Q1: The hours of operation state 0730-1630 hours. Can these hours be adjusted such as to 0600-1800 hours?

A: Yes. We can approve adjusting work hours if informed in advance which days are anticipated to work extended hours. This will require coordination with Security Forces and Fire dept to ensure everyone is aware and can support this schedule.

Q2: Is there any new analytical date for the sludge newer than 12/7/2021?

A: No. However, 17 CES is working several options to sample the sludge in the next week or two.

Q3: Will the contractor be required to furnish a new analytical report?

A: No. Currently a copy of 2021 report is included as an attachment to the SOW.

Q4: Is the government being billed for disposal directly from Abilene Regional, or is the contractor responsible for that cost?

A: No. IAW the SOW, section 1.2, the Contractor is fully responsible for all landfill disposal fees.

Q5: Does the government want the tank cleaned with any degreaser, biocide, or other product after the initial removal of dirt?

A: IAW the SOW, section 1.9, the Contractor may select the appropriate cleaner and will provide a submittal.

Q6: What Access for a vacuum truck is allowed, i.e., Hours, route, and parking?

A: The site has a paved road and the tank has a manway opening. Refer to the SOW and attachment B3448 Sludge Tank Location Plan TE-4 for additional information including haul route.

Q7: Has the government set up a profile with Abilene regional for this waste stream?

A: We did last year when we attempted the tank cleaning. The Abilene landfill wants a more recent analytical to update the profile. GAFB can accomplish profiling the waste to the Abilene landfill.

Q8: Was there any confirmations/results regarding PFAS testing?

A: PFAS is present in the sludge and water in the tank. PFAS analysis was included in last years analytical data to the Abilene landfill. The sample anticipated to be collected in the next week or two will also be analyzed for PFAS.

Q9: Is approval to dump in Abilene done by the contractor or the government?

A: The Abilene landfill approval will be coordinated by GAFB prior to disposal.

Q10: The SOW calls for a power wash to remove all dirt and debris, so no chemicals are to be used to wash the tank. Is that correct?

A: Chemical cleaners will be allowed but will require a submittal prior to use.

Q11: What is the weight of the tank?

A: The weight of the tank is unknown, nor do we expect this information will be needed to perform the work.

Q12: Is a copy of insurance required for the award?

A: A copy of insurance is not required for the initial award of the contract.

Q13: If the results of the analytical report show heavy metals over the regulatory limits of the suggested landfill location, what are the approved procedures for disposing of heavy metals over the regulatory limitations?

A: We do not anticipate heavy metals but if this were to occur then this would be an unforeseen site condition. An alternate disposal facility will need to be identified and the waste disposed of there. This would require a submittal complying with all Federal and State environmental requirements.
