About this file

This is a Questions and Answers document providing clarifications on Solicitation FA3300CPR26Q for FY26 AFROTC CPR Instructors, issued by the Department of the Air Force Air Education and Training Command. The document addresses contractor inquiries regarding the delivery and implementation of cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training for AFROTC Detachment Commanders and their staff across multiple installations.

The Q&A clarifies key contractual requirements including training delivery methods, instructor qualifications, certification standards, scheduling coordination with detachment commanders, and documentation of training completion. The responses establish that contractors must provide in-person training sessions at specified AFROTC locations, maintain current CPR/AED instructor certifications recognized by the American Heart Association or equivalent organizations, and deliver training consistent with federal guidelines for emergency response preparedness. The document ensures that all cadre members receive mandatory training to enable rapid response capabilities during physical distress situations involving cadets, supporting the overall safety and readiness objectives of the AFROTC program.

QUESTIONS & ANSWERS

CPR & AED Training Instructors 08 September 2026

1. QUESTION: The Performance Work Statement specifies an American Heart Association-certified CPR course that includes AED training. Could you please confirm whether the required course is AHA Heartsaver CPR AED, Heartsaver First Aid CPR AED, BLS Provider, or another specific AHA course?

ANSWER: The requirement is for a a nationally certified CPR and AED course designed for nonmedical personnel (e.g., American Heart Association Heartsaver CPR AED, American Red Cross, American Safety and Health Institute (ASHI), or equivalent), in accordance with DAFMAN 36-2905. See updated PWS para. 4.2.

2. QUESTION: The RFQ pricing schedule includes CLINs 0001 through 4001, reflecting a Base Year plus four Option Years, while the Performance Work Statement appears to reference a Base Year plus three Option Years. Could you please confirm the intended number of contract years and whether offerors should provide pricing for all five CLINs (0001–4001)?

ANSWER: We are requesting a base year plus three option years (0001-3001). See updated PWS para. 3.0.

3. QUESTION: I understand the anticipated requirement to be nine classes annually with up to 50 participants per class. Please also confirm that this quantity applies to each applicable contract year.

ANSWER: We do not anticipate any changes at this time and plan to maintain the schedule of nine courses, with up to 50 students each, for the next four years.

4. QUESTION: What are the physical addresses where the trainings will be held?

ANSWER: 60 Schumacher Ave. Bldg. 803, Maxwell AFB, AL 36112. See updated PWS para. 5.0.

5. QUESTION: Are the contractors expected to live within a reasonable location for commuting distance of Maxwell AFB/ Gunter Annex?

ANSWER: Not required, but this is a firm fixed contract and additional allowances for travel will not be made after award.

6. QUESTION: Are contractors outside of Alabama permitted to perform the requirements?

ANSWER: Yes.

7. QUESTION: Will there be desks and TVs/monitors available for the course DVD’s?

ANSWER: We have a large auditorium that can accommodate all of our students and is equipped with the necessary TVs and monitors for the class. See updated PWS para. 8.0.

8. QUESTION: Does the requirement include issuance of an individual American Heart Association course-completion eCard to each successful participant, or is the requirement for AHA-aligned CPR/AED instruction without individual certification cards?

ANSWER: Yes, we would like the issuance of an eCard or certificate to document that our cadre attended the course and are properly trained. See updated PWS para. 4.2.

9. QUESTION: Does the two-hour limitation apply to each participant’s training period, or must the contractor’s entire on-site operating window, including staggered cohorts, conclude within two hours?

ANSWER: The two‑hour limit applies per group. If the contractor cannot train all 50 students at once and needs to split them into two groups, then each group may receive up to two hours of instruction.

10. QUESTION: May the requirement be satisfied using an AHA blended-learning format if the Government purchases and distributes the required AHA online course keys and ensures completion before the contractor’s hands-on session? If the contractor must furnish the online keys, may the digital courseware be separately invoiced upon delivery and acceptance before the on-site session?

ANSWER: We can use a blended format; however, we prefer to receive a single invoice after both the online and hands‑on portions are completed. This helps us avoid processing multiple invoices for each course. Additionally, the online portion may need to be completed several days prior to the in‑person session, as many of our students are PCSing before or after attending the course and require flexibility to finish the online training. See updated PWS para. 4.4.

11. QUESTION: Will the Government accept either an AHA Heartsaver CPR AED eCard or an AHA BLS Provider eCard, provided the selected course includes the required CPR, video-based cognitive instruction, and AED training?

ANSWER: We will accept an AHA Heartsaver CPR AED eCard. Our cadre are not medical professionals, and we do not require the additional training associated with the BLS Provider course, as it would introduce unnecessary costs.

12. QUESTION: Would the “American Red Cross” certification be acceptable vs the American Heart Association certification?

ANSWER: Per DAFMAN 36‑2905, the requirement must be met using a nationally certified source. See updated PWS para. 4.2.

13. QUESTION: The solicitation's Instructions to Offerors (Item 34) and evaluation criteria (Item 41) both specify that instructors must be currently certified by the American Heart Association (AHA) to teach CPR and AED courses. Our proposed instructors hold ASHI (American Safety and Health Institute) certification, which is also OSHA-recognized but is a distinct certifying body from AHA. Would ASHI-certified instructors be acceptable for this requirement, or is AHA certification specifically required for award?

ANSWER: Per DAFMAN 36‑2905, the requirement must be met using a nationally certified source. See updated PWS para. 4.2.
