 8 or 9 pitch text in tables and figures? Will the cover page and table of contents be included in the page count?

A40. The text size as Instructions to Offers. Cover page and table of contents will not be counted.

Q41. Does the government intend to execute a phase in period? Does the government agree that commencement of the PoP and Award date are the same? Ref: Combo Solicitation p.1, para 2.

A41. No phase in period. No. The government is planning to award the purchase order at the end of December. The period of performance starts on 28 Jan 2023.

Q42. Does the government desire CPARS be physically added to the contractors quote or will the government prefer to attain this information through the associated government database? Ref: Combo Solicitation, pg. 5, Part III (l).

A42. Government prefers CPARS to be included with the quote as part of past performance.

Q43. Page 6. Para A. “The Government will utilize the Performance Price-Trade-off methodology as described below to determine the quote that represents the best value to the government.” What paragraph, components, and opportunity for all offerors to consider represents the government’s methodology for Performance Price-Trade-Off?

A43. Price, Past Performance, and Technical where Past Performance and Technical, when combined, are more important than price.

Q44. Page 6. Para B. “Synopsis of Evaluation”, how will the government record and evaluate other offerors with a better performance rating if the lowest fair and reasonably priced and technically acceptable with substantial past performance confidence will conclude the government’s evaluation?

A44. The Government encourages everyone to submit their very best offers.
