NUMBER QUESTIONS/RFI/RECOMMENDATION REFERENCE GOVERNMENT RESPONSE DOES IT CHANGE

SOW Y/N

1 In the drawings it calls for the section of fence that gets the cellular paving to also have an apron. Also in the drawings it shows the area of fence that gets cellular paving having a curb along the fence line to connect the 8ft of cellular paving on each side of the fence. In our previous experience of installing an apron along the fence line this will not work. Having the apron, along with the curb, and cellular paving. We will have to come off of the fence minimum 12 inches with the apron to avoid the fence footing that are 18” in diameter with the apron being attached to the bottom rail of the fence. (Page 20 of the drawings)

Reference Drawing N

2 Can you include a haul road plan in the drawings for planning purposes? Yes, see amendment 3 attachment 2 N 3 Can you provide the specific areas that will need dead man anchors with cabling?

(Not shown of the drawings) Reference UFC drawing UFC-711 and UFGS section 3.2.1.

Install at all corner in the interior site of the fence. Along fenceline every 1,000 linear feet.

N

4 Will the swale require a locking or breakaway mechanism? Provide hinged mechanism that is responsive to water flow pressure. No locking or breakaway mechanism.

N

5 Can you provide a drawing of the apron integrated into the fence section that receives the cellular paving? (Page 32 of drawings)

Page 32 of the drawings

There is no apron installation along cast-in-place cellular concrete paver section.

N

6 How far apart will we have to place the U-bolts along the bottom rail to the stem wall in the area that receives the cellular paving system?

Install at 12-inches on center along bottom rail. N

7 Period of performance is 135 days. 60 days for NTP 1 and 75 days for NTP 2. Will the government consider extending NTP 2 to 135 days? Is NTP 2 negotiable?

At this time the Government will not be extending NTP 2. N

8 What specific design are you looking for the cellular paving? Different designs demand different pricing.

A proprietary system cannot be specified, stick to technical requirements of a cast-on-site concrete paving system of

3,000 PSI.

N

9 Will CADD drawings be a requirement as part of the closeout? What version of CADD are you currently using?

CADD drawings will not be required for closeout but will be required for shop drawings. Currently using the 2020 version of CADD.

N

10 Will we have to include the laydown yard in the SWPPP Plan if the laydown yard is in a different location from the work area?

No. N

11 Will gate operators or access control security be a consideration for this RFQ? KTR will not be responsible for providing gate operators or access control security. KTR will have to coordinate with Security Forces and OSS for gate procedures.

N

12 Will sensory security or any ancillary security solution be considered? Sensory and ancillary security are not a part of the scope for the deer fence.

N

13 Will a construction staging area be defined and available throughout the project duration;

Yes a construction staging area will be defined after Award through CO submittal approval process.

N

14 If so, will the contractor be required to bear the cost? KTR is responsible for costs beyond utilities. N 15 Will security lighting be a consideration? No, security lights are not part of project scope, none will be installed on the fence.

N

16 Will per diem be provided? This cost should be included in the overall proposal price submitted.

N

17 Will local housing resources be provided? This cost should be included in the overall proposal price submitted. At this time local resources are not available.

N

18 Will aggregate be required to be relocated? All disturbed earth greater than 2-inches will be re-used on N 19 Will on-site water be available and does the contractor bear the cost of use or does the contractor have to transport water for construction purposes?

Fire hydrants within airfield perimeter fence will be available at no cost to KTR.

N

20 Are there restrictions for multiple construction start points? No. N 21 Where construction is being done onsite, is temporary fencing applicable? Yes. N 22 Will a National Institute of Standards and Technology (NIST) number (CMMC) be required for the General Contractor?

Contact clause 252.204-7020 NIST SP 800-171DoD Assessment Requirements will remain as a clause. Div 01 General Specifications will give guidance on local procedures.
