Questions and Answers
FA4414‐17‐R‐0010 // FTEV 12‐1069
Upgrade Base‐Wide Electrical, Hurlburt Field, Florida
Question 1: On sheets E‐2 and E‐6 of the drawings for the above referenced solicitation, the single line shows a meter for transformers and note says to see specs. These are single phase transformers. The spec section 33 71 73 covers only three phase meters. Are meters actually required for the single phase transformers? If so, is there a spec available for what is required? It would be nice if the note on the last page of the wage decision is emphasized so that no one overlooks it. This new requirement adds considerable expense on a year long project.
Answer 1: Meters are required on Single Phase Transformers. Single Phase Meters shall be Sensus FlexNet System meters for use on a 240/120 V., 1 Phase, 3 Wire service, and shall include KYZ pulse initiation hardware. At the Contractor’s option, current transformers may be external or internal to the meter. Sheets E‐2 and E‐6 update to reflect this.
Question 2: The switchgear manufacturer has requested clarification of the following: On sheet E‐
17, note 7 the new switch is to be a Vista 431. In the single line drawing on sheet E‐22, the symbol for the switch shows a Vista 422 arrangement. Please confirm via an amendment which is correct.
Answer 2: Sheet E‐17 is correct, the switch should be a Vista 431 or equal. Sheet E‐22 updated to reflect.
Question 3: Are environmental or land disturbance permits required in order to perform any of the scope of work? In particular, are any permits required to perform the removal of the existing pole lines near Kerwood Road and along Golf Course Road and for the removal of cable and installation of new underground along the south side of Hwy 98? If any type permits are required, will the Government secure the permits and pay the permit fees?
Answer 3: Permit requirements are contained in Specification Section 01 56 00 and in General Notes on Sheet T‐1.
Question 4: Please identify the contractor's materials lay down yard location and dimensions.
Answer 4: Laydown area will be on the north half of the grassy area across the street from CDC, Bldg 91168 shown on Sheet E‐6. The south half will be occupied by another contractor. Power will be available from transformer TP‐G26A.
Question 5: Will all materials associated with line removal and other demolition become the property of the Contractor, or will those materials be required to be entered into the Base recycling system?
Answer 5: Except as noted on the drawings, all materials removed will become the property of the contractor and must be disposed of properly.
Question 6: Do any materials or work locations involve existing hazardous materials or historical artifact sites?
Answer 6: Known archeological sites are indicated on Sheets E‐9 and E‐10. The new construction is routed around these areas. There are no known contaminated sites.
Question 7: Specifications Section 32 84 00 requires work that consists of installing a complete and operational automatic underground irrigation system as shown on the drawings and/or as specified herein, but we have been unable to location such work on the drawings.
Please confirm if installation of an underground irrigation system is required as part of the work associated with this project.
Answer 7: No irrigation system work is required in the scope. The Standard boilerplate specs is included in the event the contractor must repair a sprinkler system where the contractor is at fault for damage (i.e. a marked sprinkler line.)
Question 8: Please provide the ID and wall thickness on the 5” HDPE bore pipe.
Answer 8: Provide Schedule 80 pipe in accordance with Spec Section 33 05 13, Appendix A.
Question 9: Section 01 65 00, Part 1.03, Para A ‐ requires an independent testing party to test and adjust, please clarify which sections this pertains to?
Answer 9: Specification section 01 65 00 is not used in this contract. Section has been removed.
Question 10: Will the Government be providing TCC curves to set the S&C Vista fault interrupters?
Answer 10: Utilize default factory settings for installation.
Question 11: Where pad mounted switches and junctions are shown, should spare conduit stub‐outs be provided for spare switch ways and junctions?
Answer 11: Spare conduits installed in duct banks shall stub up into equipment. Unused switchways and junctions do not require installation of conduits in pad.
Question 12: Please clarify which primary junction cabinet detail should be used, the detail on sheet
E‐4 only for the junctions on E‐4 and the detail on E‐19 elsewhere?
Answer 12: All junction cabinets are to be installed on concrete pads as shown on Sheet E‐19, except the two junction cabinets called out in Work Note 11, on Sheet E‐4.
Question 13: Sheet E‐18 shows a new SW46 as a Vista 431, sheet E‐22 shows a new SW46 with 2 fused switches, should SW46 be a 431 or a 422?
Answer 13: See answer to Question 2.
Question 14: Please confirm 1 phase transformers shall be 7200V primary with 1 phase conductor with concentric neutral feeding. Section 26 12 00 ‐ 2, Part 2.01 Para D ‐ states 12470V primary.
Answer 14: Single Phase Transformers shall have 7.2 kv primary. Primary conductor shall be one conductor with full concentric neutral.
Question 15: Section 33 05 13, Part 3.03 Para O ‐ states that cable joints shall be made in primary junction cabinets or switches only. Joints will need to be made in electrical manholes as well per the drawings.
Answer 15: Joints will be made in manholes as shown on Sheet E‐20.
Question 16: Is drawing E‐1 work note #5 continue on drawing E‐2 note #2? Is this correct?
Answer 16: Yes, this is correct.
Question 17: Define scope for work notes #4, 13, 14, 15, 16 shown on drawing E‐1.
Answer 17: Scope of work is detailed in notes and shown on Sheet E‐1.
Question 18: On drawing E‐9, please clarify note # for line between new EM (Electrical Manholes)?
Answer 18: Work note 2 applies. Sheet E‐9 updated to reflect.
Question 19: On drawings E‐9 note 5 and E‐10 note 6, show 6” directional bore, why is this size necessary?
Answer 19: 6” bore duct is specified to accommodate pulling the large conductors into the 600 foot long bore at this location.
Question 20: Drawing T‐1 general note #3 requires a minimum of 21 days scheduling of outage.
However, Spec 01 00 00, Part 1.09, Para A1 ‐ Only requires 3 day on single facility and 14 days on multi facilities. This 21 days is not feasible, can the spec be applied?
Answer 20: Sheet T‐1 notification times updated to agree with specifications.
Question 21: Spec 01 00 00 ‐ 4, Part 1.0, Para A7 ‐ Road/Pavement cuts are not permitted unless approved. Drawing E‐1 shows cutting and patching. Does this mean this area is already approved?
Answer 21: Cutting and patching of existing asphalt is allowed outside Building 91330 as shown on Sheet E‐1.
Question 22: Drawing E‐1 work note #16 – Freedom Way substation is the power company responsible for the terminations?
Answer 22: Construction contractor is responsible for terminations.
Question 23: Is there a designated laydown/material storage area?
Answer 23: See answer to Question 4.
Question 24: Spec 01 10 00 ‐ 2, Part 3.05, Para A – Does spec apply to this project?
Answer 24: GPS survey of above ground features and underground bores, as stated in Specification 33 05 13 Para A‐3. Specification 01 10 00 Part 3.05 Para C.5 has been updated to reflect this.
Question 25: Are we required to have a QC plan and manager for this project?
Answer 25: A dedicated QC manager and QC plan is not required by the specifications.
Question 26: Are there any identified IRP sites per Spec 01 56 00 – 11, Part 3.14?
Answer 26: See answer to Question 6.
Question 27: Section 01 10 00, Part 3, Para 3.05, Requires a Florida Registered Land Surveyor. Please provide further clarification of what is required in terms of the surveyor’s scope. Is the government looking for us to identify the GPS coordinates only and/or to provide an as‐ built identifying the locations of the trenches and underground utility installation including GPS Coordinates?
Answer 27: See answer to question 24.
Question 28: Spec 32 84 00‐1, Part 1.01, Para A – states “The work consists of installing a complete and operational automatic underground irrigation systems as shown on the drawings and/or as specified herein, including…. and proper operation. In the event that no irrigation drawings are provided, the irrigation contractor shall provide a full and complete design including by not limited to those items show in 1.05 below. Please advise if installation of complete irrigation system is required? If so, are irrigation drawings available?
Answer 28: See answer to Question 7.
Question 29: Section 01 33 00 ‐ 1, The Schedule of Material Submittals provided at the end of this section lists spec “section 32 93 00 Plants”. This is specification is missing. Please provide, if applicable.
Answer 29: Requirement removed from submittal schedule.
Question 30: Drawing E‐13 Note #4 shows 4” conduit. Is this the correct size?
Answer 30: 4” Conduit is correct.
Question 31: Drawing E‐19 Detail A, B and C show the Rigid 90 ° elbows entering pads encased in concrete. This installation in fact will block future installations. Do we need to proceed with this installation?
Answer 31: The concrete ductbank encasement is required to be extended to a point where it is located below the concrete equipment pad. The encasement is not required to be extended into the pad opening. Sheet E‐19 updated to reflect.
