1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes : updates to the existing Uninterruptible Power Supply (UPS) systems t Building 328 and the HVAC system that supplies the rooms and incidental related work. Provide all documents, labor, materials, equipment, nd oversight to upgrade the existig Uninterruptable Power Supply (UPS) and Heating, Ventilation & Air Conditioning (HVAC systems at Building 328. The UPS system was installed to provide stability and surge protection for the T-1, T-6, and T-38 Flight Simulators and is currently offline due to the batteries in the two of the UPS units overheating, which resulted in two thermal runaway incidents and hazardous conditions in the building to the extent tht the uilding had to be evacuated.
Upgrades to the UPS system shall include the installation of stationary battery monitoring and controls to remotely monitor, control and alarm key personnel of an impending suystem failure. In addition, the HVAAAC system, that supplies conditioned air to pump rooms where the UPS units are installed, shall be upgraded to efffectively condition the space and externally exhaust the air fumes generated from the rooms. Currently, the rooms are not adequately conditioned ti maintain the ambient temperatures below the manufacturer's recommendations, resulting in the batteries in the UPS units overheating and failing. In addition, the exhaust return air in the rooms is being recirculated thru the air handlers that serve occupied spaces, which is a code violation. Work shall also include, bringing the UPS system and the HVAC system that supplies and exhaust conditioned air to/from the room, into compliance with all necessary codes for Valve Regulated Lead Acid (VRLA) Storage Batteries for Stationary Applications.
The upgraded UPS storage battery monitoring system shall be required to tie into the existing base Fire Department Emergency Communication Center
(ECC).
1.2.2 Regulatory Requirements
a. The project shall conform to all applicable Federal, State and local laws, regulations and base- specific standards and applicable
Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence.
All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from Laughlin AFB when conditions warrant such consideration
b. The Contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in the Statement Of Work (SOW) or Statement of Objectives (SOO). Competent is defined as a registered professional or, where registration is not applicable, trained and/or certified in the respective field
1.2.3 Warranty Requiremnts
a. The General Contractor shall provide a 1-year all warranty for all work associated with this contract.
1.2.4 Pre Design and Pre Construction Conferences
Prior to commencing design or construction work, the Contractor shall meet with the Contracting Officer's Representative (COR) and other designated technical personnel at a mutually agreeable time to discuss and develop mutual understandings concerning the design and construction progress schedule and the administration of work
1.2.5 Location
The work is located at the Laughlin Air Force Base Building 328 , approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building 328 will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 SURVEY AND VERIFICATION OF EXISTING CONDITIONS
The Contractor shall perform all surveying necessary to complete the work and shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed requirements, and above- and below-grade condition assessment.
Use of existing condition data provided by the Air Force does not relieve the Contractor of liability.
1.5 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
