SOLICITATION NO. FA4417-14-R-0038
PROJECT: Repair Hangar 3087, Duke Field, FTFA 10-1124A
QUESTIONS - ANSWERS :
1 – 22
13 Aug 2014 Question 1: Could Tennant Epoxy Coating products be substituted for the epoxy flooring Hangar 3087 repair?
Answer: As long as they meet or exceed all the requirements in the specification as stated in Section 09 67 23.16, “Fuel Resistive Flooring, 3-Coat System.”
Question 2: On sub factor 2 - Specialized Experience on Similar Type of Work, unless I over looked it, there is no page limitation for the information on each of the 1- 5 projects that can be submitted. In the past Hurlburt RFPs have limited this to one page. Can more than one page for a project be provided?
Answer: Page limitation for this sub factor will be 2 pages.
Question 3: On sub factor 2, Should the word "relevant" be "relevance" in paragraph (c) 2?
Answer: Change the word “relevant” to “relevancy” in paragraph (c) 2.
Question 4: Which fire department will witness the fire protection system and accept it on this project? Eglin or Hurlburt.
Answer: Eglin’s Fire Department will inspect and accept this fire protection system.
Question 5: Will the hangar be occupied during construction?
Answer: No, the current plan is to have the occupants move to another facility.
Question 6: Is recycle service available?
Answer: Recyclables are collected at Eglin AFB. However, if available, bins can be placed on the work site to recycle specific materials.
Question 7: Please provide clarification on which resinous flooring system is to be used.
We recommend that you complete moisture tests prior to bid. If moisture levels are within reason, then a MVT system is not necessary and will add $1-2 per square foot in material costs, not to mention add labor required to install that type of system. If moisture levels are high release the numbers to bidders and allow contractors to provide moisture mitigation options underneath coating system.
Answer: Bid per section 09 67 23.16 Fuel Resistive Resinous Flooring, 3-Coat System.
Question 8: Will a fence be required to separate the hangar work area from the runway? We will have to extend beyond the hangar doors toward the runway approximately 50 feet to remove the doors and also to install the new bollard system. We have set ”wood standards” with orange PVC fencing (36-48” high) previously on jobs and made our sup’t responsible for maintaining its integrity and perform daily clean-up within that area.
Answer: Answer pending clarification. Answer will be posted on FBO in the near future.
Question 9: Sheet A-4-----Detail 4/A-4 indicates an “embedded weld plate” at the top of this wall; the metal deck is existing and this cannot be done. Further there is no way to fill the top course with concrete. Perhaps a better solution to this would be to provide a metal stud wall with gypsum board (thickness of gypsum board and width of metal studs, gage, etc. can be provided by the A/E to achieve the required rating of the wall.
Answer: Provide bond beam, one course from top of wall. Delete embedded top plate, provide bracing per revised detail. (See Attached) Question 10: Sheet A-7-----Detail 7/A-7 indicates to saw cut and remove existing concrete 6” deep to install 1 ½” pvc drain line (not the entire thickness of the slab). Additionally, there is a note indicating to install #4 bars which penetrate the existing slab that is not to be removed. We can install the bars in the cut-out, but not in the existing concrete which is to remain. Please clarify.
Answer: Drill and epoxy bars into existing concrete.
Question 11: Sheets A-1/A-7-----Detail2/A-1 shows the concrete to be 8” +/- thick for removal of concrete and placement of the bollards; the adjacent concrete at the hangar door is 10 ½” thick per detail 1/A-7. Our experience has shown both areas to be more like 12”; should we change this as it is quite costly per inch of saw cutting and could affect the price considerably when all saw cutting is considered as a whole? The same must be of concern for the “grounding” outlets shown on sheet E-501 (no thickness provided) that are to be saw cut within the hangar—8 each. Please provide direction.
Answer: Assume all concrete hangar floor is 12” thick.
Question 12: Sheets A-1/A-2---The “open fuel tank” sign appears to be required at all bollards; is this the intent even though is somewhat redundant?
Answer: Provide fuel tank signage at all bollards.
Question 13: Specifications—There are two sections regarding the hangar flooring system (09 67 23.15 and 09 67 23.16) and each section include preparation, joint replacement with sealant, finish project, stripping, etc. The finish schedule and remarks on sheet A-7 do not specify which. One is for a 4 part system, the other a 3 part system; which section are we to use for this project?
Answer: Bid per section 09 67 23.16 Fuel Resistive Resinous Flooring, 3-Coat System.
Question 14: Specifications---There are two sections on painting (09 90 00 and 09 96 00). The finish schedule on sheet A-7 would imply that only section 09 90 00 was applicable based on the note at the bottom of the “color schedule” on this sheet. Please clarify which section applies to what materials if both are to be used.
Answer: Section 09 90 00 and 09 96 00 each reference specific materials/items to be painted.
Question 15: Sheets C-101,102,103---Work on these sheets require underground work, but information is not provided (soil boring) to determine if “de-watering” is required. Is there any way this information can be provided?
Answer: It will be the contractor’s responsibility to provide de-watering if required.
Question 16: Specification Sections 09 90 00/21 13 13.00 20 ----Paragraph 3.6.1, page 17 of 09 99 00 states the sprinkler pipe (assumed to be wet pipe system) is to be painted---nothing mentioned in the other paint spec referenced in question 7. Paragraph 3.6, page 7 of spec 21 13 13.00 20 states that the foam system will be painted. Will it be painted a separate color from the “wet pipe system”? What spec section is to be used 09 90 00 or 09 96 00 for the foam system?
Answer: Use spec section 09 90 00 for both the foam system and the wet pipe system. The color of the foam system shall be red as noted in the specification: The Foam system shall be painted to match the adjacent surface color.
Question 17: Sheet E-601. The existing underground feeders from new transformer to existing panel "SE" do we install new parallel #500 or use existing cable?
Answer: Use existing cable.
Question 18: Sheet E-601. The 60" ground rods for the Fire Pump Controller – can we use one set of gr rods or do we need a separate set for each controller panel.
Answer: Provide separate ground rods and service ground connections as indicated.
Question 19: Are we to include sales tax on this project?
Answer: Yes, proposals should include a total price/cost Question 20: Will we be given the whole project at once without any phasing?
Answer: Yes, once work starts the users will vacate the facility. There is no phasing.
Question 21: Will the building be cleared of all equipment, storage, etc.?
Answer: The Government will coordinate with user and contractor to move any equipment/material necessary.
Question 22: In Spec section 23 08 00, Commissioning is mentioned a number of times; however, the responsibility of hiring the Commissioning Authority (CxA) is never made clear. Statements such as, "The Contractor shall maintain the commissioning documentation in ring binders.", are present in the document, but a statement indicating who is to hire the CxA or CxC is not present.
Answer: Pending upcoming addendum which will be posted on FBO in the near future.
