STATEMENT OF WORK

PROJECT TITLE:Repair/Maintenance – Randolph Airfields

1.0 GENERAL

1.1 Project Objective:

1.1.1 The objective of this project is to perform repairs/maintenance on the JBSA- Randolph Airfield.

1.2 General Requirements:

1.2.1 The objective of this project is to perform repairs/maintenance on the JBSA - Randolph Airfield. The contractor is responsible to acquire all information to address the items annotated within this SOW and referenced regulations, codes and guides. In addition, contractor shall abide by section “2.0 Applicable documents” of this SOW. Contractor shall field verify all dimensions and information provided.

1.2.2 All work shall follow standards defined by UFC 3-260-01 and UFC 3-250-08FA as well as Joint Base San Antonio (JBSA) regulations, local, state, and federal codes, regulations, and requirements.

1.2.3 All work shall be performed in strict accordance with the provided contract specifications, drawings, JBSA regulations, local, State, Federal codes, regulations, and contract requirements as applicable. It is the contractor’s responsibility to secure access to specific governing criteria as required. The Government relies on the contractor to follow and implement the necessary codes as the expert General Contractor (GC). Contractor shall perform construction in accordance with the specifications (UFGS) within this solicitation and shall add additional Unified Facilities Guide Specifications as required. The contractor shall follow and abide by the UFC and referenced industry code within the UFC. It is the contractor’s responsibility to secure access to specific codes as required.

1.3 Construction:

1.3.1 Joint Seal Replacement: Remove and replace 50,000 LF of Joint seal on the Randolph Airfield. Locations of the joints to be replaced shall be designated by the Airfield Manager after award. Work shall be in accordance with the contract specifications and UFC 3-250-08FA.

1.4 Location of Work: The work is located on the JBSA- Randolph Airfield.

1.5 POCs: The Government shall be represented by the following individuals:

2.0 APPLICABLE DOCUMENTS

2.1 The Contractor shall identify and comply with all applicable federal, state, and local statutes; DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including but not limited to the most recent version of; International Building Code (IBC); Unified Facility Criteria (UFC); Uniform Plumbing Code (UPC); Uniform Mechanical Code (UMC) National Fire Protection Association (NFPA); National Electrical Code (NEC); American Concrete Institute building code (ACI 318); AISC Steel Construction Manual; Adoption of Architectural Barriers Act (ABA) Guidelines for Accessibility; Specifications included with this solicitation; Randolph AFB compatibility guide; and including all changes and amendments in effect on the date of issuance of this DO. It is the Contractor’s responsibility to identify and comply with all applicable requirements.

2.2 The Technical Specifications for this project are numbered and organized by the Construction Specification Institutes (CSI) Master Format. Standard Specifications shall be used in conjunction with work authorization description and any drawings that may be provided by the Government. Contractor shall use the most recent CSI format as adopted by the federal government. The specifications are provided with the solicitation/contract.

2.3 The project specifications are broad in scope, nature and contain a variety of items. It is not possible to create a comprehensive specification capable of addressing every condition to be encountered. Consequently, the contract specifications are intended to indicate the quality of materials and workmanship to be provided to the Government. In the event that a specific line item description conflicts with the provisions of the specifications provided, the selection of or approval for use of that line item for use in this project does not constitutes a waiver of the specific provision of the specifications with which the description conflicts.

3.0 G OVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND PROPERTY (GFI, GFE, GFM, GFP)

The Government will provide information in the form of available plans, reports, maps, drawings, and as-builts as necessary to facilitate accomplishment of the work required in the contract Statement of Work. However, these GFIs are not warranted to show conditions as they actually exist. The designer shall field verify information shown on the as-built drawings for accuracy to ensure technical adequacy of design.

The contractor shall review the following specifics provided:

Appendix A – Specifications

4.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

The Contractor shall implement a full range of construction and engineering activities in accordance with all applicable compliance documents. The Contractor shall supply all labor, equipment, supervision and materials necessary to accomplish the work assigned unless otherwise specified. The Contractor shall perform management and planning functions, including performance measurement and funds status reporting, through the course of the effort.

4.1 Work Breakdown Structure (WBS)

The Contractor shall prepare and submit, for Government approval, a WBS in a logical sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The WBS shall be reflective of the entire project schedule, to include design and construction activities. The WBS shall be consistent with the Construction Specifications Institute (CSI) Master 2004 format for construction activities. The WBS shall be used to report the cost and schedule status for this project. All tasks required under this SOW shall be included in the WBS and be identified by unique Construction.

4.2 Integrated Master Schedule (IMS)

The initial IMS and AF Form 3064 shall be submitted for approval within 10 business days after contract award for government review, evaluation, and approval on an AF Form 3000. The Government requires the Contractor to prepare the IMS to clearly demonstrate the duration of each phase of the design. The IMS shall include an appropriate level of detail and include all necessary activities, tasks, and subtasks to reflect the actual progress of scope and shall include all major cost/schedule drivers such as design plans, major material submittals and/or long lead-time items, work plans, major construction tasks, and project close-out. The schedule must provide 10 business days for review and approval of all design and construction material submittals. The schedule from the contractor’s accepted proposal shall become the baseline schedule upon contract award until a revised IMS is approved. During subsequent revisions to the IMS, the Government shall use the current baseline schedule to determine acceptability to include the initial schedule from the contractor’s accepted proposal.

The Government shall use the IMS to measure the progress of the work and aid in evaluating all progress payments. The project schedule shall be price loaded with relationships to CSI divisions. The contractor shall progress update the schedule every two weeks. At a minimum, the AF Form 3064 shall be derived from the IMS and be structured by major CSI divisions and assigned appropriate value in relationship to overall work and contract value. The contractor shall submit an AF Form 3065 every month which is derived from the progress updated IMS and commensurate with work performed.

Upon substantial design completion, a re-baselined IMS containing a fully detailed construction phase shall be provided by the Contractor and approved by the Government before a full NTP will be issued by the Contracting Officer. The approved IMS shall not be re-baselined by the contractor without approval by the Government.

The Contractor shall provide for weather delays that prohibit productive construction in their construction schedule.

4.3 Project Schedule

The project schedule shall define the time line of all major activities required to implement the contractor’s action for the project. Phasing of the contractor’s action shall be based upon the coordination and approval of the government. The project schedule shall define all equipment shutdown and re-activation dates. Also, the Contractor shall define the use of any temporary equipment necessary to perform equipment shutdowns. The project schedule shall be presented utilizing a Gantt chart, which shall depict cost loading, start & finish dates, float, and percent complete for each task. The project schedule shall be reported using the approved WBS.

4.4 Meeting and Conference Requirements

The Contractor shall attend meetings necessary to support design coordination, design review, construction activities, etc. The Contractor also shall attend and support weekly meetings and/or teleconferences. The Contractor shall prepare and maintain the weekly meeting report which shall include the record of new and old discussion of technical issues, weekly earned value progress showing percent complete actual versus plan, tabular report of late tasks derived from the progress updated IMS, a two week look ahead, and tabular report for RFIs and submittals (open and upcoming). The Contractor shall prepare, and submit for review, presentation materials for meetings and an agenda. The Contractor shall support “Red Zone Meetings” as part of the closeout of the project. The “Red Zone” shall commence at 80-percent of construction completion. At this meeting, the Contractor and the project stakeholders shall discuss, define, and achieve consensus on actions necessary to complete construction, support user occupancy, perform financial closeout, and document the fiscal closeout of the project in the Real Property Records.

4.5 Contractor Documentation

The Contractor shall create and maintain a Master Document List (MDL) AF Form 66, that includes all documents, whether the documents are a deliverable or not, which are prepared during the course of the contract. The MDL and its documents shall be maintained in libraries readily available for submittal to the Government. The Government requires 10 business days for review and approval of submittals. All Material Submittals shall be accomplished in accordance with the instructions pertaining to AF Form 3000, Material Approval Submittal.

4.6 Notification Requirements

The Contractor is required to notify the Contracting Officer (CO) and the Project Manager (PM) of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, changes in critical personnel, and finding unexploded ordnance (UXO). As an example, if UXO were discovered during field activities, the Contractor would be required to immediately stop work, report the discovery to the facility Point of Contact (POC), CO, and COR, and implement the appropriate safety precautions. Field activities could not continue until clearance was received from the CO. On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical.

4.7 Permits

The Contractor shall develop, coordinate, and assist the installation in applying for and obtaining all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates. The Contractor shall maintain a library of these documents at the Contractor’s site office as well as the corporate facility. The Contractor shall comply with all applicable permit conditions. The Contractor shall include permit activities on the schedule and report status of permit with each design submission.

4.8 Worksite Activities and Coordination

4.8.1 The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) safety and local safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the CO copies of any OSHA report(s), regarding a project site, submitted during the duration of the contract. For areas not covered by OSHA, the Contractor shall comply with regulations regarding safety and health and the current edition of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1.

The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO, Base Project Manager, and to the military installation’s Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Base Fire Department at 911. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is completed.

The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.

5.0 PLANS, REPORTS, AND DELIVERABLES

5.1 Health and Safety Plan

The contractor shall provide a Health and Safety Plan in accordance with EM 385-1-1.

5.2 Quality Assurance Plan (QAP)

The Contractor shall prepare, for Government review and acceptance, a site-specific QAP that consists of plans, procedures, and organization necessary to produce an end product which complies with the contract requirements. The QAP shall cover all definable features of work (design and construction operations, both onsite and offsite) and be keyed to the design and construction sequence. The Quality Assurance Plan must indicate the designer’s integral role throughout design and construction. The project superintendent must maintain a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

The QAP shall provide procedures for tracking preparatory, initial, and follow-up control phases and control, verification, and acceptance tests including documentation. The Contractor shall address procedures for tracking design and construction deficiencies from identification through acceptable corrective action and establish verification procedures that identified deficiencies have been corrected.

Acceptance of the Contractor's plan is required prior to the start of design and construction. Acceptance is conditional and will be predicated on satisfactory performance during the design and construction. The Government reserves the right to require the Contractor to make changes in his Contractor’s Quality Assurance Plan and operations including removal of personnel, as necessary, to obtain the quality specified to meet acceptance by Federal, State, and local regulators or code inspectors.

5.3 Work Plan (Design)

The Contractor shall prepare a design that will adequately meet the requirements stated within this statement of work. Each design submittal package shall include at a minimum the following sections.

5.3.1 Cover Sheet

The cover sheet shall display as a minimum, the following information: Date, Title, Contractor’s Name, Contract Number, Project Number, RFP Number, and Installation or site location. In addition, the cover sheet shall include the Contractor’s mailing address and a minimum of two (primary and alternate) points of contact (POC) for the project. The information of each POC shall include as a minimum: title, telephone number, fax number, and e-mail address.

5.3.2 Executive Summary

The executive summary shall include, but not be limited to: Project location, a brief description, background, and other information that may contribute to general cognizance of the project.

5.3.3 Work Plan Description

The description shall include detailed discussions of the work to be performed including descriptions of the work items to be removed and/or installed, all assumptions, a list of specific codes and standards to which the work will adhere, and all conclusions and recommendations, a list of major equipment, and a description of the major systems.

5.3.4 Method of Work

The work plan shall include a schedule of how the work is to be accomplished; in-house, subcontractor, or factory installed. Each Contractor or factory representative to be used to perform the work defined in the contract shall be listed and described. The list shall also include a brief narrative of the responsibilities and duties of each Contractor and/or factory representative. Provide rationale for why the work is to be performed by the entity proposed (i.e., cost effective, quality, schedule).

5.3.5 Submittal Register

The Submittal Register shall list all drawings, manufacturer’s data, operation and maintenance manuals, etc. as required by the Statement of Work, or Specifications, which will be submitted subsequent to the Work Plan. Each submittal listed shall indicate by section and paragraph, the mode of requirement, (i.e. Statement of Work section and paragraph, Specification section and paragraph, etc.) Each submittal listed shall have all information filled out in its entirety, for each of the data columns on the Submittal Register Form (AF66).

5.3.6 Manufacturer’s Data

Manufacturer’s catalog cuts and specifications shall be submitted as required to document the equipment and materials to be supplied. All catalog cut sheets shall clearly indicate the equipment selection by circling, or marking with an arrow. Also, manufacturer’s installation procedures or execution specifications shall be included as required to indicate the methods and means of installation of all material and equipment. The Contractor shall use the manufacturer’s data to tie together the shop drawings, catalog cuts, and installation requirements into a comprehensive package that defines the contractor’s action.

6.0 SITE WORK

6.1 Conservation

Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated. The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to control storm water run-on and runoff; and transport surface water drainage to a treatment plant, discharge location, or any other destination.

6.2 Site Preparation

The Contractor shall perform site work as necessary to prepare sites for construction activities. Security and access controls shall be implemented to prevent unauthorized entry to sites and to protect wildlife from site exposure. The Contractor shall survey existing conditions to determine adequacy to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections or new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required, to accomplish the activities.

6.3 Demobilization

The Contractor shall demobilize facilities as necessary, and restore the site to its existing condition. The Contractor shall remove any temporary facilities and implement erosion control measures such as seeding, mulching, sodding, and erosion control fabrics; restore roads, structures, and utilities; and plant trees, shrubbery, grasses, and other vegetation to existing conditions. The Contractor shall document and report on activities and train Government personnel to perform required facility equipment operation and maintenance, as requested.

7.0 CONSTRUCTION SERVICES

7.1 Pre-Final Inspection

The Contractor shall conduct a pre-final walk through inspection and publish the pre-final inspection findings in a pre-final inspection report. Commissioning shall be completed prior to the pre-final inspection taking place.

7.2 Final Inspection

The Contractor shall conduct a final inspection and publish the findings in a final inspection report in accordance with the format approved by the Contracting Officer. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. The final inspection report shall: (1) certify that all items of the design have been implemented and that the construction is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance.

7.3 WARRANTY

The Contractor shall complete all inspection and commissioning requirements prior to pre-final inspection. The warranty shall be issued in accordance with FAR 52.246.21 (Warranty of Construction). Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted at the Government’s discretion.
