FA3099-17-R-0009 Response To Questions

1. Section 1.1.11 - Maintaining Containers and Collection Areas - Is the contractor required to collect bulk waste and/or white goods that are placed outside of the in-place containers? Yes per 1.1.11

2. Section 1.1.12 Vehicle Weighing - This section says that the contractor shall be reimbursed for tipping fees, however, nowhere is the schedule of prices provides a separately priced line item for tonnage.

Please clarify. This should have read:

OFF-BASE DISPOSAL. All solid waste must be transported and disposed at a licensed off-base disposal site selected by the Contractor. Disposal must be in accordance with existing local, state, and federal regulations. Any permit or fees associated with the use of off-base disposal locations shall be the responsibility of the service provider.

3. Addendum to 52.212-2 - Basis for Contract Award - (a) Responsive

Offers (2) Quality Control Plan IAW paragraph 2.2 of the PWS - Described the

QC plan as a proposal deliverable, but Section 2.1 says the contractor is to provide an acceptable QC plan 30 days prior to contract award, please clarify if the QC plan is a deliverable at the time of proposal submittal or

30 days prior to performance?

Should read 2.1 in the PWS not 2.2

2.1. QUALITY CONTROL.

The contractor shall develop and maintain a quality program to ensure integrated solid waste management is performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. At a minimum the contractor shall develop quality control procedures addressing the areas identified in the PWS and submit an acceptable plan to the CO

30 days prior to contract start of contract.

4. FAR 52-212-1 Addendum - Proposal Instructions - 2.) Part II Past

Performance Information - (d) Questionnaire - please provide Attachment 3 as described.

5. Appendix A - The estimated number of annual emptying's (year) does not calculate to the same collection frequencies as described in Table A2 -

Task and Estimated Frequencies.

An example - 0001 BASE REUSE SERVICE - Base 3 CY Bulk Waste Container, In

Place Container, each emptying - 5,503 EA - by totaling the containers/frequencies provided for in A2 (3 CY containers) the number of annual emptying's is 7,111 as compared to 5,503. Please clarify and modify the estimated workload data.

5503 should be 5320

An example - 0001 BASE REUSE SERVICE - Base 4 CY Bulk Waste Container, In

Place Container, each emptying - 1,092 EA - by totaling the containers/frequencies provided for in A2 (4 CY containers) the number of annual emptying's is 1,404 as compared to 1,092 . Please clarify and modify the estimated workload data.

1,092 should be 1,664

An example - 0003 CLINIC - 32 Gallon - Please confirm that there are 26 EA annual emptying's as opposed to the 25 EA described in the workload data.

It is 2 32 gal on the first Th of the month = 24 on page 18 of the PWS

An example - 0004 UOQ/UEQ - 32 Gallon - Please confirm that there are 468 EA annual emptying's as opposed to the 308 EA described in the workload data.

The number is 492

6. Appendix A - Table A-2 - What CLIN line item shall a contractor burden its cost of service for BLDGS 9000-9005, 9008-9010 - 18 -105 Gallon with 936 EA emptying's annually.

7. Appendix A - Table A-2 - Has the 30 Yard bulk container service been discontinued?

No, Table A1, up to 5 times a year for a 30 CY for FOB
