About this file
This document is a Questions and Answers file for federal contract opportunity FA3099-26-Q-0004 for 2026 Air Show Lodging, issued on February 20, 2026.
The Government seeks lodging services for approximately 50 rooms to support an air show event. Lodging must be located in Del Rio, Texas, or within a 30-mile radius (30-minute drive) from Laughlin Air Force Base, with the majority of accommodations in Del Rio. Contractors may utilize multiple hotels at different locations to meet the room requirement, though offering the full 50 rooms is preferred. The Government will provide a master rooming list and guests will be assigned accordingly, but payment will be consolidated through a master account invoiced via the Web-Based Automated Procurement Service (WAWF) rather than individual guest payments. Payment will be made within 30 days of invoice submission. No advance deposits are authorized, and contractors should not expect Government Purchase Card (GPC) payments. If the Government cancels within 48 hours of the reservation, it assumes responsibility for applicable hotel cancellation fees; cancellations beyond the 48-hour window are the contractor's responsibility. Contractors may propose fewer than 50 rooms based on availability but should offer as much capacity as possible.

Questions:
1. Payment Method:
Will the Government utilize a Government Purchase Card (GPC) for payment directly to the hotel at the time of reservation or check-in, or is the contractor expected to invoice the Government after performance?
A. No GPC. Invoice the government after performance via WAWF
2. Deposit Requirements:
If the contractor is responsible for securing the room block, is an advance deposit authorized under this contract? If so, what invoicing mechanism would apply?
A. No, we do not provide deposits.
3. Invoicing Timeline:
If payment is made after performance, what is the anticipated payment timeline (e.g., Net 15, Net 30)?
A. WAWF pays within 30 days.
4. Cancellation Terms:
In the event the Government cancels within the 48-hour window referenced in the Salient Characteristics, will the Government assume responsibility for applicable hotel cancellation fees?
A. If we cancel less than 48 hours, we are responsible.
5. You listed a need for 50 rooms, is the minimum allowed to offer or are we able to offer less based on our availability?
A. Offer as much as available but we are looking for 50 rooms
6. Also, will your guests be reserving and paying on their own or will you be providing a master rooming list and master payment?
A. A list will be provided but payment will be via WAWF like stated above.
7. Is there a certain mile radius you want to be from a particular location?
A. No more than a 30-mile radius or 30-min drive from Laughlin AFB but the majority of lodging should be located in Del Rio, Tx.
8. Due to the size of the group and judging by the answer to the attached question you are ok with multiple hotels, correct? If so, how many?
A. There isn’t a problem with multiple hotels, it was expected that they would be at different locations.
