Questions/Answers
1.1.3.1 What is the standard container size for Unscheduled Pickups and Special Events? Is the quantity found in Clin 0003, 30 each, based on the total number of extra pickups and special event container pickups per year?
Response: Container sizes for special events are typically 40CY open top containers and 90 gal. toters. Quantities of each container type varies by event.
The quantity found in CLIN 0003 is based on the total estimated unscheduled and special events for the year (including tonnage, containers, manhours, and equipment).
The following information shall be included in Appenix A (Estimated Workload Data) of the PWS.
UNSCHEDULED AND SPECIAL EVENTS
: Unscheduled Events will be performed at the direction of the Contracting Officer’s Representative. The following are Special Events that could possibly occur during each year.

The contractor will provide the number and containers of equipment as follows:
Estimated: 25ea. 82-90 gal toters; 1-40 CY open top container.
1.1.3.6 What is the difference between Unscheduled pickups (1.1.3.1) and Additional pickups (1.1.3.6)? How is the following determined since there is no CLIN available "..the contractor will be compensated at a unit rate based on the container size."?
Response: Additional pickups refer to containers that are routinely picked up by schedule which may require additional service due to unforeseen circumstances.
Unscheduled pickups refer to special events services that are not on the routine schedule.
1.1.8 Define "residential area" for this criteria as it relates directly to the Station numbers listed in Table A3.
Response: The residential area in Table A3 refers to 87 housing units used for Temporary Lodging in the Galaxy housing area of Scott AFB. Currently this area is served by curbside 90 gal containers, one time per week, Monday (or Tuesday, should Monday fall on a federal holiday).
Is there a requirement of providing "new" self contained compactors or at least manufactured by a certain date?
Response: There is NO requirement for new or additional self contained compactors.
Are there any special compactor installation requirements that are needed, i.e.
Front load or side load, cart tippers, dock enclosures, extra load bearing tread plates, etc…?
Response: There are NO requirements for additional compactors or installation(s) on this contract.
1.1.9 Contractor collection of additional items outside of containers may include:
"…for example, tree branches, …, tied bundles,…". According to 1.1.3.7 Yard Waste Collection Disposal, these items are "At not time will this yard waste be mixed with other type of waste." Are they supposed to be disposed of as MSW or not?
Response: The tree branches referred to in para 1.1.9. are typically small tree debris items. Larger branches and limbs placed outside of the dumpster should be reported to the COR for proper disposal.
1.1.10 Are trucks expected to be empty upon every entry to the base for route pick-up or can the waste be incorporated into other collected MSW as long as scale tickets are provided for before and after weights?
Response: Trucks are not expected to be empty but must be weighed on state certified scales before arriving at the base and at the landfill.
Does the base have a "state certified scale" on property that can be utilized?
Response: Scott AFB does NOT currently have a state certified scale.
Where is the current contractor reporting scale tickets from?
Response: Currently the contractor uses scales at Milam Landfill (E. St. Louis, IL), Champ Landfill (Maryland Heights, Mo), and St. Louis Composting (Belleville, IL).
1.4 Define the current color scheme of the base. Will the color of the containers be expected to be changed if at any time during the term of the contract the base color scheme is changed? How many times has the color scheme of the base changed within the past 8 years?
Response: Container color is not expected to be changed during this contract. The current container color is Espresso Brown (Sherwin Williams). The color scheme has remained the same over the previous 8 years.
Appendix A; Table A1 How are the Estimated Annual tons per container type determined for Item 1? (the 90 gal carts calculates out to 80#'s per cart per pick-up)
Response: 90 gal containers were calculated using an average of 72.5 lbs. per container and rounded up to the nearest ton.
Can you define "Bulk Container Relocations" - this is not part of Collection Requirements (1.1)
Response: At various times the contractor may be asked to relocate a container (FEL or Open Top). These containers are typically moved to nearby locations identified by the COR or placed in storage on Scott AFB. Recent instances for relocating containers have involved construction of dumpster enclosures, and construction/demolition of facilities.
Govt Approved Containers (Equipment)– collection MSW in all areas except residential areas, shall be from contractor provided containers. Current containers appear to be older than 5 years old. Are they owned by SAFB or contract provided currently?
Response: All Front End Load Containers are provided by the contractor.
An auger compactor is at the Clinic currently. Is an auger Compactor required as a replacement? It is not defined in the bid document
Response: The Auger Compactor located at the Clinic is owned by the Clinic. A replacement is NOT required.
Compactor Maintenance – states “reserved” will awarded contractor not maintain compactor including “major maintenance”, “replacement parts” or “repair limits”
Response: The contractor will NOT be required to perform maintenance on any compactors. All compactors are owned by the using facility. Should service be required the using facility will be required to pay for any repairs via alternate methods.
A question of clarification on the frequency of one of the facilities. Station 16, Facility 504, container size ES has a frequency of “H”. Can you clarify which day/frequency of this location?
Response: Station 16 is an 8CY Enclosed dumpster with a normal p/u day of Thursday. The “H” in the table is a “typo” and should read “Th”.
