About this file
This is a Statement of Need for road salt/deicing chemical required by Scott Air Force Base, Illinois, dated 24 September 2026. The requirement is for sodium chloride-based road salt to be used during snow events on base streets and parking areas to ensure vehicular travel is maintained throughout winter months. Without this product, vehicle travel will be severely affected, resulting in mission cancellation and operational delays during snow and ice events.
The road salt must be composed primarily of sodium chloride in coarse granule form (up to 3/8 inch) to effectively stick to roadways and lower the freezing point of water, creating brine that melts ice and snow at temperatures as low as 15°F to 20°F. The product typically contains trace elements, may appear gray or brown due to impurities, and is often treated with anti-caking agents such as sodium hexacyanoferrate to facilitate storage and handling. The salt is cost-effective and easy to spread, though it can cause environmental damage and corrosion. Standard rock salt is effective above 15-20°F; below this temperature threshold, alternative agents such as Calcium Chloride or Magnesium Chloride are more effective. No specific response dates, award dates, pricing terms, contract vehicles, or set-asides are identified in this statement of need.

STATEMENT OF NEED FOR: Road salt used during snow events on roadways and parking areas.
SCOTT AIR FORCE BASE, ILLINOIS
24 September 2026
Requirement & Objective: The road salt/deicing chemical is required to accomplish Snow Removal on base streets and parking pavement. Without this chemical Vehicular travel on base streets and parking lots will not be supported causing mission cancellation and delays during snow and ice event during the winter seasons.
Bottom line if the product isn’t purchased then vehicle travel during winter months will be severely effected.
Product Characteristics: Road salt, composed of sodium chloride is a coarse, mined rock salt used for deicing roads by lowering the freezing point of water, creating brine at temperatures as low as 15F to 20F. It is effective for preventing ice-pavement bond, but can cause environmental damage, and corrosion, and is typically applied with an anti-caking agent to facilitate storage.
Key Characteristics of Road Salt
Composition: Mostly Sodium Chloride (NACI) contains trace elements, often mined as rock salt.
Physical Properties: Coarse granules (up to 3/8 Inch) help it to stick to roadways, while finer particles begin melting ice faster. It often appears gray or brown due to impurities.
Deicing Mechanism: Lowers the freezing point of water, creating a saltwater brine that melts snow and ice upon contact.
Temperature Limitations: Standard rock salt works best above 15- 20F. Below this, agents like Calcium Chloride or Magnesium Chloride are more effective.
Storage and Application: It is widely used because it is cost-effective, easy to handle, and easy to spread. It is often treated with anticaking agents (e.g. Sodium hexacyanoferrate).
