Mess Attendant Services Hurlburt Field, FL Questions and Answers SET TWO 22 February 2021
1. Pre‐Proposal Conference. Can the Government provide a copy of the minutes of the pre‐ proposal conference? (Ref: 8.0 Pre‐proposal Conference/Site Visit)
The pre‐proposal site visit memo, along with the site visit attendees list, was posted to the solicitation in beta.SAM.gov on 19 Feb 2021.
2. Proposal Size. Is there a limit in megabytes of the file sizes which can be submitted electronically to the Government? (Ref: RFP Para. 2.1.1.1)
The DoD Safe site referenced in the solicitation at instructions to offerors para 2.1.1.1 on page 54 restricts the total size of the files being submitted to no more than 8,192 MB.
3. Past Performance. Can the Government specific how many past performance references are required? (Ref: RFP 4.0 FACTOR 2, Volume II ‐ Past Performance)
Per para 4.1.1 of the solicitation’s instruction to offerors, the maximum number of past performance references shall not exceed 10. There is no minimum number required, but please be advised of para 4.2.4 on page 68 of the solicitation’s Evaluation Factors for Award ‐ “Offerors without a record of recent/relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Unknown Confidence" rating for the Past Performance factor.” In addition, “More recent performance will have a greater impact on the Performance Confidence Assessment than less recent effort. A strong record of relevant past performance may be considered more advantageous to the Government than an "Unknown Confidence" rating.
Likewise, a more relevant past performance record may receive a higher confidence rating and be considered more favorably than a less relevant record of favorable performance.”
4. Teaming Agreement ‐ References. Can the Government provide an example of what is meant by: “The maximum number of references combined shall not exceed 10 total.” (Ref: 4.2 Volume II (b) Signed Teaming Agreement)
Per para 4.1.1 of the solicitation’s instruction to offerors, the maximum number of past performance references shall not exceed 10. If an offeror is choosing to provide a Teaming Agreement, the total number of past performance references combined for the prime and teaming partners shall not exceed 10.
5. Teaming Agreement – Format. Can the Government provide an example “Teaming Agreement” is required to comply with all RFP requirements? (Ref: 4.2 Volume II (b) Signed Teaming Agreement)
The Government does not have an example Teaming Agreement to provide. Any Teaming Agreement submitted must meet all of the requirements identified in the solicitation.
6. Evaluation Factors. Are the evaluation factors listed in order of priority? (Ref: RFP Pages 64 and 65 ‐ Evaluation Factors for Award)
In accordance with the Evaluation Factors for award section in the solicitation on page 64, “The Best Value technique chosen for this particular acquisition will be a Performance Price Tradeoff (PPT). The PPT technique permits tradeoffs between price/cost and past performance, and includes an evaluation for technical acceptability.”
7. Representations and Certifications. Do offerors need to submit the completed fill‐in sections of 52.212‐3 Alternate I Offeror Representations and Certifications‐Commercial Items. ‐ (Alternate I) 2020‐10? (Ref: RFP Page 41)
In accordance with the solicitation’s instructions to offerors at para 5.3, “Complete representations and certifications in Section K or the System for Award Management (SAM).”
Para 5.3 is to be included as part of Volume III of the proposal. The representations and certifications section starts on page 38 of the solicitation, and includes 52.212‐3.
8. Past Performance. If a teaming agreement is submitted, can the prime contractor use the past performance of the subcontractor to meet the requirements of RFP Paragraph 4.1 Volume II (a) ‐ Past Performance? Or must all past performance references provided be only from the prime contractor?
In accordance with the Evaluation Factors for award section in the solicitation para 4.2.5 on page 68, “If a Teaming Agreement is submitted as part of the proposal as outlined in Section L para 4.2, each teaming offeror's past performance will be evaluated separately using the same evaluation methods described above. The Prime Contractor's past performance will be weighted slightly more than equal based on their overall responsibility for contract management. The separate ratings of each party in the Teaming Agreement will be combined to determine an aggregate PERFORMANCE ASSESSMENT CONFIDENCE RATING as defined in Table 5 of Section M.” Also, at para 4.2.4 on page 68, “Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror.”
