SOLICITATION NO. FA4417-16-R-0011

FTEV 10-1299, Construct JTC/TRS Facility

FTEV 15-1056, Construct Mobility Storage Facility

QUESTIONS & ANSWERS

6 May 16

Question 1: For estimating field overhead costs (supervision, office trailers, temporary toilets, etc), can we get this clause clarified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR

1984) The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 328 calendar days for Contract Line Items Number’s (CLIN’s) 0001 and 0002, and 298 days for bid option CLIN’s 0003 and 0004. If bid option CLIN’s 0003 and 0004 are exercised after award, a separate notice to proceed will be issued. If bid option CLIN’s 0003 and 0004 are exercised, work will be conducted concurrently with CLIN’s 0001 and 0002. The time stated for completion shall include final cleanup of the premises.

Since Bid Option 1 & 2 (CLINs 0003 & 0004) will be conducted concurrently with the Base Bid, but the time difference is 30 days, does this mean that the award/NTP for the Bid Option will be no later than 30 days after the Base Bid award/NTP?

Or, is this scenario possible? - award of Base Bid is June, NTP July 1 (so completion is late May 2017), award of Base Bid is Sept 30, NTP is Oct 1 (so completion is late July, 2017) - a time difference of two months.

Answer: If CLIN’s 0003 and 0004 are exercised, once the notice to proceed is issued, the work is to be completed concurrently with any period of performance remaining on CLIN’s 0001 and 0002. However, if there is less than 298 days remaining in the period of performance for CLIN’s 0001 and 0002 at the time CLIN’s 0003 and 0004 are exercised, the period of performance for CLIN’s 0003 and 0004 will extend beyond that of CLIN’s 0001 and 0002 to ensure there is 298 days to complete the requirement.

Question 2: CLIN 0004 is a separate bid option, but can't be awarded without 0003 & 0003 can't be awarded without 0004?

Answer: This is correct. CLIN 0004 can’t be awarded without awarding CLIN 0003 and vice versa.

Question 3: On page E-1 in the schedule for floor boxes, it calls for the selection of material to be by the Contracting Officer. Can they be PVC type? Floor boxes can be in the hundreds of dollars and I see no part number to price by.

Answer: No. Boxes must comply with Specifications Section 26 05 53 2.01.

Question 4: In the specifications, under section 26 41 00, it has a lightning protection system, but it is not referenced on the drawings. Please advise?

Answer: Lightning protection systems for the buildings is not a requirement. An amendment to the solicitation to reflect this will be posted.

Question 5: In review of Specification 13 34 19, Metal Building Systems, one of our perspective manufacturers can fulfill the requirement of Paragraph 1.10 and has a current IAS accreditation.

However, Paragraph 1.11 requires membership in the MBMA, this manufacturer does not belong to the MBMA. The MBMA is an association which does not certify the Quality Control Process utilized by manufacturers, unlike the IAS accreditation which does. Furthermore, this manufacturer can, and will, provide all extended warranties as required by the solicitation.

Opening up the market to more competition rather than those who belong to exclusive memberships (which those costs are obviously added to the final cost of the supplied product) can benefit the Government in the form of a lower cost without compromising in quality and integrity. Will the Government consider relaxing this requirement within this solicitation, and future solicitations?

Answer: No. MBMA membership is required.

Question 6: On Building 23 STS, Page E1, Notes 8, 9, & 10; it states “New 4” Conduit for Communication”. On Sheet E2, Notes 2 & 3, it states “Existing 4” Conduit”. Can you clarify if the 4” conduit is new to be installed or existing to remain?

Answer: New 4” conduit is required to be installed between the new facility and MH21A2.

Conduit between MH21A2 and MH24E is existing to remain. An amendment to the solicitation to reflect this will be posted.

Question 7: On Building 23 STS, Page E4, Lighting Fixture Schedule, states PL2 to be mounted 20’ Above Finished Grade on Round Aluminum Pole. This item is not shown on the drawings.

Can you provide clarification as to this item/the pole/and the location?

Answer: PL2 is not used (Project Number 15-1056). An amendment to the solicitation to reflect this will be posted.

Question 8: Per the drawings, the building width appears to be 33’-8” before the overhang. Can you provide additional details on the overall width of the overhang so a total overall width can be determined?

Answer: Overhang is 2’-0” from face of CMU to face of fascia. See sheet A-8 (Project Number 10-1299).

Question 9: Does the statutory limitation of $1 million apply to the buildings only or do they include the site work demolition and ancillary work outside the building envelope?

Answer: CLIN’s 0001 and 0003 are subject to a statutory cost limitation. See page 4 of the

RFP.

Question 10: Please advise of the items that are outside of the statutory limitation, if any.

Answer: CLIN’s 0002 and 0004 are not part of the statutory cost limitation.

Question 11: RFP page 49 of 54 states: 1.1.2 This acquisition will utilize a Best Value approach.

The Best Value technique chosen for this particular acquisition will be Performance Price Tradeoff (PPT). And 1.1.2.1 The PPT technique permits tradeoffs between price/cost and past performance, and includes an evaluation for technical acceptability. Contract award will be made to the responsible offeror whose proposal conforms to the solicitation requirements, is considered technically acceptable, and provides the best value to the Government, considering price and past performance. For this acquisition, technical will be rated as “acceptable” or “unacceptable” and past performance is significantly more important than price/cost. This would seem to contradict the following on page 51 of 54: 2.3 FACTOR 2: Past Performance Evaluation. The Government will first evaluate past performance for the lowest priced technically acceptable offeror. If the lowest priced technically acceptable offeror is judged to have a Substantial Confidence rating, and is determined responsible, that offer represents the best value for the government and the evaluation process stops at this point. Will the Government please clarify the source selection evaluation approach insofar as Performance/Price Tradeoff vs.

Lowest Price Technically Acceptable?

Answer: Substantial Confidence rating is the highest Past Performance rating that can be received. Therefore, if the lowest priced technically acceptable offer receives this rating and is determined responsible, they will be considered the best value for the Government. If the offer does not receive a Substantial Confidence rating, the next lowest priced technically acceptable offer’s Past Performance will be evaluated.

Question 12: Numerous references call for the CMU at the above referenced project to be integrally colored. It is our experience Hurlburt prefers standard grey CMU to be painted Townhouse Tan. Please advise?

Answer: The design intent is to match the existing integrally colored block at building 91036 and avoid painting split rib CMU.

Question 13: Sheet A7 (FTEV 10-1299) indicates integrally colored split-rib masonry units shall match adjacent buildings. Sheet A7 (FTEV 15-1056) indicates integrally colored CMU veneer "Liberty Tan" by USA Block. However, all the veneer masonry we have laid in the past several years, the color has been standard gray and then painted in the field to match adjacent buildings.

This is because it avoided variations from different manufacturers where colors didn't match.

Secondly, Liberty Tan is the standard used at Eglin. When integrally colored CMU was laid in the past at Hurlburt, the color was "Parchment". Please advise as there is a significant difference in cost between gray and colored block. And we are not sure there is a matching integrally colored block at this point since so many buildings are painted.

Answer: The design intent is to match the existing integrally colored block at building 91036 and avoid painting split rib CMU.
