About this file
This file is a Questions and Answers document addressing delivery logistics for a road salt procurement at Scott Air Force Base. A contractor inquired whether tandem-axle dump trucks would need to back into the storage facility and dump road salt inside or whether the Government would provide an outside unloading area. The Government clarified that if trucks are small enough, they may dump inside the storage facility; if not, trucks can dump outside and the Government will push the material inside. The Government further noted that Scott AFB has a commercial gate available for oversized vehicles.
The underlying solicitation (FA440726Q8004) is a Request for Quotation for 1,000 tons of road salt to be delivered to Scott Air Force Base, Illinois, with a delivery deadline of October 23, 2026. The requirement is set aside as a 100% Small Business Set-Aside under NAICS Code 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) and PSC 6810 (Chemicals). This is a FY27 requirement with funds anticipated to be available on or around October 1, with no award to be made until funding is secured. Quotes must be complete and submitted to both identified Points of Contact by the closing date to be considered for award.

Q: The solicitation states that delivery must be made using tandem-axle dump trucks due to overhead-clearance restrictions at the storage facility. Could you please confirm whether the delivery drivers will be required to back into the storage facility and dump the road salt inside the storage area, or whether the Government will designate an outside unloading area where the trucks can dump the material and depart? We would also appreciate any available information regarding the delivery location, gate-entry procedures, unloading requirements, or coordination needed before each truck arrives.
A: If the trucks aren’t too big, it can be dumped inside. If not, they can be dumped outside, and the government will push them inside. Scott AFB has a commercial gate that can be utilized for oversized vehicles.
