About this file
This is a Solicitation Questions & Answers document for a Conex (shipping container) Refurbishment Requirement dated 28 AUG 2026. The document addresses 18 clarification questions from contractors regarding project scope, site access, materials specifications, and work requirements across four facilities: CQV (7 containers), Delta (5 containers), Bravo (7 containers), and Alpha (11 containers), totaling 30 containers rather than the originally stated 27.
Key work requirements clarified include: gates will be open for vehicle access during work hours, contractors may use their own UTVs, on-site porta Johns are available for contractor use, and weekend work is not desired but may be approved post-award. For materials and repairs, flooring replacement requires 3/4 marine grade plywood with rot-prevention sealer and epoxy coating with 2-part slip-resistant finish. Window replacement across all facilities must use polycarbonate (Lexan, 3/16"–1/4") or equivalent to prevent shattering; all windows must be replaced to protect interior investments. All peeling paint on walls and ceilings must be scraped and repainted inside. Door hardware locks must be replaced per the offsite facility manager with preference for a single master key system. Additional work includes reattaching fallen insulation board at Bravo Facility, redoing electrical connections where applicable, and ensuring containers are environmentally sound. The Schedule of Supplies/Services lists two line items—Materials and Installation—each as item 0001 with quantity of 1 each, referencing the entire scope of work rather than unit pricing, as each container requires different materials and labor.
