Sheet1 FA3099-23-Q-1009, Laughlin AFB Chapel Carpet Replacement, Q&As

Q*QuestionsOrganizationReviewer NameGovernment Response
The RFP does not clearly indicate who is responsible to purchase the carpet. RFP SOO, paragraph 7.2 states “The Government will provide all the square feet needed of carpet for the facility.” The RFP Pricing Schedule indicates that the Contractor is to provide “Carpet Cost FFP Material Cost Only” under CLIN 0001. The RFP Synopsis states, “Offerors must list the price for the carpet and adhesives from each manufacturer contacted” and the “provide the price for the carpet and adhesives in your quote.” Please clarify if the Government is providing the carpet and adhesives or if the Contractor is responsible to procure.Civil EngineerDante RodriguezThe contractor is responsible for providing the quote with everything on it, including the carpet and adhesive.
Please clarify if the RFP requires a pad/carpet pad/cushion to be placed under the carpet or if this included in the submissions by the approved vendors? If Contractor is required to provide and it is not included in the quotes from the recommended manufacturers are their specifications, you have?Civil EngineerDante RodriguezContractors are not required to put down pads.
Please verify that once contractor assumes space there will not be any access to the area by LAFB.Civil EngineerDante RodriguezThe Tech Sergeant in that office has access to her office from the outside of the building, so this should not interfere with the contractor’s work being done in the chapel.
Are the anchor bolts used to mount the pews staying or is contractor required to demo and install new?Civil EngineerDante RodriguezIf possible, try to reuse them, if not contractors will be responsible for replacing them.
Can you provide a manufacturer for the pews to determine pricing for replacement pieces if necessary?Civil EngineerDante RodriguezWe do not know this information. Nobody in the chapel knew this information either.
Dumpster Placement during carpet removal. Where can they be placed adjacent or near building? (parking lot). The location is being requested to help understand labor costs.Civil EngineerDante RodriguezDumpster can be placed in the parking lot.
Asbestos concerns with glue during demo/removal?Civil EngineerDante RodriguezNot that we are aware of.
Piano, Drums, computer equipment, things are not fixed to the ground. Will they be moved out by LAFB?Civil EngineerDante RodriguezContractors will be responsible to move any items that are one the way, including the ones referenced within this question.
Couches, Chairs misc items, pews. Can they be stored inside the chapel and moved around if possible inside the construction area or in storage spaces in the chapel if they exist? Does LAFB have a location where pews can be moved to on base? To avoid putting them in a conex or offsite storage.Civil EngineerDante RodriguezThe Chapel does not have any extra storage to put anything anywhere.
Please clarify where the storage is located onsite to store the new carpet upon arrival? Is there storage in the building or will contractor be required to store off site.Civil EngineerDante RodriguezOnce the carpet is delivered it can be stored in the reception area in the front of the Chapel.
Please clarify what entrances can be used during the construction period.Civil EngineerDante RodriguezThe reception entrance and the side exit entrance can be used. All other entrance can be used if they must be used. If not those first two entrances mentioned are preferred.
Please clarify if contractor is required to provide any air scrubbing machines. How is the HVAC controlled for the work area.Civil EngineerDante RodriguezIf it's going to get really dusty in the work area, the HVAC can be turned off but it is not suggested.
The RFP states “Offerors must list the price for the carpet and adhesives from each manufacturer contacted (there are 7), and which manufacturer the offeror intends to use.” The Pricing Schedule does not provide space for this. Are Contractor’s really required to provide pricing for each manufacturer contacted, or only the one chosen?Civil EngineerDante RodriguezNo, the contractor is not required to provide a pricing for each manufacture.
Will the adhesive be the same if subfloor is wood or concrete? I presume the 2nd floor and elevated areas are wood. Do we know if the 1st floor was wood or concrete?Civil EngineerDante Rodriguez1st floor is concrete and the balcony is wood.
Do the 7 carpets defined in RFP come with pads? Are there different level pads to choose from that we need clarification on?Civil EngineerDante RodriguezNo pads are required.
How does the Government want the Contractor to address potential damaged wood subflooring? None is known at this time, but it could be discovered during carpet removal. Suggest either provide an allowance now for all subcontractors to include in bid, or address as an unforeseen condition after award if discovered.Civil EngineerDante RodriguezThis will be something that will be taken care of as the contractor is getting gthe work done. As soon as they find something damaged, let us know and we will take proper action.
It appears the carpet is not from the same category/mill? Can you please ensure all carpet selected within the SOO is from same category?Contracting SpecialistDariela ParizoAmendment 01 has been executed to amend the SOO and carpet selection was revised to ensure all carpet selected is from same category.
