MEMORANDUM FOR RECORD

SUBJECT: FA4407-18-T-0005; FY19 Fire Alarm and Extinguisher Maintenance Site Visit

1. On 20 September 2018 at 0900 CST, a site visit was held for all interested parties to attend and ask questions about subject purchase request. The following questions were presented during the site visit:

a. Q: What happens if additional systems that are not covered in the Performance Work Statement (PWS) are found?

A: Page 2, paragraph 1 of the PWS states that “Device counts listed in Appendix A are estimates with an error of ±20%. Contractor to confirm counts during base contract year.” Therefore, any device found during the base year shall be identified and incorporated into the contract for future option years and shall be maintained and repaired once discovery is made.

b. Q: Who is required to submit a Past Performance Questionnaire (PPQ), the prime or sub?

A: Both companies shall submit a PPQ. The company providing the administrative portion shall submit a PPQ that reflects their ability to perform administrative work. The company that is on site providing fire maintenance shall submit a PPQ that reflects the ability to perform work stated in the requirement package relating to fire maintenance.

c. Q: How will we develop an inspection schedule and identify deficiencies that aren’t already covered?

A: The COR will provide the new contractor previous inspection reports/schedules and establish a new schedule based off of this information. A weekly meeting is held with the awarded contractor and fire personnel. During this meeting, deficiencies, schedules, problematic areas, etc. are discussed. This gives both the contractor and the Government an opportunity to open lines of communication to ensure all facets of the contract are covered.

d. Q: Who maintains the “head end” (AKA Monaco server) that is located at the Fire Station?

A: Government fire department personnel maintain the “head end” and this will not be the responsibility of the contractor during this contract performance period.

e. Q: What is the difference between a maintenance call and a service call?

A: Service calls are defined on page 4, paragraph 1.3 of the PWS as “any work requests other than annual inspecting/testing/PM of equipment.” To further expound on this definition, service calls include calls from facilities for troubles, troubleshooting such calls, prolonged period of performance on panels, contractors requiring assistance, etc.

f. Q: Do we need a National Institute for Certification in Engineering Technologies (NICET) certification for Special Hazards such as NFPA-2001 in order to address any foam systems, halon systems, FM2000 systems, etc.?

A: Foam systems on Scott AFB are maintained and inspected by government personnel. Contractor is only expected to maintain the Fire Suppression Panel.

Additionally, all systems that require panel maintenance shall be disabled by government personnel prior to beginning the necessary work on the panels to ensure they are not armed and activated during maintenance.

g. Q: Will the awarded contractor receive previous inspection reports to reference?

A: The Government will provide all reports that we have on file. We currently have approximately 102 of 180 reports to provide the awarded contractor.

2. In addition to the questions outlined above, it was stressed that any company awarded this acquisition is aware that a NICET Level II employee shall be on-site for all work being conducted. Furthermore, a NICET Level III employee shall be on staff and respond to work as specified in the contract. All NICET certifications for new employees conducting work on Scott AFB, IL shall be provided to the Government’s representative PRIOR to the employee beginning any work on the installation. The fire extinguisher technician does not require NICET level II certification. The fire extinguisher technician may assist the NICET Level II technician as required.

3. The information above is accurate to best knowledge of the Government. Furthermore, the information provide within this memorandum is a direct reflection of the site visit held on the aforementioned date. Any questions shall be directed to TSgt Scott Ray at scott.ray@us.af.mil.
