About this file
This is a Draft Statement of Work for the demolition of two unoccupied aircraft maintenance shop and storage buildings at Laughlin Air Force Base in Texas, prepared by 47 CES/CENMP and dated January 16, 2026.
The project requires complete demolition of Building 15 (approximately 815 square feet at 1 Mitchell Blvd) and Building 54 (approximately 358 square feet at 40 Iowa St), both composed of acoustic ceiling tiles, flooring, wood walls, and wood/metal roofs. The scope of work includes hazardous materials testing with contractor coordination with the Contracting Officer if remediation is required, utility marking and capping of abandoned utilities (coordinated with Rio Grande Electric Cooperative for electrical work), removal of sidewalk steps leading into buildings, site restoration with soil hazmat testing, and comprehensive cleanup. The contractor must provide all materials, labor, tools, equipment, transportation, and incidentals necessary for complete demolition in accordance with specified standards including UFGS 02 41 00 Demolition and Deconstruction, UFC standards, Laughlin AFB specifications, and Texas environmental quality specifications. Additional requirements include developing a demolition plan with phasing details, creating Foreign Object Debris and dust/debris control plans, submitting photographs prior to demolition, obtaining AF Form 103 work clearance 30 business days before digging, attending Airfield Driving Training, using designated Airfield Entry Control Points, and installing low-profile barricades per UFC 3-260-04 standards. For Building 54, the contractor must install replacement fencing matching existing installations upon completion.
The project is structured with two Notices to Proceed: NTP #1 (91 calendar days) for submittals including AF Form 103, Free Zone Request, FAA Determination, and asbestos testing; and NTP #2 (35 calendar days) for demolition activities, with a total Period of Performance of 126 calendar days. Key submittal deadlines include the Demolition Plan and Final Statement of Work within 45 days of NTP #1, with government review occurring within 21 days thereafter. Weekly partnering meetings will be held via teleconference, and an on-site investigation meeting shall occur within 7 calendar days of NTP #1.
