About this file
This document is a Questions and Answers attachment for the AU Bldg. 800 Hallway Project, providing clarifications for potential contractors. The project involves renovating and upgrading a building hallway with multiple specific requirements, including installing wall-mounted seals, designing an award display unit with plaques, creating custom furniture inspired by Air Force aircraft aesthetics, and applying vinyl graphics. Key work restrictions include maintaining stairwell access, limiting maintenance to one level at a time, and coordinating with the Contracting Officer's Representative (COR) regarding noise and foot traffic near specific workspaces.
The contractor is responsible for multiple tasks: conducting field measurements, developing graphic designs using a COR-provided image library, sourcing wall-mounted seals, procuring plaques, creating commercial-grade furniture aligned with Air Force aesthetics, and following MAFB Installation Facilities Standards for interior finishes, painting, and graphic mounting. The project involves five distinct work phases that can be executed concurrently, with design approvals required from the government. Specific requirements include an occupancy load calculation for the basement break area, adherence to fire safety and building codes, and ensuring all design elements reflect Air Force visual standards.

Attachment 8 – AU Bldg. 800 Hallway Project – Questions and Answers
Question 1: Are you able to provide photos and measurements of the areas?
Answer 1: Please refer to the estimated measurements attachment. All figures are estimates.
The contractor is responsible for conducting field verification prior to commencing work.
Question 2: Section 2.6 of the PWS identifies five distinct phases of work. Could you please clarify whether the Government expects each phase to be fully completed, assessed, and approved before the contractor can begin work on the next phase, or whether the contractor may work on multiple phases concurrently? Are there any restrictions on contractor movement/work in multiple locations simultaneously?
Answer 2: The contractor may work on multiple phases concurrently, unless otherwise directed.
The only restrictions are: (1) stairwell access must remain open at all times, so only one level may undergo maintenance or painting at a time to ensure safe passage and emergency egress;
and (2) coordination with the COR or project lead is required, as there may be days when General Tullos requests minimal noise or foot traffic near her workspace. All other areas may be scheduled and executed at the contractor’s discretion.
Question 3: Explain section 3.11.4 on load calculations.
Answer 3: Section 3.11.4 requires an occupancy load calculation for the basement break area to ensure compliance with fire safety and building codes. The contractor must request an appointment through Contracting with CES/Fire after award to conduct the necessary measurements.
Question 4: There are handrails on the basement walls, are those to be removed?
Answer 4: No. The PWS does not include removal of basement handrails. Section 2.3.3.2 specifies chair rail removal only in the secondary stairwell.
Question 5: What are the sizes of the seals and where can they be purchased?
Answer 5: Section 2.1.7 requires five wall-mounted seals for Air University, Air War College, LeMay Center, AFIT, and 42 ABW. The designated wall space is 52" x 70". The contractor is responsible for sourcing the seals; the Government has no vendor preference.
Question 6: Regarding section 2.1.6.2, are the plaques being purchased by the contractor or supplied by the base?
Answer 6: The contractor is responsible for procuring the plaques for the award display unit.
Section 2.1.6.2 outlines the required categories and layout.
Question 7: Is there a furniture brand the base prefers?
Answer 7: No specific brand is required. As stated in Sections 2.1.5 and 2.4.4, all furniture must be commercial-grade, thematically aligned with Air Force aesthetics, and approved by the Government.
Question 8: The graphics will be on vinyl. What is the design and how is it intended to be mounted to the wall?
Answer 8: The contractor is responsible for developing the design based on the PWS and the COR-provided image library (Sections 2.1.4, 2.2.1, 2.3.1, 2.4.2, and 2.5.3). Graphics must be printed on commercial-grade matte vinyl and securely mounted per MAFB Installation Facilities standards attachment.
Question 9: Is the display case wood or metal? Are the plaques being purchased or supplied by the base?
Answer 9: The material of the display case is up to the contractor (Section 2.1.6.1), subject to Government approval.
Question 10: What are AFB interior finish standards?
Answer 10: See MAFB Installation Facilities Standards attachment.
Question 11: Is there a graphic company the base prefers to use, if so what is their contact info?
Answer 11: No.
Question 12: Is there a standard level for painting?
Answer 12: Yes see MAFB Installation Facilities Standards attachment.
Question 13: Furniture custom designed with inspiration drawn from Air Force Aircraft aesthetics, do you have certain designs in mind?
Answer 13: The COR will provide reference images (Section 2.1.5.4). The contractor is responsible for creating designs that reflect Air Force aircraft aesthetics and align with approved themes.
