Is there a site visit scheduled for this solicitation?
Answer:
No, a site visit is not requried. This requirement includes the installation of a PC with associated software and UPS. While the controllers will remain uninstalled and left in their original packaging. This will be a new EMCS Mainframe system, and components of the existing system will no longer be utilized. The Government will dispose of any legacy components.
Question:
Will this project be exempt from state and/or local sales and gross receipts taxes?
Answer:
Yes, requirement is exempt from taxes.

Can the Government share the expected Rough Order of Magnitude budget?
Answer:
No, the Government will not be providing a ROM.

Is the Contractor required to provide a Bid Bond?
Answer:
No, the Contractor is not required to provide a bid bond.

Is the Contractor required to provide a Payment and Performance Bond?

Will the prime Contractor need to provide a full-time, on-site superintendent during all onsite work?
Answer:
No, the Contractor is not reqquired to provide an on-site superintendent.

Will the Government provide a space for the Contractor to use as a temporary office, or will the Contractor be required to provide their own temporary office space?
Answer:
No, the Government will not provide a temporary office, however the contractor may request a laydown area for storage and will be allowed to work in the EMCS office area.
Question:
Will the Government provide access to restroom facilities during the duration of work onsite, or is the Contractor required to provide their own temporary restrooms and handwash?
Answer:
Yes, the Government will have access to restroom facilites for contractor use. See Para 1.5.4 in SOW.
Question:
If the Contractor is required to provide their own independent office space for duration of field work, will the Government provide access to temporary power and water?
Answer:
No, Contractor is not required to provide independate office spance.
Yes, utilities such as water and electricity will be furnished by the Government at no cost to the Contractor. See Para 6.1. in the SOW.
Question:
Typically, Cybersecurity submittals need corresponding as-built documents. Can the owner provide the as-builts?
Answer:
No, as-builts will not be required for this commodity with install.
Question:
The Statement of Work, paragraph 3.4 lists required submittals; however there are no Cybersecurity submittals listed. What are the Cybersecurity submittal requirements needed for this Hardware/Software package, if any?
Answer:
See SOW para 3.2. Implement and document DISA STIGs.
i.e. DISA STIGs checklist.
Question:
Does the Contactor need to provide any training as part of the package?
Answer:
See SOW para 3.4.3. Training of maintenance personal on system operations is required.
Question:
We read the RFP to be BACNet IP. Please confirm this is correct and no MSTP is needed.
Answer:
Yes, BACNet IP only.
Per Section 1.1.1 of the Project Description states, “The Contractor will install all required software onto the desktop PC, please refer to Installation 3.2 section below for software installation. The Contractor will also supply 15 compatible controllers, which can be delivered unboxed.”
Question:
Please confirm that the scope of work is to provide hardware and software installation on the PC provided only. No installation of hardware or programming of hardware in the field is required.
Answer:
Yes, Installation of software and hardware to PC is required.
Installation or programming of controllers is not required and controllers will be left unboxed.
Please clarify the following lines for the EMCS mainframe upgrade requirements in Section 1.1 under Hardware:
Question:
Are the lines below requesting two separate RAID 5 arrays with 3 disks each? E.g.
Volume 1 = 3 disks in RAID 5 and Volume 2 = 3 disks in RAID 5.

* 3 x 1TB SSD
* 3 x Additional 1TB SSD
Answer:
A single RAID 5 array, configured with 5 disks plus a spare disks.
Question:
Based on the answer to the question above, will one RAID 5 array with 6 disks be sufficient to fulfill the requirements? E.g. Volume 1 = 6 disks in RAID 5
Answer:
Yes, that is sufficient and refer to question 15.
Question:
Can the Government clarify whether this is a new EMCS installation or an upgrade (e.g., from a Niagara AX system)?
Answer:
This will be a new EMCS Mainframe system, and components of the existing system will no longer be utilized. The Government will dispose of any legacy components.
Question:
Can the Government provide a list of equipment the controllers will interface with?
Answer:
Equipment varies but typically includes - The new system will interface with 1, ALC installed controller (model and serial numbers can be provided) that automates the HVAC equipment in Bldg 3519. If not able to interface, we need a new controller installed, all digital points mapped to it and graphics built so we can operate the equipment from the new server computer, front end. Bldg 3519 should be the testbed for this since the new computer will be installed there and it has minimal DDC controls to interface with.
Question:
Would it be possible to share a sequence of operations for the equipment being controlled?
Answer:
The current sequence of operations is custom programmed into the logic for each unit at each facility - The HVAC unit for 3519, gets a signal to start from the BAS and the logic only allows the unit to start if all safeties are made - to include fire alarm, duct static pressure switch, emergency stop, actuator end switches and VFD internal safeties. Once the unit is safely running at speed, the valves and actuators work together to maintain supply air temperature and pressure setpoints. There are also peripheral devices such as other DX HVAC units and 6 VAV boxes that are monitored from the controller as well.
Question:
Will any operating schedules be provided?
Answer:
We do not currently automate any custom schedules at this time for energy savings.
The unit is set to one desired temperature and it runs continuously.
Question:
Are there any existing as-built drawings, TAB reports, or mechanical drawings/documentation available?
Answer:
There are some as-built mechanical drawings but are limited and very per facility.
Question:
Would the Government consider allowing a site visit to better assess system scope?
Answer:
No, a site visit is not requried. This requirement includes the installation of a PC with associated software and UPS. While the controllers will remain uninstalled and left in their original packaging. This will be a new EMCS Mainframe system, and components of the existing system will no longer be utilized. Does the government have a preferred format or outline for organizing responses within the 10-page limit?
Answer:

Would the Government consider extending the proposal deadline to allow time for review of responses and submission of follow-up questions?
Answer:
Yes, the Government will be extending the solicitation from May 30, 2025 to June 6, 2025.
