About this file

This is a Solicitation Questions & Answers document for a Conex Refurbishment Requirement dated 02 September 2026, with solicitation number F2XJA86096AW03.

The document addresses seven key clarifications regarding refurbishment work across four operational areas (COV, DELTA, BRAND, and ALPHA). Contractors are approved to apply 2-part epoxy slip-resistant coating to both replaced and existing flooring components for long-term protection, with updated specifications referenced in Statement of Requirements (SOR) paragraph 2.1.1. No requirement exists for exterior painting despite contractor concerns regarding corrosion mitigation from window frame and door replacement activities. The government approved separate billing line items for each of the four geographic areas, allowing contractors to bill upon completion, inspection, and approval of each area while maintaining award on total aggregate pricing. Window replacement specifications require impact-resistant 3/16" to 1/4" polycarbonate (Lexan) windows or equivalent with UV protection capable of withstanding 650+ FPS airsoft rounds and simulated munitions; manufacturers may choose to build or procure windows, with frame specifications to be determined during site visits emphasizing weather resistance and tight seals. Door hardware must lock with capability for one master key system. A mandatory site visit was scheduled for 09 September 2026 at 09:00 am to allow contractors to obtain accurate measurements and counts of windows, hardware, painting areas, and electrical work. The proposal submission deadline was extended to 15 September 2026 at 01:00 pm CST.

SOLICITATION

QUESTIONS & ANSWERS

Conex Refurbishment Requirement

02 Sept 2026

1. QUESTION: If you use a standard sealer for marine grade plywood it is not slip resistant and not effective in preventing water intrusion and wood deterioration. Over time which is the current existing condition the container has now. Marine grade wood sealers are not design for constant traffic that these units will see which is why the floor now needs repairs. Those floors had this sealer when they were originally built and you can see the condition they are in now. We hope that you require the 2-part expoxy slip resistant coating on both the replaced component flooring and the existing flooring to provide for slip and long-term floor protection, it is our intention to provide this in our proposal.

ANSWER: This is acceptale. See updated SOR para. 2.1.1.

2. QUESTION: Section 2.4.1 - We are to price the requirement to scrape and repaint interior wall and ceiling to be included in the base price, but we are to add the exterior repainting as an optional CLIN. Repainting the exterior should not be an optional CLIN as the window frame and window replacement, door sealing and repair, container sealing will all require painting and rust mitigation. The container should then be required to be primed and repainted to achieve the life cycle you want to achieve on this project.

ANSWER: There is no requirement for exterior painting.

3. QUESTION: To reduce the cost of money for this proposal would be possible to have separate line items for each of the 4 areas.

AREA NAME

1 COV

2 DELTA

3 BRAND

4 ALPHA

This would allow billing once each area has been completed, inspected and approved.

This will reduce the cost of money and lower the project pricing. The award can still be made on the total aggregate pricing for the entire project.

ANSWER: Yes. See updated Schedule of Supplies/Services.

4. QUESTION: Different Solicitation numbers are referenced in the Combined

Synopsis/Solicitation document and the Contract Data document. Please clarify which

Solicitation number should be used for this requirement.

ANSWER: F2XJA86096AW03 is the correct solicitation number.

5. QUESTION: Due to the change in the SOR, we request the option to have another site visit to evaluate and get accurate counts on windows, hardware, areas to now be painted, and electrical work. We need to get a count and measurement on all of these items now included in the revised SOR.

ANSWER: Site visit scheduled for 09 Sep at 09:00 am. See updated Proposal

Preparation Instructions para. 4.

6. QUESTION: Due to the changes in Amendment 0001, we respectfully request an extension of the current bid submission deadline.

ANSWER: Response date has been updated to 01:00 pm CST, 15 Sep 2026.

7. QUESTION: SOR calls to replace all windows as follows: Replace all existing windows across all facilities with impact-resistant 3/16” to 1/4” Polycarbonate (Lexan) windows or equivalent with UV protection to withstand 650+ FPS airsoft rounds and simulated munitions. Restore all window and door frames to provide a complete weatherproof seal when closed. – This is only a specification on the actual window

“glass” material. Are these windows to be manufactured or are they to be built? If built, do you have a specification for the window frame? If manufactured, do you have a specification for the manufactured window? There were several different types of existing windows and window frames. Do you have a specification on the new door hardware?

ANSWER: Manufacture or built, no preference. You can gather the specs on frames during site visit: it should be weather resistant, tight seal, and the window should work.

Doors should lock, similar spec to existing doors, with the ability to have 1 master key.
