No the procurement is not restricted to offeror’s that have past experience with AFCEE.
41
RFP Section B, CLIN X001AD, Systems Administration Svs, Level III, refers to “PWS para 1.4.1.3.” There is no such paragraph in the Performance Work Statement (PWS). Further, Section 5 of the PWS does not define a System Administrator, Level III. Will this CLIN item be deleted or will the Government revise PWS Sections 1.4.1 and 5.6 to include Systems Administration Svs, Level III and System Administrator, Level III descriptions?
The PWS will be updated to provide clarification.
42
RFP Section B, CLIN X001AM, AFCEE IT Customer Support Svs, refers to “PWS para 1.7.” This paragraph refers to services that would likely be performed by a labor category such as Help Desk Specialist. PWS Section 5 contains no description of such a labor category. Will the Government consider adding a labor category description for individuals to perform the services defined in PWS Section 1.7?

The PWS will be updated to include this labor category.

43
Performance Work Statement (PWS) Section 1.0 states that while the majority of AFCEE personnel are located at Port San Antonio, TX, some personnel are employed in three regional offices and one satellite location.

(a) Are any of the IT support personnel provided under the proposed contract permanently located at any of the four regional/satellite sites? If so, will the Government identify number and labor category of contractor personnel by site?

(b) Will the government provide a list of hardware and software configuration items supported at each of the sites to be supported under the proposed contract?

See response to question # 38.

44
In Performance Work Statement (PWS) Section 1.1, the second paragraph that begins “Administration, operation, and maintenance of …” appears that it should be numbered as paragraph 1.1.1. Is this assumption correct?
Yes. The PWS will be corrected.
45
Performance Work Statement (PWS) Section 1.13 defines a requirement for Information Request Services. There appears to be no labor category defined in PWS Section 5 with the qualifications required to provide these services. Will the Government consider adding a labor category to perform the Information Request Services?

Depending on the requested information various labor categories could be utilized to perform these services (i.e., Subject Matter Expect, Scientific Professional, Application Programmer, etc.).

46
Performance Work Statement (PWS) Section 5.1 defines the qualifications for a Program Manager. There does not appear to be a CLIN in RFP Section B for this labor category and function. Will the Government add a CLIN for this position/function?

The PWS will be updated to delete “Program Manager.” It is expected that program management is inherent in the Offerors’ overhead costs.

47
Performance Work Statement (PWS) Section 5.2.2, System Information Assurance Manager, Level II (IAM2), states: “All requirements of above IAM1 (5.2.3) apply, plus a total of 8 years experience in the IA arena.”

(a) It appears that the reference to IAM1 should be 5.2.1. Correct?

(b) The IAM1 requires 6 years experience in the IA arena. Is the intent of 5.2.2 that the IAM2 should have 8 years instead of 6 years experience? If so, recommend the wording in 5.2.2 be changed to read: “All requirements of above IAM1 (5.2.3) apply, except that a total of 8 years experience in the IA arena is required.”

(a) Yes, the PWS will be corrected to clarify.

(b) The PWS will be corrected to clarify.

Performance Work Statement (PWS) Section 5.7.1, Programming Support Task Leader, states: “… the special expertise waiver from that section [5.7.6] cannot be applied here.” Section 5.7.6 contains no reference to a special expertise waiver. Please clarify.

Please see Section 5.0 regarding the waiver. The PWS will be updated to provide clarification.

49
In Performance Work Statement (PWS) Section 5.11, paragraph 5.11.1 appears to be missing. Should the existing subparagraphs be renumbered as 5.11.1 through 5.11.4?

Yes. The PWS will be updated accordingly.

50
Performance Work Statement (PWS) Section 5.11.5 lists an “Information Assurance Officer (IAO)” as an Information Assurance Technical Level II position. The IAO position is not defined elsewhere in PWS Section 5. Please clarify.

IAO will be removed from the PWS to provide clarity.

51
In Proposal Preparation Instructions Section 2.2, Table 2.2 indicates that the completed Schedule B should be provided in Volume I and also in Volume III. Is the intent that the offerors provide two identical copies of Schedule B, one in each volume?

This will be clarified in the final RFP.

52
In Proposal Preparation Instructions Section 2.3.8, it states that the “original” of each proposal volume is to be 2-hole punched. In Section 3.3, it states that the “original” copy of the Model Contract is to be provided without any punched holes. Please clarify which instruction takes precedence. If the original Model Contract is not hole punched, should the remainder of the original of Volume I be hole punched?

This will be clarified in the final RFP.

53
In Proposal Preparation Instructions Section 4.2, offerors are required to provide sample resumes for 12 key personnel. Are these resumes excluded from the 15 page limit of this Technical/Management Approach section of the proposal? If so, may these resumes be provided as an Appendix to Volume II Technical Proposal? Is there a page limit on each resume?

No, resumes are not excluded from the 15 page limit of the Technical/Management Approach. Offerors must meet the requirements for the Technical/Management Approach Subfactor in the 15 pages allocated.

54
Proposal Preparation Instructions Section 5.2 refers to “… the Section B (Bid Schedule) of the RFP and the electronic Section B (Bid Schedule) provided at Attachment B of this RFP, …”

(a) Please confirm that pages 3 through 107 of 163 pages of the Draft RFP constitute the Schedule B (Bid Schedule).

(b) No Attachment B was provided with the Draft RFP. Will this attachment be provided with the Final RFP? How does Attachment B differ from Schedule B?

(a) Pages 3 through 107 constitute the Schedule B

(b) An electronic Schedule B will be provided in the final RFP. Attachment B contains a Schedule B.

55
Proposal Preparation Instructions Section 5.2 states that offerors should submit the completed Bid Schedule “… with Volume I Price Proposal …” Should this statement be corrected to read “Volume III Price Proposal”?

This will be clarified in the final RFP.

56
Could you please post on Fed Biz a copy of the industry attendee list for the industry day, which was held on 11 July 2011.

1.2 Sub-Factor Technical

Paragraph a. and following use the word continuous in providing Past Experience for 3 years. What is the definition for Continuous (one contract or work performed for past three year on any contract).

Paragraph a. Past experience for legacy systems must be in direct support for systems that provide integrated financial, contract acquisition, contract management, environmental remediation, construction and project management data; environmental sampling; and reporting of environmental data.

Are you asking for same type of systems or large legacy systems of similar size. If you need the exact same type of systems I would think only the incumbent could provide this type of experience since you cannot have any contractors on your team that are currently doing work in AFCEE.

Continuous refers to work performed without interruption over the 3 years. The RFP does not specify the 3 years of continuous work be performed by one contractor. Please reference RFP Paragraph 2.1(4).

Also, reference the response to question #22.

Yes, of similar in size, scope, and complexity to the entire scope of the PWS. Reference responses to questions #2 and #40.

58
For teaming purposes, will a list of Industry Day attendees, with contact information, become available?

See response to question # 56.

59
If 1 segment of a large business enters into a JV or teaming arrangement with an 8 (a) company to pursue AFCEE IT, are other segments of the large business precluded from pursuing other opportunities within AFCEE? For example: General Dynamics has several major segments of business. If one of the segments enters into a JV/teaming arrangement with an 8 (a) to pursue AFCEE IT, can the remaining segments pursue other contracts within AFCEE or is this considered a conflict of interest?

Yes, the business is precluded from pursuing other opportunities within AFCEE. No. It is considered a conflict of interest due to the broad range of contractor and government information that the AFCEE IT Contractor will be required to routinely access. Even if a contractor were to propose a mitigation plan, a strong appearance of an unfair competitive advantage would remain since the AFCEE IT Contractor will have access to substantial non-public information. The restriction pertains to AFCEE contractors who are currently performing under task orders and will bid on future task orders, as well as contractors seeking new opportunities with AFCEE in the future.

60
In regards to the questions and answers published on FBO, the answer to questions 22 and 27 state that the Prime contractor must have performed 50% of the corporate experience submitted for evaluation. Can I trouble you for a reference point in the draft documents for this?

The RFP will be revised to include this language.

61
As an Indian-owned economic enterprise, is the current incumbent entitled to the 5% incentive when bidding on this requirement or if they win the award?

The incumbent contractor is an Alaskan Native firm. The Indian Incentive Program is a congressional sponsored program that provide a 5% rebate back to the prime contractor on the total amount subcontracted to an Indian owned economic enterprise, or Indian organization.

62
As a prime, if we propose a subcontractor who is Indian-owned, are we eligible for the 5% discount for our sub?

IAW DFARS 252.226-7001(f)(1) the Contractor on its own behalf or on behalf of a subcontractor at any tier, may request an incentive payment in accordance with this clause.

63
What is the POP for the bridge contract? What is the amount of the bridge contract? If you are unable to answer this, can you tell us where this public information is listed?

The POP for the Bridge contract is 1 Jul 2011 through 31 Mar 2012. The award amount is $17,106,288.

64
How many FTEs are currently doing the project/task today on the bridge contract?

The number of FTE’s range from approximately 35-65. The number of FTE’s will vary depending on the number of and task order requirements.

65
The subCLINs (1-39) do not tell us the work or services for the labor categories listed but only defines the qualifications of each labor category. If we are suppose to bid the services and not the labor categories, how do we know what services (work) are required for each subCLIN?

Yes, you should bid the services.

66
Are we to bid on the exact hours listed even if we can do the work for less hours?

Yes, you are to bid the exact hours listed.

67
RFP Section B specifies hours for CLIN items in the base and option years. Generally, the hours specified are consistent for the base year and each option year with the following exceptions:

CLIN Services Comment X001AG Database Admin Services, Hours are 4,000 in all Level II years except Option Year 3 for which they are 6,560 (3001AG)

X001BP Administrative Services Hours are 4,000 in Base Year and Option Year 4

(0001BP, 4001BP)

and 2,000 in the other three option years X001BQ Admin Record Svs Hours are 4,000 in all years except Option Year 4 for which they are 2,000 (4001BQ)

Please verify that the hours provided are correct.

RFP will be changed as follows:

CLIN X001AG 4,000 Hours each year CLIN X001BP 4,000 Hours each year CLIN X001BQ 4,000 Hours each year

68
We respectfully request the addition of 2 pages to the Volume II Technical page limit for an executive summary

An executive summary is not required per the RFP. If the Offeror wishes to provide an executive summary they should do so within the current page limit specified in the RFP.

69
Reference: RFP, para 4.5, Technical Subfactor 1.2, Corporate Experience:

Question: For each sub-subfactor (a-f) is there a limit to the number of contracts we can provide for corporate experience? If so, how many? If a single team member or contract does not cover all aspects of a sub-subfactor, but the aggregate of the team members’ experience does, will the aggregated experience meet the standard?

No, there is not a limit to the number of contracts. Corporate Experience will be evaluated for the team; however, the prime must demonstrate they have performed 50% of the work. See answer to question #27 and #57.

Yes, however systems should be similar to the architecture of the AFCEE legacy systems See answer to #57.

72

Reference: RPF, Section 3.0 Volume I – Contracts Documentation – Volume Organization. 3.3 Model Contract

(a) The purpose of this section is to provide information to the Government for preparing the contract document and supporting file.

(b) The Offeror's proposal shall include a signed copy of the Model Contract. Complete blocks 12, 17, 26 and 30 of the SF 1449. Signature by the Offeror on the Standard Form 1449 constitutes an offer, which the Government may accept. Complete all contract clauses fill-ins if applicable. The "original" copy shall be clearly marked under separate cover and shall be provided without any punched holes.

Question: Does the Government expect any documentation to support item 3.3 (a)? In section 3.3(b) the Government defines the requirements for the 1449 and requires the offeror to “Complete all contract clause fill-ins if applicable.” The 1449 does not provide any FAR “fill-ins” for the offeror. Does the completed 1449 fulfill the requirement for the model contract? If not, please provide further guidance as to what FAR fill-ins need to be completed to fulfill the requirement for the model contract.

No.

The FAR fill-ins are contained in the RFP.

81
Reference 2.3.10 (c) & Table 2.2: The instructions for the number of copies and how they are bound appears to be contradicted in these references. Example: the table shows 1 e-copy but (c) references 5 CDs for the master copy. In general Table 2.2 is easy to understand but instructions in paragraph 2.3 contradict and confuse.

The RFP will be corrected to clarify the number of copies.

82
Reference Table 2.2 - Corporate Experience & 4.5(a) thru (f): Is it the intent to address each of these items in each of the provided "Corporate Experience"? In many cases a single "Corporate Experience" will not address each of these requirements. An example is a Help Desk contract is very relative to the AFCEE requirements but it would not necessarily address 4.5 (b,c,d).

Yes. The Offeror can provide a combination of experience to meet the requirements in RFP paragraph 4.5 Technical Subfactor 1.2 – Corporate Experience.

83
In regards to item f on page 128, under the section 4.2 Technical Subfactor 1.1 - Technical/Management Approach:

f. Process to respond to problems and take appropriate action to correct performance issues and satisfy Government concerns in a timely manner. The offer shall also describe their approach to continuous process improvement and proposed enhancements for the tasks outlined in the PWS.

Is the process to correct Personnel performance issues or Technical issues?

It includes any services the contractor shall provide in accordance with the PWS.

84
We request that you consider adding a requirement for ISO20000 certification for the prime contractor. This would focus the group of contractors who can participate, only bringing in proposals from those uniquely qualified to perform the work.

ISO certification is not a requirement for this solicitation.

85
Could you please provide me with award number and the award amount for the base year and following years of the current vendor who is providing the work for the solicitation FA3047-11-R-0018?

See question #63

86
Also, just curious how long does it take the mail room that will receive the proposals to deliver to the department that the proposals will have to be delivered too?

Mail is delivered directly to the department.

87
If 1 segment of a large business enters into a JV or teaming arrangement with an 8 (a) company to pursue AFCEE IT, are other segments of the large business precluded from pursuing other opportunities within AFCEE? For example: General Dynamics has several major segments of business. If one of the segments enters into a JV/teaming arrangement with an 8 (a) to pursue AFCEE IT, can the remaining segments pursue other contracts within AFCEE or is this considered a conflict of interest?

This would be considered an OCI. See question #59.

88
The Table 2.2 (Proposed Organization) does not include a requirement for pricing volume hardcopies at all. Yet, Section 2.3.8 says, "One hardcopy of each volume" [...] and "Each volume shall have a cover sheet, clearly marked as volume number, 'Original,' offer's name..." Is it the Government's intent to require hardcopies of the pricing volume or to just require electronic copies?

This will be clarified in the final RFP.

89
Table 2.2 requires 1 electronic copy (CD) of each volume, yet Section 2.3.10 specifies: "Total e-copy requirements will include CD-ROMS, five CDs for the master copy in searchable text format and two copies of the Schedule B." Please clarify the Government's electronic copy requirements.

This will be clarified in the final RFP.

90
The title of Volume I... Is it to be Contract Documentation (as per Section L, 3.0) or Contracting (as per Table 2.2)?

This will be clarified in the final RFP.

91
Would the Government consider utilizing the 8(a) STARS II GWAC designed to promote (8)a sb utilization when purchasing IT services-based solutions for the AFCEE IT support solicitation?

The government considered use of the GWAC contract as part of market intelligence. It was determined that the GWAC contract could not fulfill the requirements for AFCEE IT Support Services.

92
How do we show 50% corporate capability in the proposal? Since there is no past performance. We say Team Indrasoft vs IndraSoft to show our Team Capability vs our (Prime IndraSoft) capability ? We understand that you want to make sure 50% of the work is done by Prime (SB, 8a) and you want to see 50% of the capability is from Prime but HOW do we prove it? We just don’t understand that.

RFP, Paragraph 4.5 Technical Subfactor 1.2 – Corporate Experience will be revised to require the Offeror to identify whether the corporate experience submitted is for the Prime or Team.

93
As for OCI, this contract is to support AFCEE but the KO is 802nd Contracting Squad. We understand that neither prime not Sub can have any work within AFCEE (immaterial of KO office) but how about any work that could be from AFCEA or AFRPA that could come from 802nd Contracting Squad? Is that also considered OCI? We want to make sure that we are OCI’d for work within AFCEE but not the work from AFRPA of AFCEA or any other branch/division (other than AFCEE).

Any contracts that are executed by the 802d, other than this requirement, are not subject to the OCI restictions.

94
We respectfully ask that 15 key personnel be decreased because with the qualifications that you have mentioned, only the Incumbent will have those people. Also, even if we go and get contingency hires that have similar skills, for ERPIMS there is no way you can get the folks with ERPIMS experience that can beat incumbent personnel. Also, we don’t want to get contingency hires for half the positions (you said the staff could be from 35 to 65) because we want to make sure that we could get hire right candidates from Incumbents after the award to make sure that the historic knowledge is preserved and usually that kind of knowledge is with key personnel.

Please reference the RFP, Para 4.2 Technical Subfactor 1.1 – Technical/Management Approach (b). The Offeror shall provide sample resumes for the following key personnel: Work Leader, Network Engineer, Information Assurance Manager 1 & 2, System Administrator, Database Administrator, Programming Support Task Leader, Software Engineer, Website Application programming/maintenance support, ERPIMS Task Leader, Supervisory Production Control Specialist, and Scientific Professional to ensure a qualified workforce. Also reference PWS, Section 5, Personnel Certifications and Qualifications for personnel requirements. Please note: There is no requirement for the ERPIMS Task Leader to have past experience with ERPIMS.

95
Last but not least, we are not clearly sure how to fit 30 pages of SOW within 15 pages plus include 12/15 resumes and still satisfy technically acceptable to beat the incumbent
The government considered the page limitiations. The contractor is required minimum performance or capability requirements of each technical Subfactor.
96
Section 5.5 describing the duties of the Network Engineer says, “All requirements of the NA, Level II (5.5.2) apply…” Yet, there is no Section 5.5.2. Could the Government please clarify the requirements for this position?

Corrected in final RFP.

97
The draft RFP only addresses the Corporate Experience of the Offeror and not of the entire Offeror’s Team. Similar RFPs in the past have mitigated Corporate Experience requirements for 8(a) set-asides by including these types of phrases “newly formed businesses having little or no experience as the new business entity may submit the Corporate Experience of a predecessor business entity or the Corporate Experience of the company's principal owner(s) or corporate officer(s).” Will the government consider inserting similar phrasing into the final RFP and/or phrasing that allows for the use of the Offeror’s team’s Corporate Experience?
The final RFP will be revised to include corporate experience can be the Prime or the Team.
98
Section L (4.2.b) asks for a resume for the Website Application Programming/Maintenance Support. Yet, no description found in the PWS clearly aligns with this job title. Does this individual need to be qualified for each of the requirements spelled out in Section 5.7, or 5.7.1-5.7.3 or just 5.7.1? Could the Government please clarify which elements of the PWS fall under the control of this particular key position? Or should we just price the job descriptions found in 1.11.1 and 1.11.1.1?
Corrected in final RFP.
99
Section L (4.2.b) asks for a resume for the Database Administrator. Could the Government please clarify if we are to price a Level I administrator or a Level II administrator’s position?

Corrected in final RFP.

100
In the electronic Schedule B, the line item for “Travel Cost Reimbursable Line Item” has “NTE” in the last two columns. Corresponding items in the CLIN portion of the RFP indicate that the travel cost has a NTE amount of $114,800 for each contract period. Should this dollar amount be included in the spreadsheet for each period? Should the proposed totals include this amount?

Do not include the dollar amount in the spreadsheet.

The proposed totals should not include this amount.

101
Section 2.3.4(b) (p. 124 of 164) of the Proposal Preparation Instructions states “Tabs for the items in the Title column of Table 2.2 Proposal Organization shall be utilized.” In order to make efficient use of the 15-page allocation for each of the two major sections of Volume II, will the Government find it acceptable for offerors to provide a single tab for the Technical/Management Approach and a single tab for the Corporate Experience?

The Tabs do not count against the page limitations.

102
Section 4.3 (p. 129 of 164) of the Proposal Preparation Instructions states “The Offeror shall provide the following information in the format specified in Attachment 1 for all corporate experience under Subfactor 1.2, Corporate Experience” It would appear that this section of the proposal should contain one Attachment 1 table for each contract citation and that the “Description of Work Performed” field should be used to address items 4.3.a through 4.3.f, as appropriate, for each of the contracts. Is this interpretation correct?
Yes.
103
In Section (b) of FAR Clause 52.212-2, Evaluation–Commercial Items (Jan 1999) (p. 132 of 164), the last sentence states “The resultant contract will have a one year base ordering period with four one-year options and one additional year for task order performance completion.” Will the Government provide a mechanism for the Contractor to adjust its rates for services to accommodate performance in the sixth year of the contract?
All task orders must be placed prior to completion of the final period of performance, with one additional year for task completion. Task orders will be in accordance with the pricing of the period in which the order is placed.
104
FAR Clause 52.216-18, Ordering (Oct 1999) (p. 151 of 164) describes the issuance of delivery orders or task orders. To support effective planning, will the Government provide an estimate of the number of task orders that are anticipated to be ordered within the first month following contract award? Will the Government identify the approximate number of personnel that are expected to be required to support these initial task orders?

There is no task order minimum. Task orders are awarded as mission requirements dictate. Please see responses to questions #4, #64 and #74.

105
In Performance Work Statement (PWS) Section 1.9.1, the fourth paragraph (on p. 12 of 43) ends with the following sentence: “The Configuration Management part of this service will be, the contractor shall ensure all security artifacts are updated when the security requirements are changed in either policy, system or applications.” There appears to be something missing after the words “will be.” Please clarify.

Nothing is missing from the sentence.

106
PWS Section 1.11 states that for any Task Order that consists solely of programming tasks, the Contractor shall identify a Programming Support Task Leader. Section 3.1.2 designates the Programming Support Task Leader as a Key Person, and Section 5.7.1 defines the certifications and qualifications for the Programming Support Task Leader position. However, there is no corresponding CLIN for this position. Will the Government establish a CLIN and labor hours specific to this position or clarify under which CLIN this position should be accounted

Depending on the specific task order requirement various labor categories could be utilized to perform these services (i.e., Software Engineer, GIS Programming Services, Subject Matter Expert, Scientific Professional, Application Programmers, etc.).

107
PWS Section 1.11.4 defines System Analysis Services. Unlike the other services defined in PWS Sections 1.3 through 1.13, there is no corresponding CLIN defined for these services. Does the Government intend to add a CLIN and labor hours for these services?

Depending on the specific task order requirement various labor categories could be utilized to perform these services (i.e., Software Engineer, GIS Programming Services, Subject Matter Expert, Scientific Professional, Application Programmers, etc.).

108
In PWS Section 1.12.2, the last sentence of the second paragraph (on p. 20 of 43) contains the following: “Contractor shall be capable of processing manual data within eighty (40) working days …” Please clarify the number of days specified.

Should be 80 hours.

109
What type of telephone switch does AFCEE use?

AFCEE does not maintain a telephone switch. AFCEE uses the base telephone which is a core service of the 802CS. However, within building 171, half of the telephones are VOIP and half are standard analog phones.

110
Is the draft RFP release date (27 June) considered the original release date

for this solicitation?

No. The original release date of the solicitation is 10/4/2011.

111
Does the Prime have to have Past Experience similar in size as this project?
The RFP does not reference past experience; however, please reference RFP Section 4.3 Technical Subfactor 1.2 – Corporate Experience. Yes, to be considered experience shall be commensurate with the size, scope and technical complexity of the requirement. The Offeror shall provide at least one contract where the Prime performed 50% or more of the work. The requirements of paragraphs a. through f. could be met through one or more contracts.
112
Not sure what this means? “Prime contractor must have performed 50% of the corporate experience submitted for evaluation.” Are you saying that “Only The Prime must have Corporate Experience for at least 50% of the entire tasking in the RFP? Or does the whole team’s experience have to be 50% of the entire size, scope, etc?

No. Please reference RFP Section 4.3 Technical Subfactor 1.2 – Corporate Experience. The Offeror shall provide at least one contract where the Prime performed 50% or more of the work. The requirements of paragraphs a. through f. could be met through one or more contracts.

113
For the bridge contract, how many FTE’s did the bridge contractor (Vista Technical Services) bid on? We are not asking how many are currently working there.

The bridge contract was based on hours not FTEs.

114
For the bridge contract, did the bridge contractor (Vista Technical Services) bid on the same number of FTE’s and hours as the current contractors are bidding on for this requirement?

No, see response to question #113.

115
Under 4.3 Technical Subfactor 1.2 – Corporate Experience, when you say that bidders must “provide at least one contract where the Prime performed 50% or more of the work”, does that one contract have to be similar in size, scope and technical complexity of the requirement? Or do you mean that the Prime has to have experience doing 50% of the work of the entire requirement, and be able to show one contract (any size, scope, etc) where we have performed 50% of the work?

Yes, please reference RFP Section 4.3 Technical Subfactor 1.2 – Corporate Experience. To be considered experience shall be commensurate with the size, scope and technical complexity of the requirement.

No. The Offeror shall provide at least one contract where the Prime performed 50% or more of the work. The requirements of paragraphs a. through f. could be met through one or more contracts.

116
PWS 5.7.3 references "AFCEE resources (or equivalent) listed in section

5.7.1", but no resources are listed in the referenced location. Please identify this information, as it pertains to a key personnel resume required in the proposal.

The reference to 5.7.1 should be 5.7.2.

117
Our review of the final RFP and PWS reveals a minor conflict regarding identification of key personnel. In the RFP, pg 128, para 4.2, a resume for the EPRIMS Work Leader is required with the proposal, however in the PWS, para 5.8.1 the contractor is allowed to identify the individual within 3 days of Task Order Award. Can you please clarify whether or not a resume is required for this person with the proposal.
Yes, RFP Section 4.2 Technical Subfactor 1.1 – Technical/Management Approach (b) requires that a resume be submitted for the ERPIMS Work Leader along with the other key personnel identified. The PWS 5.8.1 addresses personnel certification and qualifications where the RFP page 128, para 4.2 is addressing the offeror’s submission of their management plan.
118
The solicitation section 52.212-1, paragraph 2.3.4 Tab Indexing states:

“(b) Tabs for items identified in the Title column of Table 2.2 Proposal Organization shall be utilized.”

The table referenced contains titles for many sections within each volume. Related to Volume II-Technical, are tabs meant to be used for each section, or just for the 2 subfactors (Technical/Management Approach and Corporate Experience)?

If tabs are meant to be used for each section under the subfactors, page breaks between sections would be required, adding spacing and making difficult to stay within the 15 page limit per subfactor.

For example, implementing page breaks between the 2 subfactors of our Volume II allows us to meet the 15 page per subfactor requirement. Adding page breaks between every section below the subfactors to allow for tabs increases our page count per subfactor well beyond the 15 page limit.

Tabs are not required for each section under the subfactors.

119
WRT the pricing of SME. Given the broad range of SME’s/Scientific professional salaries coupled with the unknowns of which science area will be required, how are we to price SME/Scientist without knowing the specific specialty required?

Can AFCEE provide specific sample scientific fields for price evaluation purposes only without obligating vendors to a fixed price base on our best guess on which scientific fields will be required?

The offeror shall price the CLINs in accordance with the requirements of the PWS.

120
Section 2.3.10 includes both of the following paragraphs: "Electronic copies of each volume shall be compatible with the following available Government equipment and software products: Windows compatible PCs, Adobe Acrobat Reader 9.0, Microsoft Office 2007"; yet, in the next major paragraph, it requests: "Master copy CD-ROM requirements: Complete electronic copies of all volumes shall be submitted in Adobe Acrobat pdf searchable and selectable text format"
*First, should we include both a CD and a Master CD for each of these volumes?
*Second, in which format would you like each document submitted?
*Third, would you like the electronic Schedule B in Excel format or pdf?

Yes. Refer to Table 2.2. An electronic copy should be submitted for each Volume. The master copy should contain copies of all volumes.

See 2.3.10. Electronic Copies (E-Copies) E-copies should be submitted in Adobe Acrobat Portable Document File (PDF) searchable and selectable text format.

Electronic copies of each volume shall be compatible with the following available Government equipment and software products: Windows compatible PCs, Adobe Acrobat Reader 9.0 , Microsoft Office 2007. The electronic Schedule B should be submitted in Excel.

121
Section 3.3, Model Contract, subsection (b) states the offeror must complete blocks 12, 17, 26 and 30. Block 26 of the 1449 states “Total Award Amount (For Govt. Use Only). What information needs to be added to this block to ensure compliance with the instructions or does the contractor not complete block 26?

Block 26 of the SF 1449 should be completed by the offerror.

122
The following labor categories are cited in Section 5 of the PWS, however they are not included in Section 1 of the PWS, model contract Schedule B or the electronic Schedule B. Does the Government require these two labor categories for this proposal/contract? If yes, where does the Government want pricing to be listed for the following labor categories?

5.7.1 - Programming Support Task Leader

5.7.8 - System Analyst No, see response to questions #106 and #107.

123
The PWS follows a pattern of listing a service followed by a list of labor categories that correspond with the pricing requirements in Schedule B.

EXAMPLE:

PWS

1.6 Desktop, Laptop and Personal Computer Services

1.6.1 Level I Computer Support technical Services

1.6.2 Level 2 Computer Support technical Services

1.6.3 Level 3 Computer Support technical Services (and so on) Of the above listing section 1.6 is not listed as a pricing option on Schedule B, whereas the other section (1.6.1, 1.6.2, 1.6.3., etc) are listed on Schedule B for pricing and listed PWS section 5.

Under section 1.7, AFCEE IT Customer Support Services, Section 1.7 is included as a priced labor category and listed as a labor category in PWS part 5 under 5.3.5 under the Computer Support Technicians. The Computer Support Technicians are identified under section 1.6, not section 1.7.

There seems to be some inconsistencies between the alignment of the requirements under Section 1 of the PWS and Section 1’s correlation to the requirements of Schedule B and Section 5 of the PWS.

This inconsistency appears to happen at the following sections: 1.7, 1.11 and 1.12. The other sections begin with a high level title at 1.X and then a description at 1.X.X and the labor category descriptions and requirements are listed at 1.X.X.X Please provide clarification to resolve inconsistencies between Schedule B and Section 1 and 5 of the PWS.

Paragraphs with a high level title may or may not require pricing. Provide pricing based on the CLINs provided in Schedule B.
