About this file

This document appears to be a set of Questions and Answers related to a federal contract opportunity for a Common Access Card (CAC) Door Access System at the Air Force Judge Advocate General School (AFJAGS) located at Maxwell AFB, AL.

The key details are:

  • The system is to be a standalone system, not connected to the AFNET, and will utilize CAC readers for access control.
  • Existing door hardware can be used as long as the vendor covers maintenance. New key locks and maglocks may be installed as needed.
  • The system must allow for normal building access during business hours, with the data floor area remaining locked at all times, requiring CAC access.
  • The government will provide the workstations/laptops for the system, but any additional requirements beyond the specified models must be provided by the vendor.
  • Systems not connected to AFNET do not require federal government approved product lists.
  • After-hours work is permitted with prior coordination.

Questions for Air Force Judge Advocate General School(AFJAGS) Common Access Card(CAC) Control System

1.On Building 694(Old Building) , Statement says new CAC Reader, is it okay to use the existing door hardware(maglocks, exit button) or do you want new hardware as well?

-AF/JAS does not require new hardware as long as vendor covers under maintenance contract if fails within contract window.

2.On Building 694 First Floor Annex, location 14-16 says shall require key locks to be installed on the doors and keyed to same core. Would it be feasible to put a Maglock on one door and key the other door and have it locked at all times?

-AF/JAS only requires from a functionality standpoint the ability for doors to lock as the rest of building would (using card reader for CAC but keyed with same core for those doors). Need to lock if command sections press panic button due to emergency. Egress would need to follow any base safety practices.

3. Is this system to be a standalone system?

-Yes

1. Will the cipher locks required all be Kaba Simplex 5000 series lever handle locksets with Best compatible core key overrides? This is the style lock that we were shown at the site visit.

-Best lock core only required on external door so can be keyed to the base provided building key. Internal door at location 21 does not need different core other that default from vendor.

2. Will the exterior cipher locks require a panic bar on the inside of the door? During the site visit we were told the exterior doors needed a panic bar exit function.

-The door for external cypher is projected as a standalone kind of door. If the system is down and cannot access the building since locked, we want to put combo (or use Best key as stated above) in to open the door. To exit out the door we request whatever industry standard is on external door to open out. Very basic type exit. If compatible with push bar currently that is there or like would be wonderful. I don’t have expertise on compatibility so can only describe functionality.

-Functionally we need the building to be open during business hours except for the data floor which is to always to be locked. No CAC during business day just in and out as normal open building. After set business hours/weekends/holidays CAC is needed to access building. (Data floor exception- this setup to be a combo and a CAC to open- always locked) CAC would need to be the users base AFNET token CAC and not a separate card. If emergency or after hours the users will need to be able to leave the building by either normal door mechanisms or button if needed for override.

3. Please confirm the current bid date (23 Sept 2024) be extended to allow time for the questions to be answered?

-AF/JAS does not have an answer for this. Believe this to be a contracting question to answer.

4. Please confirm that the workstation (computer) will be furnished by others.

-AF/JAS can provide EliteBook HP 645-610 AMD Ryzen 5 Pro 7530U Processor w/ 32G RAM laptops for workstations. These do not have an SDC image, wireless NIC or camera. If system requires anything other than these specs the workstations would be needed to be provided by the vendor for compatibility.

5. Please confirm that the access controls systems and products used must be listed on the federal government approved product lists for physical access control.

-Systems not connected on the AFNET do not require APL.

6. Will after hours work be available if needed?

-Yes, just need prior coordination prior to time requested.
