About this file

This document is a Request for Information (RFI) Tracker Log for Solicitation FA330025R0004, concerning an architectural and engineering design project for interior and exterior refresh of Building 842 at Maxwell Air Force Base. The RFI log contains 48 detailed questions and responses covering various aspects of the project, including scope of work, historical preservation status, paint remediation, building access, and submittal requirements. Key details include that the project involves interior refinishing, painting, potential lead-based paint abatement, and is constrained by the building's historical status from 1931. The project will not include exterior painting, roof replacement, or window replacement, and will require coordination with the State Historic Preservation Office.

Contractors are required to submit qualifications using Standard Form 330 with a minimum of three and maximum of five relevant projects from the past five years. Price is no longer an evaluation factor, and the proposal will be evaluated based on technical acceptability, past performance, and proximity to Maxwell AFB. The estimated contract value is between $25,000 and $100,000, with a performance period not exceeding 90 calendar days. Proposals are due by 21 March 2025 at 3:00 PM Central Standard Time, and the firm must be located within a 250-mile radius of Maxwell Air Force Base and registered in SAM.gov under specific NAICS codes.

Do we have all the paint (interior & exterior removed (remediation) to raw metal before recoating?

CES

No exterior work. •Op on one aligns with the scope outlined in the SHPO/AHC packet that has been approved, to scrape and paint. With this option, you will scrape the paint to collect on plastic and when all scraping is done the paint chips go into a drum for Haz waste disposal as paint waste.

•Op on two, is to do a full abatement. With this op on, you will need an abatement contractor who specializes in lead abatement and the metal would have to be fully striped of paint. This option has potential to be approved if this is the option chosen.

Option two requires a lead abatement contractor that has been certified.
