About this file
This is a Questions and Answers document issued by the Department of the Air Force, 47th Flying Training Wing (AETC) for solicitation FA309926Q0008 regarding demolition services for Buildings B15 and B54 at Laughlin AFB, Texas.
The document provides official Government responses to 20 questions submitted by prospective offerors. Key clarifications include: demolition scope for B15 covers only the concrete sidewalk and entrance steps within marked areas shown in RFI Attachment Figure 1, excluding the pavilion structure itself; B54 demolition includes only the concrete steps and path within marked areas per RFI Attachment Figure 4. Additional scope includes removal of railroad ties, decorative rock, and landscaping items. Water lines must be capped 5 feet outside building foundations with a shutoff valve; Rio Grand Electric Cooperative (RGEC) serves as the utility provider and must be coordinated with for secondary electrical service disconnection. The contractor is responsible for removing and disposing of fire alarm equipment and data equipment, coordinating disconnection with Chugach and 47 CS prior to demolition. Foundation assumptions are 12 inches wide by 24 inches deep for outer end/center beams with 6-inch slabs. Hazardous material testing must include lead paint, asbestos, and soil testing for PFAS and PFOA using EPA method 1633. Seeding requirements include Zoysia grass with watering for 14 days post-installation. Fencing must match existing requirements with no gates or automation required. Electrical meters must be returned to the Government, grounding electrodes must be removed and disposed, and security fencing is required per RFI Attachment Page 4 and Figure 5.

MEMORANDUM FOR RECORD
FROM: 47 CONS/PKA
171 Alabama Ave Laughlin AFB, TX 78843-5102
SUBJECT: FA309926Q0008 – Demolition Services B15 and B54, Questions and Answers
1. The purpose of this document is to provide official Government responses to questions submitted by prospective offerors prior to the deadline specified in Section L-1.3.4 of the subject solicitation.
2. Table 1 - Questions
No. Question Answer 1 Under Scope of Work 2.3.2.1.1 – “B15: Remove north sidewalk up to pavilion concrete and entrance steps up to airfield apron.”
Please clarify this demolition work includes the northern metal pavilion itself, and its concrete foundation, metal framing and roof, any electrical items located on the pavilion.
Please see RFI Attachment Figure 1 for sidewalk and steps to be removed. Pavilion and concrete outside the marked area will not be removed.
2 Under Scope of Work 2.3.2.1.1 – “B15: Remove north sidewalk up to pavilion concrete and entrance steps up to airfield apron.”
Please clarify this includes the removal of the concrete sidewalk estimated 100’x4’ sidewalk extending northward/northeast from the pavilion, up to the sidewalk intersection. And also includes the sidewalk from that intersection back 100-120LF to the airfield apron, perpendicular to the apron.
Please see RFI Attachment Figure 1 for sidewalk and steps to be removed. Refer to RFI 1.
3 Under Scope of Work 2.3.2.1.1 – “B15: Remove north sidewalk up to pavilion concrete and entrance steps up to airfield apron.”
Please clarify this demolition work includes the smaller concrete sidewalk the extends northward, perpendicular to the pavilion and the yellow painted (possible flagpole) base that is installed in the center of the circular sidewalk.
Please see RFI Attachment Figure 1 for sidewalk and steps to be removed. Refer to RFI 1.
4 Under Scope of Work 2.3.2.1.2 – “B54: Remove steps at entrance up to end of the path”
Please clarify any concrete sidewalk outside the small concrete steps/path outside this 4’x5’ area outside the single entry door.
Please see RFI Attachment Figure 4 for sidewalk and steps to be removed at B54. Concrete sidewalk to be removed is within the marked area.
5 Under Scope of Work 2.2.1 and 2.2.2 Buildings 15 and 54 –
This does include removal of any landscaping items, railroad ties and decorative rock?
Yes. Removal includes the railroad ties, decorative rock, landscaping items/plants within the railroad ties and properly disposed.
6 Under Scope of Work 2.7.5.5 – Water lines will be cutoff and capped five (5) feet from the slab with a shut off valve installed..”
On the north side of B15, there is an exterior water supply faucet located 15-20ft beyond the pavilion leading toward a perimeter fence. Does Laughlin want this faucet and supply line completely removed or just capped 5ft outside B15’s (or Pavilion’s ) foundation as stated in SoW.
Line is to be capped 5 ft outside B15’s foundation as stated in the SOW.
7 Under Scope of Work 2.7.9 – “When demolition of B54 is completed, the Contractor shall install fencing to match what is currently installed..”
Is there any documents that Laughlin AFB can provide about the current specific supplier or brand of fencing currently installed?
No documentation available. Match existing requirements. See RFI #20 for details.
8 A conflict exists between the following, please clarify that Rio Grand Electric Cooperative (RGEC) will be responsible for all work, disconnecting and removal of all conduit and electrical outside the five (5) feet from each building, and each buildings slab foundation, and also any work to restore the site from that work.
Scope of Work 2.3.3.2 – “Coordinate with Rio Grand Electric Cooperative (RGEC) for all electric work.
Scope of Work 2.7.5.6 – “Electrical and communication lines will be cutoff and capped five (5) feet from the slab.
RGEC is the utility provider on the primary side.
Coordinate demolition of secondary service line to facility through RGEC as subcontractor.
9 Missing from SoW:
Will Laughlin AFB be removing the Fire Alarm Equipment and Data Equipment (and their box housing) from each building prior to demolition?
If not, will the contractor need to return this equipment to Laughlin AFB?
Contractor is tasked to remove and dispose of the Fire Alarm Equipment/ Data Equipment and coordinate disconnection with Chugach and 47 CS prior to demolition.
10 Paragraph 1.1.1 requires demolition of existing foundations. Please provide as-builts of both foundation so we can determine the extents of foundation demolition both for the purposes of demo work required and for the amount of backfill that will be required. If as-builts are not available please provide an assumption that should be made for the depth of each of the foundations.
We do not have as-builts for the foundation. CE assumed the depth of the reinforced concrete foundations for B15 and B54:
12” wide x 24” depth outer end/center beams. 6” slab.
11 Paragraph 2.3.1 requires Hazardous Material Testing. Are there any specific items that should be tested that are areas of concern?
Testing shall include lead paint, asbestos, and soil testing (PFAS and PFOA; EPA method 1633).
Properly dispose and provide Hazwaste disposal tickets to the Government.
12 Paragraph 2.7.7.1 requires seeding the site. Are we required to water to provide grass establishment or just placement of seed?
Water to be included with seeding (Zoysia preferred) the site. KTR shall water for 14 days after installation. Use water spout on site.
13 What are the gate requirements, including and automation and access controls or Panic SwGates?
No gates to be installed with the fence.
14 What is the confirmed voltage, phase, amperage, and meter size of the existing electrical service to B15? B54? The draft SOW/utility map shows an RGEC overhead pole serving the area but does not specify service size. Impacts conductor sizing, termination materials, and LOTO procedure. If >200A or 3Ø, labor and equipment cost will increase.
This is a demolition; replacement is not required.
15 The B15 utility map shows multiple 'Possible Utility lines' radiating from the structure. Are any of these known abandoned electrical feeders that continue to adjacent structures (i.e., require cap downstream of B15, not just at B15)?
Assume electrical for the building is not abandoned.
16 Does the Government want the existing meter and meter base returned to RGEC, recycled, or disposed?
Meters to be returned to the Government.
17 Please identify the private carrier operating the overhead communications line shown at B54 (Comm OH, In Service – Private). Confirm whether the Contractor must coordinate disconnection or the carrier will remove independently.
The carrier for the aerial line at B54 is Spectrum. 47 CS will contact the carrier to remove this specific line.
18 Are any fiber-optic communications present at either building? Of the Possible Utility lines' shown on Attachments G (B15, B54), which are:
(a) active electrical, (b) active comm, (c) abandoned electrical, (d) abandoned comm, (e) unknown?
Both facilities have 4” ducts that have fiber and most likely copper. Referring to Attachment G, assume Possible Utility Lines are unknown. Coordinate with 47 CS on removal.
19 Does the Government want grounding electrodes (ground rods, Ufer) removed or left in place below grade after disconnect?
The electrodes are to be removed and disposed after disconnect.
20 Please confirm: whether security fencing is required as part of this project.
If so, the approximate scope (linear footage, height, type/spec, and location)
Security fencing is required for the project. Refer to RFI Attachment Page 4 and Figure 5 for scope
