STATEMENT OF WORK (SOW)

Naval Operations Support Center (NOSC)

Buildings 3620, 3621, and 3622 OSP & ISP

1.0 INTRODUCTION. This is a Design-Build project. This Statement of Work (SOW) identifies a Design-Build project and defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) buried PVC conduit runs to connect Buildings 3620, 3621 and 3622 at JBSA Ft Sam Houston (MH) duct system, install 72 Strand Single Mode (SM) fiber optic cable (FOC) and 300 pair copper cable in the ducting system, upgrade the existing premise wiring, install new premise wiring in buildings 3620, 3621, and 3622, and remove and dispose of old cabling.

This SOW defines the requirements for the Contractor to EFI&T the Outside Plant and Inside Plant Cables required to support the communication requirements for the NOSC facilities. Single Mode (SM) fiber optic cable (FOC) and 24 AWG copper cable, and CATVI premise infrastructures will be required to successfully complete this project. The Contractor is required to provide the updated cable layout information in appropriate Auto CAD formats so that the government personnel can update the base drawings in CVC. FOC reading and copper cable designation will be provided by PM during the contractor walk-through.

The Contractor is required to EFI&T all associated equipment required to provide a turn-key solution to establish the fiber and copper connectivity to Buildings 3620, 3621, and 3622, at JBSA-FSH. As a Design-Build project, the Contractor shall present updated plans and drawings at regularly scheduled design reviews. Scheduled design reviews are expected at the 35 percent, 65 percent, 95 percent, 100 percent and final prior to starting any work.

2.0 SPECIFIC TASKS AND REQUIREMENTS.

2.1 General Requirements. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EFI&T the requirements as stated in this SOW. The Contractor is responsible for all associated allied support required to accomplish the tasks. The Contractor shall rod and slug the existing manhole and duct system prior to installing cables to ensure no blockage exists. All equipment, supplies, and materials provided shall be new and not refurbished. All materials for this project shall be weather and corrosion- resistant and all materials and installation to be Seismic Zone 0 compliant.

The Contractor shall comply with all ANSI/TIA/EIA installation standards identified in Section 10 of this SOW. The Contractor shall submit the following certification with the technical proposal: Registered Communications Distribution Designer (RCDD) or Professional Engineer (PE).

2.2 Outside Plant General Requirements. The Contractor shall design, EFI&T the MH/duct/duct infrastructure as defined herein and shall provide comprehensive design drawings prior to construction start and three sets of in-place (as-built) drawings upon project completion (hard and soft) IAW the distribution list. The Contractor is required to provide the updated Manhole Duct System (MDS) information in Auto CAD (.dwg file) format so that government personnel can update the base drawings in CVC. All drawings shall contain the stamp and signature of the RCDD or PE.

2.2.1 Entrance Conduits into Existing MHs/HHs. The Contractor shall pump out and clean any MHs associated with this project as necessary. When new entrance conduits/ducts or sleeves are required, the Contractor shall bore/trench and install the necessary holes and install the ducts or sleeves, if knockout doesn’t exist. The inside diameter of the entry conduit/duct or sleeve shall not be less than 4 inches (or metric equivalent) in diameter. Penetration shall not be in such a location through the wall as to block use of existing ducts in the manhole. New ducts

Buildings 3620, 3621, and 3622 OSP & ISP will be a minimum of 18 inches from either the manhole floor or ceiling, if practical. The minimum bending radius for entry conduit/ducts shall be no less than 10 times the inside diameter of the conduit. Ducts and openings around ducts shall be sealed to prevent moisture from entering the manholes.

2.2.2 Cable Racks and Cable Rack Supports. All cables shall be supported using racking clips, cable racks, and cable hooks. Cable racks shall be installed in manholes as required. If splices are required, the splice cases will be supported by cable hooks. Cable hooks shall be secured using cable rack locking clips.

2.2.3 Underground Conduit Systems. Ducts shall be corrosion resistant and 4 inch inside diameter (I.D.) round or metric equivalent, made of EPC-40 Polyvinyl Chloride (PVC) (Schedule 40) IAW NEMA TC-2; or EPC-80-PVC (Schedule 80) IAW NEMA TC-2; or high density polyethylene (HDPE) SIDR 11, appropriately labeled indicating the composition material, and have a sleeve or bell end type coupling watertight when assembled.

Installation of underground conduits/ducts, shall be IAW RUS Bulletin 1751F-643; RUS Bulletin 1753F-151; and BICSI OSP DRM. Ducts across roads, sidewalks, parking areas, or areas to be paved, etc., shall be installed a minimum of 36 inches below grade. In manholes with knockouts, ducts shall start at the bottom knockout, allowing for upward expansion in the MHs. All ducts not installed across roads, sidewalks, parking areas, or areas to be paved, etc., shall have a minimum of 36 inches below ground cover to include concrete encasement for all traffic areas In accordance with I3A standards. If the 36 inches cannot be met, the 502 CS/QAE office will make the final determination of depth. The Contractor shall provide other protective measures, concrete cap, etc., in those areas where the minimum ground cover cannot be achieved. Grading of ducts shall be accomplished IAW RUS Bulletin 1751F-643. Ducts shall have bell ends and enter a manhole perpendicular to the surface of the wall through which it is entering. All ducts/inner-ducts entering MHs must be sealed. Universal duct plugs sealants may be used.

Upon completion of conduit sections, a test mandrel ¼” (6.4mm) smaller than the inside diameter of the conduit shall be pulled through two diagonally opposite ducts to ensure proper alignment. Also, the mandrel used for this test will need to be a 12” ridged for all main runs and a 6” ridged for distribution. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc.

All vacant ducts/inner-ducts shall be provided with a waterproof corrosion resistant pull rope/ mule tape for future cable installation. The pull rope/mule tape shall extend into the manhole and be secured to the cable rack or pulling iron, etc.

When communications ducts cross either power duct or buried power cable, maintain a minimum separation of 3 inches of concrete or 12 inches of well-tamped earth between the two or 12 inches of well tamped earth when parallel; for pipes (e.g., gas, water, oil) maintain 6 inches when crossing or 12 inches when parallel. Along the length of the duct run, spacers shall be placed at an interval of four (4) spacers per 20 feet and cable warning tape shall be buried one (1) foot below the surface and shall follow the duct route. The tape shall be a minimum of three inches wide and orange in color with the appropriate warning message, spell out message i.e. telephone or communications. At least one duct will have tracer wire or be otherwise locatable from the surface.

2.2.4 Ducts. Exact locations of new conduit runs shall be approved by the 502d Communication Squadron (CS) prior to installation. The Contractor shall ensure that all underground utilities stay marked in the area, in coordination with Base Civil Engineering (BCE), before and during installation. In the event that the Contractor cuts and or otherwise damages any underground utilities, the Contractor will notify 502 CS

Buildings 3620, 3621, and 3622 OSP & ISP and 502 BCE and provide a location closest to the proposed repair area with associated ducts to splice the cable accordingly. The Contractor shall make all attempts to rectify the situation and restore to normal or better operations.

2.2.5 Manhole (MH). Install one (1) 6’ x 8’ x 7’ manhole IAW I3A to include lid and locking cover northeast of Bldg. 3622 and will be designated as MH-00464-8-2.

2.2.6. Conduits.

• Four (4) 4” conduits between MH-00464-8-1 to new MH-00464-8-2.

• Two (2) 4” conduits between MH-00464-8-1 and Bldg. 3620.

• Two (2) 4” conduits between MH-00464-8-1 and Bldg. 3621.

• Two (2) 4” conduits between new MH-00464-8-2 and Bldg. 3622.

2.2.7 Inner-ducts.

• Three (3) - 3” x 3 Cells Detectable fabric inner-ducts (maxcell or equivalent) in an existing conduit between MH-00462 and MH-00464-6.

• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in an existing conduit between MH-00464-4 and MH-00464-8.

• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from MH-00464-8-1 to MH-00464-8-2.

• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from MH-00464-8-1 to Bldg. 3620.

• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from MH-00464-8-1to Bldg. 3621.

• Three (3) - 3” x 3 Cells Detectable Geotextile inner-ducts in one of new 4” conduit from MH-00464-8-2 to Bldg. 3622.

2.2.8 Fiber Optic Cable.

• Splice existing FOC (FO3600-MH462, 25-48) at MH-00464.

• Pull 72 SM FOC from MH-00464 to MH-00464-8-1 via MH-000463, MH-000462, MH-00464-6, MH-00464-5, MH-00464-4, MH-00464-8, and

MH-00464-8-1.

• Splice 72 SM FOC at MH-00464-8-1.

• Pull 36 SM FOC from MH-00464-8-1 to MH-00464-8-2.

• Pull 12 SM FOC from MH-00464-8-1 to Bldg. 3620.

• Pull 12 SM FOC from MH-00464-8-1 to Bldg. 3621.

• Splice 12 SM FOC at MH-00464-8-2 and leave the rest dark.

• Pull 12 SM FOC from MH-00464-8-2 to Bldg. 3622.

2.2.9 Copper Cable.

• Pull 300 pair from MH-00464 to MH-00464-8-2 via MH-000463, MH-000462, MH-00464-6, MH-00464-5, MH-00464-4, MH-00464-8, and MH-00464-8-1.

• Splice existing Copper cable (BAMC4, 401-700) at MH-00464.

• Pull 300 pair from MH-00464-8-1 to MH-00464-8-2.

• Pull 200 pair from MH-00464-8-1 to Bldg. 3620.

• Splice 200 pair at MH-00464-8-1.

• Pull 50 pair from MH-00464-8-1 to Bldg.

• 3621. Splice 50 pair at MH-00464-8-1.

• Pull 50 pair from MH-00464-8-2 to Bldg. 3622. Splice 50 pair at MH-00464-8-2.

2.2.10 The contractor shall furnish and install one (1) telecommunications ground busbar in the TR and label the busbar with the building ground source location. Testing grounds will be tested in accordance with I3A standards to ensure the ground is acceptable.

2.2.11 The contractor shall furnish and install a new wall mounted 24U lockable communications network equipment cabinet with cooling fan and power strip at all three facilities. The cabinet will be bolted to the wall and ground to the busbar. The exact location of the cabinet will be identified during contractor site walk-through. The cabinet will be equipped with a dedicated power circuit and have dimensions of 24” x 36”.

2.2.12 The contractor shall furnish and install one (1) 12-port Fiber Optic Patch Panel (FOPP) in the network equipment cabinet in bldg. 3620, 3621, and 3622. This FOPP will be labeled according to 502 CS standards. The contractor shall terminate the FOC on a new FOPP using fusion spliced LC pigtails.

2.2.13 The contractor shall furnish and install Twenty Five (25) pair Protected Entrance Terminal (PET) equipped with splice chamber (110 block) in the TR. The contractor shall terminate the 25 pair 24 AWG copper cable on a PET. The PET must be stenciled with the terminal number and cable count IAW JBSA-FSH standards. The 502 CS PM will provide the contractor with the standards.

2.2.14 The contractor shall furnish and install a new rack mounted CAT6, RJ-45 patch panel on the network equipment cabinets at all three facilities. The CAT 6 will patch panel will accommodate all CAT 6 cables plus 20% growth.

2.2.15 The contractor shall replace existing premise wiring with dual drop drops (one data and one phone) CAT6 at Bldg. 3620 (106 drops) and Bldg. 3621 (11 drops) and Bldg. 3622 (3 Drops).

The contractor shall furnish and install any surface raceway needed to the existing conduits. Surface raceway must be painted with a color that closely matches the walls of the interior wall of the building.

All CAT 6 cables shall terminate to the patch panel.

o Bldg. 3620 will require (2) 48 port and (1) 24 port CAT6, RJ-45 patch panel.

o Bldg. 3621 will require (1) 24 port CAT6, RJ-45 patch panel o Bldg. 3622 will require (1) 24 port CAT6, RJ-45 patch panel.

The Contractor shall run a cross-connect cable from rack to 110 blocks.

2.2.16 Telephone Procurement. The contractor shall provide the following and turn over to the 502 CS for installation:

• 110 Cortelco 2200 single line phones or equivalent

• 110 Nortel DMS-100 world line cards or equivalent

• Three (3) Polycom or equivalent conference speaker phone

• One All Weather Outdoor Wall Mount Telephone with Enclosure Box

2.2.17 All copper and fiber splicing will be performed in accordance with RUS Bulletin 1735F-401, Standards for Splicing Copper and Fiber Cable. Modular splice shall be used instead of Self Piercing plastic insulated conductors (25-pair splicing module, 3M TYPE, MS23, 710, OR EQUAL SHALL BE USED). Metallic tag identification will be placed on all fiber and copper cables placed or spliced in the underground or terminated at SAI’s.

2.2.18 Splice Closures for Underground Multi-pair Cables. Splice closures designed specifically for buried applications shall not be used in underground applications. Only splice closures intended for underground applications shall be used in the underground system. The underground closure shall be suitable for enclosing straight, butt, and branch splices in a protective housing. It shall protect the splice and maintain cable shield electrical continuity in a manhole environment. 502 Communication Squadron (CS) maintenance practices require that the closure shall be Preformed Line Products (PLP) stainless steel with filling flange.

2.2.19 Encapsulate. The Contractor shall fill the underground splice cases with re-enterable encapsulate. The encapsulating compound shall not alter the chemical stability of the closure or splice and shall be suitable for outside plant multi-pair telephone cable applications.

2.2.20 Excavation/Building Penetrations. All wall penetrations, including inside buildings, shall be illustrated on pre-construction design and as-built drawings and restored to meet 502 CES standards and the required fire ratings and historical building requirements of FSH.

2.2.21 Labeling. The Contractor shall label all telecommunications infrastructure and equipment components. All installed FOC and copper cable shall be numbered following a site cable plan and documented in as-built drawings and documentation. Identification marking and systems shall be uniform, permanent and readable and consistent with established base labeling schemes IAW ANSI/TIA/EIA-606 standards and direction from 502 CS. New penetration points in buildings under this project shall be permanently labeled indicating the MH/building the new duct connects to.

All tags shall be permanently labeled, easily visible and corrosion resistant. Install cable tags in all MHs and PET locations. When cables pass through a MH put a tag on the cable, approximately 2 feet from each duct entrance. Information on the cable tag shall identify cable by size, type, cable number and count.

2.2.22 Label. Outside plant (OSP) multi-pair cable shall be REA Specification PE-39. Conductor size shall be a minimum of 24 AWG. Gopher (armor) protection is not required for cable to be installed in duct. Cable shall comply with telecommunications industry standards with regard to manufacturers’ cable markings, jacket, rip cords, filling compound, color coding, jacketing materials, etc. All cable shall be rated for the environment in which it is installed and shall be in compliance with the current issue of the National Electrical Safety Code (NESC) and the National Electrical Code (NEC).

2.3 Fire-Stop. All conduits, inner-duct, sleeves, and penetrations shall be fire stopped in accordance with ANSI/TIA/EIA-569-A Annex A and all applicable local codes. Inner-duct shall be fire stopped with expandable plugs at both ends and at intermediate connection points unless these

Buildings 3620, 3621, and 3622 OSP & ISP points terminated in a 2-hour fire-rated enclosure. Conduits and sleeves that contain fiber or UTP shall be fire stopped using the appropriate method for the individual location.

2.4 Grounding and Bonding. All existing Maintenance holes that require new splices, or those where existing splices are opened, shall be bonded and grounded. If no bonding ribbon and ground rod exists, they shall be installed by the Contractor, and all other existing splice cases shall be bonded and grounded. New cables, installed in maintenance holes and conduit systems, shall be bonded and grounded a minimum of every 1000 feet (305m). IAW grounding and bonding as defined by National Electrical Code, local building codes for electrical materials, TIA/EIA-607, MIL-STD-188-124B and construction methods shall be strictly adhered to for new networking systems installed.

2.5 Outside Clearing and Grubbing. The Contractor shall clear and grub all areas as required for trenching. The Contractor shall ensure that the grading is at the level determined by 502 CES and 502 CS. Minimum depth to the top of all conduits shall be 36” below the final grade.

2.6 Excavations. All excavations shall be inspected for compliance with applicable installation and safety directives, and installation plan procedures. After material is placed, the Contractor shall contact the 502 CS PM for inspection of the installation prior to backfilling.

2.7 Digging Permit. The Contractor shall obtain a Digging Permit, prior to any trenching or digging. The Contractor shall obtain an approved Manhole Entry Form prior to manhole, or hand-hole entry or modification. The Contractor shall trench, excavate, confined space entry, confined space atmospheric testing/forced air ventilation, and mark and barricade open trenches IAW OSHA standards, any local procedures, and other provisions of this contract. The Contractor is responsible for all costs associated with dig permits that the base does not provide. The digging permit will not be authorized until the construction plans for the real property (INFRASTRUCTURE, duct bank, manholes, etc.) have been received and reviewed by 502 CES and 502 CS design personnel and appropriate base agencies. Plans must be either stamped by a P.E. if developed by non-government agency or by an appropriate government employed Engineer if the design is by a government agency.

3.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES:

3.1 Storage. If Government-provided storage is not available, it is the responsibility of the Contractor to find an alternative solution. The Contractor shall provide a list of base support requirements (for example storage areas) with their proposal.

3.2 Drawings. Available AutoCAD and GIS drawings of existing facilities/utilities can be obtained through the 502CS/PM.

3.3 Security. There are security requirements for performance of this contract. The Government will provide escorts as required in restricted areas.

3.4 GeoBase Data. The Government PM/COR will provide a Geo-Base portable recording unit (Trimble Geo XT, or equivalent) to the Contractor, and explain its use. The Contractor shall then proceed to the new installation and document new work by loading it into the Geo- Base portable unit. The Contractor is responsible for documenting all duct systems they install in this manner and then providing the information to the 502 CS PM. This information will be provided to the 502 CS CVC technicians who will upload the recorded data into CVC for configuration control. If the upload is not acceptable, the Contractor will be instructed to return to the unacceptable areas and record the missing data again.

4.0 ENVIRONMENTAL & SAFETY

4.1 Environmental. The Contractor shall comply, and their subcontractors, shall comply, with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The Federal Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on FSH. The Prime Contractor shall ensure their sub contractors comply with these stipulations.

4.1.1 Residue. Refuse, residue and waste material shall be hauled in trucks with tight-fitting beds and covers to prevent spillage on roadways.

Contractor will be responsible to clean any waste that falls on the roadways. Hazardous waste shall be disposed of safely and properly according to state, local and base regulations by the Contractor.

4.1.2 Asbestos Containing Materials (ACMs). Note age of facilities. Particularly if pre-1980, identify potential ACMs in insulation, ceiling and floor tiles, sheet rock. The Contractor shall comment whether apparently friable, evidence of wear and tear, and location. The Contractor shall report any ACM findings in the scope of the Environmental Assessment for subject project area. A complete report to include drawings of the areas affected will be provided to the 502CS/PM.

4.1.3 Lead containing materials. Note age of facilities. Particularly if pre-1980, identify the potential of lead containing materials especially lead based paint. These building(s) will need to be sampled for lead- based paint using X-Ray Fluorescence (XRF). The Contractor shall follow Housing and Urban Development (HUD) guidelines on sampling and analysis of the results and shall report the findings in the Environmental Assessment/Survey report for subject project area. A complete report to include drawings of the areas affected will be provided to the

502CS/PM.

4.2 Safety. The Contractor shall be in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.

4.2.1 The Contractor shall maintain responsibility for all equipment, materials and personnel during the installation and implementation of this project.

4.2.2 The contractor shall provide a temporary fence around the staging area and any work to be completed outside. The contractor is solely responsible for securing his staging area. The temporary fence provided by the contractor shall have a brown mesh screen on it pulled taut. The fence shall be straight and upright and shall be maintained in this position at all times with proper signage. The contractor is responsible for cleaning debris, dirt, waste that comes out of the construction yard and is responsible for securing materials and waste in any inclement weather. A site lay down area must be submitted and approved by Base Civil Engineer. Contractor shall submit request 14 working days in advance.

5.0 TESTING

5.1 Pre-Installation Testing. The Contractor shall test all copper and fiber optic cable prior to installation to establish a baseline and provide test results to the 502 QA. The Contractor shall perform pre-testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. The Contractor shall conduct on-site testing IAW I3A installation practices. The Contractor shall participate with the Government in testing the complete communications system.

5.2 The Contractor shall provide all test equipment and personnel required to conduct all required testing. The Contractor shall document all test results in a “Test Report(s)” in a spreadsheet format and submit to the Government. During the testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing. The Test Report(s) shall be provided to the Government no later than 10 days after test(s) have been completed. All tests must be Government witness testing.

5.3 Post- Installation Tests. Acceptance tests for both fiber optic, copper cable and CAT 6 installed shall be performed in accordance with I3A Standard, Para. 3.19. Additionally, all SM FOC installed shall be tested in accordance with ANSI/EIA/TIA 0-526-7(OFSTP-7), Para. 5.1 Method A.1. Contractor shall calculate passive Cable System Attenuation loss on the link(s) being installed. Calculated loss will total the sum of fiber cable attenuation coefficient (db/km) X Length (km), connector attenuation (db), and splice attenuation (db). This calculated loss shall accompany test readings and will be the maximum acceptable reading for the Government. Attenuation coefficients for fiber cable, connectors and splices are available from the ANSI/EIA/TIA 568 Standard. All test results must be reviewed and approved by the assigned 502CS/QA representative prior to completion of this project. Any identified test results not meeting industry standards must be corrected, retested, and resubmitted to the official 502CS/QA representatives for final review prior to payment.

6. INSPECTION AND ACCEPTANCE. Inspections/final acceptance will be made on each separate building/facility as completed by the Contractor with the following additional provisions:

6.1 The Contractor shall give the 502 CS/QA a minimum of three working days’ notice for all requested inspections, including pre-final and final inspections. Inspections shall be staggered such that two inspections will not occur at the same time.

6.2 The Contractor will make sure that the work is ready for all inspections. The presence of an unreasonable number of deficiencies, as determined by the base project manager and inspector, will cause the inspection to be rescheduled.

6.3 DD Form 1354 Transfer and Acceptance of DoD Real Property. The Contractor shall submit a DD Form 1354 for the infrastructure within 10 days of completion of project. FINAL PAYMENT cannot be made until this is completed.

7.0 CONTRACTOR WARRANTY. The contractor shall guarantee all materials and workmanship for a period of one year from the date of Government acceptance and shall within that period correct all defects in materials/workmanship at no additional cost to the government.

8.0 PERFORMANCE.

8.1 Period of Performance. The Contractor period of performance for this Task Order shall be 120 days after the Notice to Proceed. This is comprised of 60 days for design and 60 days for construction.

8.2 Place of Performance. The place of performance is JBSA Ft Sam Houston, TX.

8.3 Hours of Work. Contractor shall work during normal operating hours of 7:00 AM – 4:00 PM, Monday through Friday, excluding federal holidays. If performance of work outside normal duty hours will be required to meet scheduled dates, include desired working hours in Proposal.

9.0 DELIVERABLES.. All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in this contract. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The Contractor shall deliver the required numbers and type of copies IAW the distribution list set forth below within thirty (30) days after project completion date unless otherwise identified.

* Test results shall be delivered to 502CS/SCX no later than 5 or 10 calendar days after completion of the installation, but prior to the acceptance inspection. Format for the test result will be coordinated with the Government.

* All deliverables shall be submitted to the 502 CS and 502 CES. All final drawings shall be provided in accordance with 502 ABW procedures and this SOW. Electronic OSP Drawings (redline and As-Builts) shall be provided in AutoCAD. Please see attached specifications for the Cad drawings imbedded at the bottom of this document.

9.1 Milestone Schedule. The Contractor shall provide a complete milestone schedule that denotes major activities to include the design phase

Buildings 3620, 3621, and 3622 OSP & ISP and time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.

9.2 Integrated Product Team (IPT). The Contractor shall chair an IPT meeting as required consisting of Contractor representatives, 502CS/QA, and other base personnel as required. The Contractor shall provide worldwide “Meet Me” teleconference capability for these meetings. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the project. The Contractor shall be responsible for the taking and distributing meeting minutes within one workday of each meeting. Meeting minutes shall be provided to each attendee and disseminated via e-mail.

9.3 Weekly Status Report. The Contractor shall provide a weekly status report identifying the work completed that week as it applies to project milestone, schedule, and major activities. It should identify the impact of work completed on the project schedule.

9.3 Geospatial and Digital Photograph Deliverables. Geospatial data shall be obtained for all new communication paths. The Contractor shall provide geospatial data deliverables for new excavations and objects only. All geospatial deliverables and digital photographs shall be submitted. All communications paths shall have the x, y and z axis to provide a true geo spatial coordinates of the actual duct line path.

Communication cable paths shall have coordinates taken every 100 feet unless there is a bend/turn/change in direction, for which coordinates will be taken every10 ft. at this bend/turn/change of direction, as well. This data is required in the correct format and shape files for input into CVC.

9.4 Traffic Management Plan. The Contractor shall provide a comprehensive Traffic Management Plan with detour route. The Traffic Management Plan shall be coordinated with the FSH Law Enforcement Office, 502 CES, and the 502CS PM. The plan will include a schedule of dates/times when traffic will be restricted or rerouted in order to safely install communications infrastructure beneath the designated roadways. The plan shall also contain drawings showing the proposed detour route and accompanying narrative further explaining the detour route. Appropriate signage, approved by 502 CES, shall be posted along the entire detour route. Examples of traffic plans will be provided to the Contractor upon request.

9.5 Test Report(s). Test Report(s) shall be provided to the Government no later than 10 days after test(s) have been completed. All tests must be Government witness testing.

9.6 Summary Report Deliverable. At completion of the project, the Contractor shall provide a summary report in MS Word format describing their installation in detail, identifying any problem areas, and providing any recommendations for future installations.

All work shall be accomplished in accordance with OSHA Requirements, and FSH codes, standards, and/or regulations.
