12. Since there is no “PERFORMANCE WORK STATEMENT” for Major Repair under1.9. Equipment Maintenance and Repair, it seems odd that question 12 “What was the cost of Repairs Oct 2019 through Oct 2020 at both dining facilities?” Would be answered this way “DFAC hires civilian contractors from off base to conduct major repairs to all kitchen equipment. DFAC team spent $30K last year in equipment repairs.” Question: Will Major Repairs be the contractor’s responsibility under the awarded contract? Appendix 4 and 5 do not provide the detail of the perimeter area between the curb in back and the sidewalks on the sides and in front of the buildings. 29. 4.2.5 If a Teaming Agreement is submitted as part of the proposal as outlined in Section L para 4.2, each teaming offeror's past performance will be evaluated separately using the same evaluation methods described above. The Prime Contractor's past performance will be weighted slightly more than equal based on their overall responsibility for contract management. Paragraph 4.2.4 states “Assigning Ratings. As a result of the relevancy and quality of the performance of the recent contracts evaluated, offerors will receive an integrated performance confidence assessment rating. Although the past performance evaluation focuses on performance that is relevant to the Technical factors and cost/price factor, the resulting performance confidence assessment rating is made at the factor level and represents an overall evaluation of contractor performance. Offerors without a record of recent/relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Unknown Confidence" rating for the Past Performance factor.” “Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.”
