About this file
This is a Statement of Objectives (SOO) for the procurement of quantitative respirator fit testing equipment at Goodfellow Air Force Base, Texas.
The Air Force seeks to procure five new, unused PortaCount Model 8040 Fit Test Machines in current production configuration, free of defects, along with all standard operational accessories including twin tubing, zero filters, AC adapters, and data management software licenses. The contractor must deliver all equipment fully calibrated with traceable calibration certificates included. The procurement includes a comprehensive five-year extended warranty covering all parts and labor for repairs due to normal use or manufacturing defects, annual factory calibration services, and reach-back technical support for hardware and software troubleshooting. All warranty and calibration services must be performed directly by the Original Equipment Manufacturer or an explicitly authorized service center to maintain equipment integrity. The devices will operate in unclassified environments, but the accompanying software must function without requiring continuous external cloud connectivity and must store test data locally. Delivery must be coordinated at least 48 hours in advance with Jesse A Wagner, GS-11, at the 312 TRS Fire Academy, 301 Comanche Trail, Building 3453, Goodfellow AFB, TX 76908. The primary objectives are equipment standardization for occupational health personnel, sustained operational readiness through long-term reliability and availability, and regulatory compliance with OSHA and Department of War respiratory protection standards.
