About this file
This document contains questions and answers related to a federal contract solicitation for repair of HVAC systems. The solicitation is for capital project 1045103 to repair the HVAC system in building 90067 for the 705th Training Squadron. The project includes replacing two split system heat pumps with new pumps, replacing a gas water heater with an electric water heater, installing new diffusers, grilles and controls, removing existing gas piping and capping, reusing some ductwork and demolishing remaining ductwork, installing new ductwork to serve new split systems, and keeping an existing mini-split heat pump. Electrical work includes disconnecting existing equipment, removing conduit and devices back to the server panel, and installing new wiring, conduit and disconnects for all new HVAC equipment, with an existing 200 amp panel remaining to feed new mechanical equipment and water heater. The questions addressed confirmation of furniture handling, building access during construction, temporary HVAC needs, roof repair responsibilities, commissioning requirements, duct cleaning responsibilities, ceiling tile and light fixture handling, concrete pad reuse, and the ability to extend the period of performance for long equipment lead times.

1. Existing Furniture ‐ On the site visit, quite a bit of furniture was observed in the facility. Will the government remove this furniture prior to starting the project? If not will the contractor be requried to remove and store the furanture or leave it in place and cover/work around it?
Government Response: The furniture will not be removed. The contract will need to cover/move/work around the furniture.
2. Please confirm that the building will not be occupied during construction or advise if phasing or other work restrictions will be in place during construction.
Government Response: The building will be shut down for construction. Demolition shall not start until equipment and materials are on site to minimize time the facility will be shut down.
3. Please confirm that contractor will not be required to provide any temporary HVAC and that the building may be left without HVAC while the units are changed.
Government Response: No temporary A/C will be required.
4. SOW has us removing the exhaust vent for the existing gas hot water heater that goes through the existing roof. Please advise if roof repair of the metal roof is in the scope and if so if this will be limited to a sealed metal patch piece or if the contract should include replacing an entire roof panel, of so please provide more details, no roof repair details were included in the design.
Government Response: Contractor seal hole with metal patch.
5. Building Comissioning ‐ Specifications 01 91 00.15 10 require an independent 3rd party comissioning agent 1st tier to the prime contractor and financially independent of all subcontractors. This is in addition to the TAB requirements in DIV 23. This is a relatively small project, please confirm that comissioning is still required for it.
Government Response: Provide commissioning as specified.
6. Please advise if the contractor will be responsible for cleaning the existing ductwork that will remain in place.
Government Response: No duct cleaning is required on existing duct to remain.
7. Acoustical Ceiling – please confirm the bidders can assume there is no existing insulation sitting above on the drop ceiling (we were not able to check this on the site visit) and that we will not need to install any new insulation on top of the ceiling.
Government Response: There is no insulation on top of the ceiling tiles.
8. Please confirm that new tile will need to be tegular (drop lip) to match the existing.
Government Response: Yes
9. Please confirm that contractor can assume that the existing lights are supported independently of the drop ceiling system per code and can remain in place when the ceiling is removed, or advise if the contractor should include a budget to support all of the lights so the ceiling can be removed.
Government Response: Lights are supported independently.
10. Please confirm that existing support wires for the drop ceiling may be requested if in good condition.
Government Response: Existing ceiling support wires can be reused.
11. There is a large (10x15) existing concrete pad outside the mechanical room door that the condensers for the existing units are setting on. Drawing M201 Note 3 says to send the new condensing units on NEW concrete pad – please confirm the contractor should remove the existing concrete pad and replace it with a new pad, or advise if the exisitng concrete pad can remain and be reused.
Government Response: Existing pad can be reused. Expand as required for new equipment.
12. Please advise if the existing concrete pad for the existing air handlers should be removed and replace or if it can be reused.
Government Response: Existing pad can be reused. Expand as required for new equipment.
13. Please confirm that a new 4” concrete pad for the new water heater shall be installed per the detail on M501, note it will be partially in the doorway and the existing water heater has no pad.
Government Response: Pad required as shown.
14. The lead time for some of the HVAC equipment could be up to 26 weeks (184 days), will the government consider a longer PoP that the 104 days identified in the IFB?
Government Response: The period of performance can be adjusted as needed to cover extended delivery time. Please see Question 2 and its response regarding the start of demolition until materials and equipment is on site to minimize time the facility is shut down.
