3. The Request for Quotation (RFQ) ID FA441722Q0035 shall be used to reference any written quote provided under this RFQ and a written solicitation will not be issued.
4. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08; Effective 23 September 2022.
5. The North American Industry Classification System (NAICS) code for this project is 611519 and PSC of U099 with a size standard of $18.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract.

6. The purpose of this combined synopsis and solicitations is for Mission Rehearsal Training (MRT), Assault Zone and Call For Fire Support services in accordance with the attached Statement of Work (SOW). The schedule and contract CLIN schedule are below:

7. The following Instructions to Offerors applies to this acquisition:
*FAR Provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (NOV 2021) applies to this acquisition and the following addendum applies:
The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”. Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
INSTRUCTIONS TO OFFERORS
A. The quote shall consist of three (3) separate parts: Part I - Price, Part II - Technical, and Part III - Past Performance.
B. Quotes must be submitted electronically via email. All documents submitted must be saved in .pdf format and shall follow the instructions in the “Instruction to Offerors”. Quoters must use the following subject line in their response email: “FA441722Q0035 - Mission Rehearsal Training (MRT) III, [company name] - 1 of [total number of emails sent]”. Respondents are encouraged to use read receipts. If you do not receive confirmation of receipt within 24 hours, contact the points of contact identified in this
RFQ.
C. The due time and date for quotes is 2:00 PM CDT on 3 Nov 2022. Quotes that are received after this date and time are considered late. The Government reserves the right to accept or reject late quotes.
Quotes shall be on 8.5” X 11” page. A page is defined as one face of a sheet of paper containing information. The text size shall be no less than 12 pitch. Quotes shall use at least 1-inch margins on the top and bottom and 1-inch side margins.
D. Teaming Arrangements as a Prime and Subcontractor relationship (if applicable):
Vendors must provide the following information not later than the date and time quotes are due:
1. Include size of each concern required at 13 CFR 121.103(h) (I) (2) (ii) and 124.513(b) (1).
2. Clearly establish the roles of each party (who is prime and who is subcontractor, who is responsible for what tasks, contract administration, quotations, work management, etc.).
3. Identify each member's share of the prospective contract, 50/50, 51/49, etc.
4. Include exclusivity that the team member will not be replaced for the duration of the contract, any exceptions should be identified and assurance that the team members are not teaming with another firm for the same procurement.
5. Include a statement of acknowledgment that the prime contractor shall remain fully responsible for contract performance, regardless of any teaming arrangements between the prime contractor and its subcontractors.
E. Interchanges: The government intends to award a purchase order without interchanges with respective vendors. The government, however, reserves the right to conduct interchanges if deemed in its best interest.
Part I - Price Submission
Limited to no more than three (3) pages. Pages exceeding the page limitations set forth in this section may not be read or evaluated and may be removed from the quote.
A. Provide proposed unit and extended prices based on the Pricing Schedule in Paragraph 6 for all Line Items. The extended amount must equal the whole dollar unit price multiplied by the number of units. The quote(s) must be submitted for all Line items in the base period and all two (2) Option Years. The Total Evaluated Price (TEP) will be calculated by totaling all CLINs inclusive of all option years and the option to extend services IAW FAR 52.217-8. FAR 52.217-8 will be included in the price evaluation by adding 50% of the value of the CLIN in option year two (CLIN 2001) to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value. Prices will be rounded off to two decimal points. Total price will be evaluated for price reasonableness.
Part II – Technical Submission
Limited to no more than ten (10) pages. Pages exceeding the page limitations set forth in this section may not be read or evaluated and may be removed from the quote.
Subfactor 1 - Program Management and Staffing Plan
Quoters shall demonstrate a detailed Program Management and Staffing Plan that adequately describes the approach the offeror will use to successfully perform to the standards detailed in the Performance Work Statement (PWS).
a) A Management and Staffing Plan that explains in detail how the offeror intends to recruit, retain, and replace sufficient personnel who have the knowledge, experience, and skills to perform MRT, LZ and AZ training as required in the PWS.
b) A Management and Staffing plan that explains the specific number of personnel (skill mix of labor effort) between the LZ/ DZ controllers and team members that the contractors will use to perform MRT, LZ and AZ training as required in the PWS.
Subfactor 2 - Program Training Plan
Quoters shall demonstrate a detailed program training plan that adequately describes the approach the offeror will use to successfully perform to the standards detailed in the Performance Work Statement
(PWS).
a) A Training Plan that describes how personnel will be trained to emulate a Joint Terminal Attack Controller (JTAC), Ground Force Commander (GFC) or air assets IAW Friendly forces paragraph 1.2.1 of the PWS.
b) A Training Plan that describes how personnel will be trained to emulate an opposing force team lead and direct personnel as necessary to mimic enemy Tactics, Techniques, and Procedures (TTPs) IAW paragraph 1.2.1 of the PWS.
c) A Training Plan that explains how the contractor intends to clear, setup, operate and take-down assault zone until mission completion IAW paragraph 1.2.2. and 1.3.2. of the PWS.
d) A Training Plan that describes how the contractor intends to clear, setup, operate and take-down range operations until mission completion IAW paragraph 1.2.3 of the PWS.
e) A Training Plan that describes how personnel will be trained to conduct the above operations and how the contractor intends to document employee initial and follow-on training.
Subfactor 3 - Proposed Personnel
Quoters shall demonstrate in detail how the proposed personnel will satisfy the minimum qualifications set forth in the PWS.
a) A Project Manager IAW Sections 4.5.2 of the PWS
b) A LZ/DZ controller IAW Section 4.7 of the PWS
c) A LZ/DC safety officer IAW Section 4.7.6 of the PWS
d) One (1) team member IAW Section 4.6.1 of the PWS
Part III - Past Performance Submission
Limited to no more than two (2) pages per contract listed and ten (10) pages total. Pages exceeding the page limitations set forth in this section will not be read or evaluated and will be removed from the quote.
CPARS ratings and accompanying CPARS information do not count towards the page limit. Only references for contracts that are recent and relevant will be considered. For a contract to be determined relevant, the scope of work must meet the follow minimum criteria:
• Provided full-time support for at least 1920 hours annually performing work that’s related to the Mission Rehearsal Training (MRT), Assault Zone (Landing Zone (LZ) and Drop Zone (DZ)).
Recent is defined as work within the last three years from the issue month of this solicitation. Submit past performance information for no more than five (5) recent and relevant contracts performed for Federal agencies or commercial customers as a prime contractor that demonstrates the ability to successfully perform the scope and breadth of the requirements as described in the PWS for this solicitation. Past performance submission must also incorporate quality and satisfaction ratings for all contracts submitted.
Negative remarks should include accompanying rationale explaining any corrective actions that were taken for substandard performance. The past performance submission must contain the following information:
(a) Company/Division name
(b) Product/Service
(c) Contracting Agency/Customer
(d) Contract Number
(e) Contract Dollar Value
(f) Period of Performance
(g) Verified, up-to-date name, address, e-mail address, FAX and telephone number of the contracting officer or customer POC responsible for procuring your services
(h) Comments regarding compliance with contract terms and conditions
(i) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions,
(j) Details as to what the predecessor companies, key personnel, or subcontractors participation was in the example past performance being provided.
(k) Explanation of how the scope of the referenced contract is similar to the PWS in this solicitation.
(l) Associated CPARS ratings and accompanying CPAR information (does not count toward page limitation)
If no CPARS information is available for any of the submitted past performance, the quoter shall ensure that the references submitted with the quote are provided the PPQ (attachment 4). It is strongly recommended that all quoters request their references to submit PPQ immediately via email to Manivanh Mundy at manivanh.mundy@us.af.mil and Jeffrey Merchant at jeffrey.merchant.1@us.af.mil, as to be received by us no later than the date and time quotes are due.
8. The following evaluation factors apply to this acquisition. FAR Provision 52.212-2 Evaluation- Commercial
EVALUATION FACTORS FOR AWARD
A. Evaluation Factors for Award: The award will be made based on the evaluation of Price, Past Performance, and Technical where Past Performance and Technical, when combined, are more important than price. The Government will utilize the Performance Price-Trade-off methodology as described below to determine the quote that represents the best value to the government.
B. Synopsis of Evaluation
Step 1: Rank each quoter based on Total Evaluated Price (TEP).
Step 2: The lowest-priced quoter will then be evaluated to ensure they adhered to all submission requirements, IAW the instruction to offerors.
Step 3: If the quoter adhered to all submission requirements, evaluate quoter’s technical acceptability based on the evaluation factors. If deemed technically acceptable, move to the next step.
Step 4: Evaluate past performance. If the quoter’s past performance confidence rating is deemed to be a ‘Substantial Confidence’, the quoter is determined responsible, and the price is determined fair and reasonable, then the Government will proceed to award to this vendor and no further evaluations will be conducted.
If the lowest priced quoter did not adhere to submission requirements of instruction to offerors, receives an “Unacceptable” rating for the Technical factor, or receives a past performance rating other than “Substantial Confidence”, the Government will follow the same evaluation method for the next lowest quoter. The process will continue until a quote is found that adheres to the instruction to offerors, has an acceptable rating for the Technical Factor and has a past performance confidence rating of ‘Substantial Confidence’. The Contracting officer will then make an integrated assessment to render the best value award decision. The Government reserves the right to award to other than the lowest priced quoter if determined to be in the best interest of the Government but is not required to do so.
During all stages of the evaluations, the government reserves the right to enter into exchanges with one or multiple quoters but is not required to do so. Therefore, respondents should provide their best available pricing in their initial quote. While we strive for maximum objectivity, the evaluation process is inherently subjective.
C. Price Evaluation
To receive an acceptable rating for the Price Factor, the quoter’s price must 1) adhere to all requirements of instruction to offerors and accompanying information and 2) be determined fair and reasonable in accordance with FAR 13.106. The Total Evaluated Price (TEP) will be calculated by totaling all CLINs inclusive of all option years and the option to extend services IAW FAR 52.217-8. FAR 52.217-8 will be included in the price evaluation by adding 50% of the value of each CLIN in option year two (CLIN 2001) to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value. Prices will be rounded off to two decimal points. Total price will be evaluated for price reasonableness.
Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Award will be made to the lowest priced responsible quoter whose submission is determined to be technically acceptable and whose price is determined to be fair and reasonable.
D. Technical Evaluation
To receive an acceptable rating for the Technical Factor, the quoter’s submission must receive an ‘Acceptable’ rating for Subfactor 1, 2 and 3. This Technical Factor will be evaluated on an acceptable/unacceptable basis defined as follows:
Rating Description Acceptable Quoter’s technical submission adheres to the requirements in this technical factor, adheres to the requirements of the solicitation, and demonstrates an understanding of the requirement.
Unacceptable Quoter’s technical submission does not adhere to the requirements in this technical factor or does not adhere to the requirements of the solicitation or does not demonstrate an understanding of the requirement.
Subfactor 1 - Program Management and Staffing Plan
Quoters shall demonstrate a detailed Program Management and Staffing Plan that adequately describes the approach the offeror will use to successfully perform to the standards detailed in the Performance Work Statement (PWS).

Subfactor 3 - Proposed Personnel
Quoters shall provide the proposed personnel that demonstrate compliance with the minimum qualifications set forth in the PWS.
a) A Project Manager IAW Sections 4.5.2 of the PWS
b) A LZ/DZ controller IAW Section 4.7 of the PWS
c) A LZ/DC safety officer IAW Section 4.7.6 of the PWS
d) One (1) team member IAW Section 4.6.1 of the PWS
E. Past Performance Evaluation
Past performance will be evaluated on recency, relevancy, and quality of performance and be used as a measure of the Government’s confidence in the quoter’s ability to successfully perform based on previous and current contract efforts. Performance confidence ratings assess the probability of the quoter successfully accomplishing the proposed effort based on the quoters past performance. The government will use past performance information submitted by the quoter’s references, other sources such as other Federal Government offices, Past Performance Information Retrieval System (PPIRS)/Contractor Performance Assessment Reports (CPARS), and private and commercial sources.
Past performance will be considered relevant if the scope of work meets the following minimum criteria:
Relevance for Past Performance will be assessed against the following:
a) Familiarity and experience with SOF training
b) Staffed a specified number of positions for a specified time period at one location.
The following relevancy definitions apply:
a) VERY RELEVANT: Past/present performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires. In order to be defined as Very Relevant, the effort shall have included the below services:
(1) Familiarity and experience with SOF MRT, LZ and AZ training, and
(2) Staffed at least 20 positions for a period at least 3 years at one location
b) RELEVANT: Past/present performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. In order to be defined as Relevant, the effort shall have included the below services:
(1) Familiarity and experience with SOF training, and
(2) Staffed at least 15 positions for a period of at least 2 years at one location
c) SOMEWHAT RELEVANT: Past/present performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires. In order to be defined as Somewhat Relevant, the effort shall have included the below services:
(1) Familiarity and experience with SOF training, and
(2) Staffed at least 10 positions for a period of at least 2 years at one location
d) NOT RELEVANT: Past/present performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires. In order to be defined as Not Relevant, the effort shall have included the below services:
(1) No familiarity and experience with SOF training, or
(2) Staffed less than 10 positions for a period of 2 years or less at one location
Past performance will be considered recent if the work was within the last three (3) years from the issue month of this solicitation.
Quality of Performance. All recent past performance that is determined to be relevant will be reviewed to determine the quality of the quoter’s performance and general trends of the performance. This information will be used by the evaluation team in addition to the PPQ Information in determining the overall performance confidence assessment rating.
One of the following confidence ratings will be assigned to the evaluated quote:
a) Substantial Confidence: Based on the quoter’s recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
b) Satisfactory Confidence: Based on the quoter’s recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
c) Neutral Confidence: No recent/relevant performance record is available, the quoter’s performance record is not recent or relevant, or the quoter’s record of past performance is so sparse that a meaningful confidence rating cannot be reasonably determined.
d) Limited Confidence: Based on the quoter’s recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
e) No Confidence: Based on the quoter’s recent/relevant performance record, the Government has no expectation that the quoter will successfully perform the required effort.
Confidence that the quoter can or cannot successfully perform all required services within the PWS will be based upon the past performance information submitted by the quoter as well as the Government’s independent investigation of the quoter’s past performance. It is recommended that the quoter submit any and all documentation addressing adverse past performance ratings for recent and relevant contracts.
Failure to do so may result in the Government assigning an unfavorable rating for this factor. Quoters that do not have a record of recent and relevant past performance will receive a neutral rating for this factor and will not be evaluated favorably or unfavorably.

All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of Quote submittal.
FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C.5341 or 5 332.

52.217-8 Option to Extend Services. (NOV 1999) As prescribed in 17.208(f), insert a clause substantially the same as the following:
Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

As prescribed in 17.208(g), Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.
