MEMORANDUM FOR RECORD

SUBJECT: FA3099-22-Q-0019, Refuse & Recycling

1. The purpose of this memorandum is respond to contractor questions regarding the above mentioned solicitation.

2. Questions and responses are listed below:

a. Is there currently a recycling center, yard, or central collection point on base that our company would be able to utilize to separate/segregate recyclables (to possible include government-provided or contractor-provided temporary structure like a mobile office)? There will not be a recycle center available, although there are yards that contractor may utilize for contractor provided temp. structure with all required hook-ups provided by the government.

b. The equipment listing states that there are 3cyd and 4cyd refuse dumpsters.

Would our company be allowed to standardize and use a single size for these locations as long as frequency of routes allowed for pick up before containers were full/overflowing?

Leave as is due to current capacities meet current requirements.

c. The equipment listing lists 32gal MSW cans, but some of the locations also currently have recycling badged cans. Are these being utilized as MSW, or being removed, or serviced by another entity, as they are not listed as recycling pick-up locations? Or is contractor required to pick these up as recycling? And if so, how many are there in all? 32 gal. trash cans are being utilized for MSW which Red River Waste Solutions/Platform Waste Solutions currently service them.

d. Would a staging area on base be available at the start of the contract for container/dumpsters dropped off and being prepped to be set out across base?

Yes, staging area will be located at Bldg. 255 parking lot.

e. Who is the current incumbent? Refuse – Red River Waste Solutions/Platform Waste Solutions and Recycling – Goodwill.

f. Is the incumbent eligible to re-compete for this solicitation? Unsure.

g. Do you know if the incumbent plans to re-compete? Unsure if Platform Waste Solutions will want to re-compete, Goodwill will not re-compete.

h. What is the current contract’s number? Refuse – FA3099-18-C-0006 and Recycling –

FA3099-18-C-0002.

i. What is the dollar amount for the current contract? Refuse – $502,962 and Recycling – $938,774.72.
