About this file

This file is a Questions and Answers (Q&A) document providing clarifications for a Request for Quotation (RFQ) issued by the Department of the Air Force Air Mobility Command for the procurement of 1,000 tons of road salt to be delivered to Scott Air Force Base, Illinois. The solicitation (FA440726Q8004) is a 100% Small Business Set-Aside under NAICS Code 325998, with delivery required by October 23, 2026, and no award anticipated until funds become available on or around October 1, 2027.

Key operational details addressed in the Q&A include: delivery vehicles must be tandem-axle dump trucks with maximum clearance of 24-26 feet for raised dump beds and 18 feet for lowered beds; trucks may dump inside the storage facility if size permits, otherwise the Government will move materials from an outside unloading area; drivers must possess REAL ID and be pre-qualified before base entry; access is through the commercial inspection gate located off Route 161 on the southwest side of Scott AFB, approximately 1.5 miles from the delivery site; escorts will be provided from the gate to the facility; delivery hours are 0600-1400 Monday through Friday, with no deliveries on weekends or holidays; and drivers will exit via either the Shiloh or Belleville gates depending on proximity to their destination. The Q&A also clarifies that the non-manufacturer rule does not apply due to the procurement falling below the Simplified Acquisition Threshold.

Q: The solicitation states that delivery must be made using tandem-axle dump trucks due to overhead-clearance restrictions at the storage facility. Could you please confirm whether the delivery drivers will be required to back into the storage facility and dump the road salt inside the storage area, or whether the Government will designate an outside unloading area where the trucks can dump the material and depart? We would also appreciate any available information regarding the delivery location, gate-entry procedures, unloading requirements, or coordination needed before each truck arrives.

A: If the trucks aren’t too big, it can be dumped inside. If not, they can be dumped outside, and the government will push them inside. Scott AFB has a commercial gate that can be utilized for oversized vehicles.

Q: We would also appreciate any available information regarding the delivery location, gate-entry procedures, unloading requirements, or coordination needed before each truck arrives. This clarification will help us obtain accurate transportation pricing and ensure our delivery plan meets the Government’s requirements. Thank you for your assistance, and we look forward to submitting our quotation.

A: Building is located on the Southeastern boundary of Scott AFB off South drive just before the road turns into East drive. Drivers will enter through the commercial inspection gate located just off RT 161 on the Southwest side of Scott AFB approximately 1.5 miles from the site. The gate is located between IL Route 4 and IL Route 158. They will then either exit the Shiloh gate or Belleville gate depending on which exit is closer to their destination. Driver will be required to have a REAL ID to enter the base, or they will be turned away at the inspection Gate. Names of drivers should be forwarded for prequalification’s onto base before deliveries start. Escorts will be provided from the gate to the facility once deliveries start.

Delivery times are from 0600- 1400 Monday – Friday and the inspection gate and deliveries will be halted on holidays and weekends.

Q: Could you confirm maximum truck clearance?

A: Dump bed height 24-26 feet; lowered bed height 18ft Q: Does the non-manufacture rule (NMR) apply?

A: NMR does not apply because this is below the simplified acquisition threshold (SAT).
