STATEMENT OF WORK (SOW)
Naval Operations Support Center (NOSC) Buildings 3620, 3621, and 3622 OSP & ISP
QUESTIONS & ANSWERS #1
Question 1: 2.2.13 The contractor shall furnish and install Twenty Five (25) pair Protected Entrance Terminal (PET)
a. Does the government want just 25 pair PET’s?
b. Does the government want 50 pair PET’s in buildings 3621 and B-3622?
c. Does the government want two one hundred pair PET’s in building 3620?
Government Response:
The government requires 50 pair PET’s in building 3621 and 3622. For bldg 3620 with the 200 pair cable, either two 100 pair PET’s or one 200 pair PET will suffice. The option is left up to the installer.
Question 2: Does the government want the contractor use fabric Maxcell (see 2.2.7 Innerduct below) or corrugated Innerduct where the call for innderduct on the governments drawing #1 and drawing #2?
2.2.7 Inner-ducts.
• Three (3) - 3” x 3 Cells Detectable fabric inner-ducts (maxcell or equivalent) in an existing conduit between MH-00462 and MH-00464-6.
• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in an existing conduit between MH-00464-4 and MH-00464-8.
• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from
MH-00464-8-1 to MH-00464-8-2.
• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from
MH-00464-8-1 to Bldg. 3620.
• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from
MH-00464-8-1to Bldg. 3621.
• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from
MH-00464-8-2 to Bldg. 3622.
Government Response:
No, the government does not want the contractor to use fabric Maxcell innerduct. The government would like the contractor to use 1”orange corrugated Inner-duct. 4 inner-duct’s should be installed in one 4” conduit in every run where the call for innerduct is required on the government drawings #1 and #2.
Question 3: On the government’s Drawing 2, the current design between manhole 464-8-1 and B- 3620 has three (3) 90 degree bends in it
a. Is the government going to waive the I3A requirement of a maximum of two 90 degree bends in this section?
b. Is the government going to waive the I3A manderling requirement in this section of conduit?

Government Response:
No, the government is not going to waive the I3A requirement. Drawing 2 has been updated to include a newly proposed handhole that will reduce the number of 90 degree bends so as to comply with I3A standards.
Question 4: Is the government going to send out the prints showing the locations of the dual outlets?
Yes, the government is going to provide prints showing the location of the dual outlets.
Question 5: On the government’s Drawing 2, the current design between manhole 464-8-1 and B- 3621 has four (4) 90 degree bends in it
a. Is the government going to waive the I3A requirement of a maximum of two 90 degree bends in a section?
b. Is the government going to waive the I3A manderling requirement in this section of conduit?
No, the government is not going to waive the I3A requirement. Drawing 2 has been updated to include a newly proposed handhole that will reduce the number of 90 degree bends so as to comply with I3A standards.
Question 6: 2.2.6 shows - Four (4) 4” conduits between MH-00464-8-1 to new MH-00464-8-2.
Does the government consider the location of these 4 duct to be in a traffic area or a to be paved area?
Currently this area is a grass area? (2.2.3 All ducts not installed across roads, sidewalks, parking areas, or areas to be paved, etc., shall have a minimum of 36 inches below ground cover to include concrete encasement for all traffic areas In accordance with I3A standards.)
Government Response:
The government considers the location of the 4” ducts between MH-00464-8-1 and the new MH- 00464-8-2 to be in a traffic area.
Question 7: Per 2.2.14 Specifies 20 % sparing for the patch panels. In Section 2.2.15 the government specified 2-48 port and 1-24 port patch panels which is 120 ports. 106 drops time 1.2% = 127.2 ports.
a. Is the government waiving the 20% sparing for B-3620?
Government Response:
No, the SOW will be updated to specify 3-48 port patch panels for bldg 3620 to accommodate the 20% growth.
Question 8: On the government’s Drawing 2, the current design between manhole 464-8-1 and B- 3620 and the design between manhole 464-8-1 and B-3621 have 2 4” pipes each. Currently there are two (2) Conex trailers/storage buildings in the pathway.
a. Are these going to be there when the project begins?
b. Is the government going to have these moved?
c. Will the contractor be responsible for moving these two trailers?
Currently, there are no structures in the pathway as described.
