This is a Questions and Answers document for RFQ #FA303025Q0010 from the 17th Contracting Squadron at Goodfellow Air Force Base, Texas, regarding the procurement of a 100-ton portable chiller.

The Q&A clarifies that this is a delivery-only requirement with no installation needed. The chiller must be pre-fabricated and mounted on a trailer with all components including transformer (208V to 480V step-up), pump, and piping installed in a turn-key configuration. Technical specifications include a wide ambient operating range of 0°F to 125°F and water outlet temperature of 42°F. The unit will remain portable and will not be permanently installed. Reference photos show the desired trailer-mounted configuration with chiller units and associated equipment. Questions and Answers for Request for Quote # FA303025Q0010

Question: Does this solicitation require delivery ONLY of the product or Delivery and INSTALLATION of the product?

Answer: It will be delivery only because this will be a purchase of the 100-ton chiller and no installation is required.

Questions:

1. What should we do to attend the site visit? Do we need to provide IDs?

2. Is this solicitation for supply only, or is installation required as well?

Answers:

Question 1: There is no need for a site visit due to this being a purchase of a 100-Ton chiller. The access to the base portion on the solicitation will be for to deliver the 100-Ton Chiller.

Question 2: The solicitation is for the purchase of a 100-Ton Chiller and the delivery of said chiller.

Question: I have a clarification raised from TRANE:

"Water inlet and outlet temperatures and outside air temperature are not included in the catalog."

Could you please respond to this clarification?

Answer: For outside air we want Wide Ambient Range 0℉ to 125℉. Water Outlet Temperature 42℉. Inlet Temperature varies because this is a portable unit.

Question: We are interested in providing you with an accurate price proposal. However, before we do so, we want to ensure that mounting the chiller on the back of a truck wouldn't void any warranties.

To better understand this, could you please provide us with more information on how the chiller would be used? Additionally, would the chiller eventually be installed in a permanent location?

Answer: The 100-Ton Chiller will be on the trailer. The requirement is for the 100-Ton chiller and the trailer it will be on. The chiller will not be installed in a permanent location.

Question: Is there any chance we could extend this to February 3rd?

Answer: Currently, the Government is not considering extending the timeline with this requirement and the Government reserves the right to extend the due date for quotes, if needed

Question: Is there a set of plans for the chiller that I may have?

Answer: The Government does not have any technical drawings, but below are photos for reference of the visualized setup of the 100-Ton chiller. All components of the required chiller must be pre-fabricated on a trailer as seen below. Trailer should come with transformer, pump, piping, etc. installed and turn-key ready.

Attached pictures from response to above question:

Question: I would like to know if they have any electrical specs on the transformer? If not and they could take a photo of the plates on the transformer or any other equipment it would help quite a lot.

Answer: Transformer should be step-up from 208V to 480V. Please refer to the minimum salient characteristics for other equipment details. The Government does not have any other pictures or plates for that equipment. It was from another installation.
