PART 1 – SCOPE OF WORK:
1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work (SOW) shall consist of furnishing all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown in the SOW, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation.
1.2 PROJECT DESCRIPTION: The east water tower on Goodfellow Air Force Base is a 400,000 gallon tower (see Part 3 below & TE1 for details). Provide an above ground, factory built, pressure booster station at the east water tower. Booster station shall be a turn-key, factory built, pre-engineered, pre-packaged duplex unit, enclosed for weather, security, and U/V protection. Project includes excavating and replace/install five (5) new 12 inch gate valves located on the west side of the water tower (See TE1 for existing tower reference and specifications).
The Contractor shall develop and submit East Tower Booster Pump Station work plan to meet all work as described in Parts 3 and 4 below.
1.3 LOCATION: Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, Texas and is bounded to the north by Highway 388 (Paint Rock Rd.), to the west by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by South Chadbourne St (Hwy. 1223) and to the east by the eastern city limits.
1.4 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner, by qualified trained, efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project. Individual trade work for this project shall be performed and quality maintained by the applicable trade only. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that shall result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this SOW and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.
1.5 WORKING CONDITIONS: The Contractor shall have one hundred and fifty (150) calendar days to perform and complete all work after (START OF WORK ).
Goodfellow Air Force Base has two water towers on the installation. Water main is a loop type system. The east water tower will be drained for the duration of the contract period of performance (POP) by the Government. The Contractor shall coordinate with 17 CES/CEOIU, Water & Fuels Systems Maintenance section to coordinate the draining of the tank fourteen (14) days prior to the start of work. 17 CES/CEIOU may be reached at 325-654-3496/1480.
Contractor shall coordinate all work, storage, lay down yards, haul routes and deliveries with the Contracting Officer. There will not be any power at the project site. The Contractor is responsible for paying American Electric Power (AEP) for installation of all temporary power lines.
Newly provided system infrastructure and/or modifications or of connections to the existing system infrastructure identified in the specifications and/or drawings shall be coordinated with the AEP prior to the contract start date. AEP responsibilities include:
1. Sizing and providing of all primary conductors, including ditch and conduit.
2. Sizing and providing of distribution transformer.
3. Placement of transformer pad.
4. Providing of secondary cable terminals.
5. Transformer
The new booster pump station shall require a transformer upgrade at the east water tower location.
All work on the system or facilities expected to connect to the system shall comply with AEP’s specifications and codes. Under no circumstance shall the Contractor connect to, or otherwise touch AEP's infrastructure without AEP's express written permission. The Contractor shall submit AEP’s permission letter (FIO) to the Contracting Officer 14 days prior to the start of work. The Contractor shall coordinate with AEP on schedules and completion of transformer upgrade.
Coordination with AEP is the Contractor’s responsibility and shall provide for no basis of a claim against the Government for delays with power and transformer upgrades.

Applicable traffic control signage where required by the contract shall remain overnight.
All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph DELIVERY, STORAGE, AND PARKING (1.14).
1.5.1 WORK SCHEDULE: Working hours for the Contractor shall normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. The Contractor shall submit the work schedule to the Contracting Officer 14 days prior to the start of work.
1.5.2 WORK AREA ACCESS: The Contractor shall coordinate with the Contracting Officer for facility access.
1.6 PHASING REQUIREMENTS: NONE.
1.7 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in Title 29 Volume 5 Subtitle B Chapter XVII
1910.120 and Volume 8 Subtitle B Chapter XVII 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including AFMAN 91-203. The Contractor shall also ensure that all work is performed in accordance with project identified EPA, national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the latest edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual EM 385-1-1. All job sites are subject to inspections by the Government, Department of Labor, and State of Texas.
In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.
1.7.1 Traffic Control/Maintenance of Operations: The Contractor shall be fully responsible for furnishing, installing, and maintaining suitable, approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the jobsite for the duration of the project at no additional cost to the Government. All traffic control/signage shall be in accordance with the US Department of Transportation Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F, Manual on Uniform Traffic Control Devices, and the latest edition in effect on the date of solicitation. Barricades shall contain warning lights operating in a flashing mode from dusk to dawn (if required). Warning signs/lights shall be in accordance with the current requirements of ITE Standard for Flashing and Steady Burn Warning Lights. The Contractor shall submit a Traffic Control Plan shall be approved by the Government via AF Form 3000.
1.7.2 All companies who conduct business within the state of Texas must, in accordance with Texas Worker’s Compensation laws (Texas House Bill 62), have an approved Company Safety Policy and an Accident Prevention Plan. The plan, approved by the Texas Worker’s Compensation Commission (TWCC), shall be submitted For Information Only (FIO) in accordance with paragraph, SUBMITTALS (1.12). In addition to meeting the TWCC requirements; the plan shall also include the requirements of COE Safety Manual EM 385-1-1.
1.7.3 Resolution of Department of Labor citations for violations of Occupational Safety and Health Standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.
1.8 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price. The Contractor is allowed to deconstruct/dismantle /demo portions of existing chain link fence surrounding the east water tower for work plan purposes. The Contractor shall reinstall/replace chain link fence back to its original condition at no expense to the Government. All work areas, storage, lay down yards, haul routes shall be restored back to its original condition at no cost to the Government upon completion of this contract.
1.9 SITE MAINTENANCE AND CLEANUP:
1.9.1 SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All streets and roadways in/or adjacent to the site shall remain free of project generated trash and debris at all times.
1.9.2 DAILY CLEANING: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas.
1.9.3 CLEANUP: The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the Contract Officer. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contract Officer. The Contractor is authorized to stockpile booster pump station material in the staging area. Maximum height 15.00’ with 5:1 side slopes, provide erosion control protection around the stockpile limits.
Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. All project demo spoil (dirt, rocks, concrete, etc.) shall be removed from Goodfellow Air Force Base and disposed of by the Contractor. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Contract Officer.
1.10 TOILET FACILITIES: There are no toilet facilities available for Contractor use. The Contractor shall provide his own portable/temporary toilet facilities. Location shall be submitted for Government approval.

1.12 SUBMITTALS: The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance for all items provided and installed per the attached AF Form 66. The Contractor shall not be permitted to perform any work on site without approved submittals. The submittals listed on the attached AF Form 66 shall be required and shall be submitted for Government Approved (GA) or For Information Only (FIO). Use AF Form 3000 to process submittals. Submit four copies of submittals to Contracting Officer. Execute DD Form 1354 Checklist and submit to Contracting Officer at work pre-final inspection.
1.13 WARRANTY: The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name.
All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.
1.14 DELIVERY, STORAGE, AND PARKING: All equipment and materials delivered or stored shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants, in accordance with the manufacturer’s guidance. Contractor may request a storage/lay down area in order to store equipment, vehicles and supplies in an approved staging area (See TE 2, Contractor’s work-storage area). The area shall have a fence and be a minimum of 6’-00” high portable interlocking panels. The Contractor may store tools, equipment, and supplies in container to be parked and located within the fenced area. All work areas, storage, lay down yards, haul routes shall be restored back to its original condition at no cost to the Government upon completion of this contract.
1.14.1 CONTRACTOR PARKING & STORAGE: The Contractor shall submit a material and equipment storage area and Contractor parking layout for Government approval.
1.14.2 STORAGE AREAS: All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with PART
2.0 below at no additional expense to the Government.
1.15 UTILITY OUTAGES AND SPECIAL CONDITIONS:
1.15.1 PERMITS:
1.15.1.1 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST: The Contractor shall obtain and process AF Form 103 for approval prior to commencement of work for this project.
The Contractor shall submit the completed AF Form 103 to the Contracting Officer. Due to the requirement for multiple agencies to coordinate digging permit requests, it takes approximately 14 days for processing of the paperwork. Contractor requests should be submitted at the earliest possible date to preclude delays. Point of Contact for processing AF Form 103 is at bldg. 3519, Rm. 160, 325-654-3502/3434/3436.
1.15.2 UTILITY OUTAGES: When a utility outage is necessary to perform the contract work in an occupied facility, regardless of whether the work area is occupied, the outage shall be performed by the Contractor during non-duty hours at no additional cost to the Government, unless otherwise approved by the Contracting Officer. The Contractor shall notify 17th Civil Engineer Squadron Service Call (325) 654-3436 of outage requirements to include buildings affected; length of outage; and reasons for the outage. The Contractor must allow affected occupants a minimum of fourteen (14) calendar days’ notice prior to outage. The Contractor is also required to submit to the Contracting Officer a written notification of the requested outage.
1.15.3 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed. The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not abuse the use of base telephones. Telephones shall be used for contract related issues only. The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.
1.15.4 BASE FIRE REGULATIONS: The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”. The Contractor shall use no explosives in performing the work. All work shall be in strict compliance with NFPA-101.
1.15.4.1 WELDING, CUTTING AND BRAZING: The Contractor shall contact 17 CES/CEFP (Fire Prevention) for a complete inspection of all welding, cutting, and brazing operations prior to any operation. The Contractor shall provide an appropriate operable fire extinguisher. Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements) and AFMAN 91-203, Air Force Occupational Safety, Fire, and Health Standard, Chapter 27 – Welding, Cutting and Brazing”. An AF Form 592 USAF Welding, Cutting and Brazing permit shall be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Prevention at (325) 654-3532/33/34 for issuance of permit.
1.16 DISPOSAL: Items to be included in the removal shall include but not be limited to the careful removal and disposition of materials. The Contractor shall recycle or divert wastes from landfill disposal to the maximum extent practicable. The Contractor shall track recycling and waste disposal and submit the report on the attached Waste Management Form for Government Approval at the end of the project, and prior to final acceptance of the work. The Contractor shall, before commencement of any work, carefully survey the existing site to determine the extent of the work. The Contractor shall take all necessary precautions to ensure against damage to existing work to remain in place, or to remain the property of the Government. Any damage to the aforementioned shall be repaired or replaced by the Contractor at no additional cost to the Government. The Contractor shall be responsible for the proper disposal of all materials, meeting all rules pertaining to the disposal of such products.
PART 2 – ENVIRONMENTAL REQUIREMENTS:
2.1 COMPLIANCE WITH LAWS: Work Plan activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Subcontractors comply with all applicable federal, state, and local laws, regulations, ordinances, and standards related to environmental matters.
2.2 PROTECTION OF HISTORICAL AND ARCHAEOLOGICAL RESOURCES: All known Historical, Archaeological, and Cultural Resources within the Contractor’s work area will be designated on the contract Technical Exhibits. The Contractor shall take precautions during the contract to preserve all resources, as they existed at the time of contract award and comply with the Archaeological and Historic Preservation Act (AHPA) and the Archaeological Resources Protection Act (ARPA). The Contractor shall provide all protective devices such as off-limit markings, fencing, barricades, or other devices as needed and shall be responsible for preservation of the sites during this contract.
All items having any potential historical or archaeological interest outside of designated areas, which are discovered in the course of any work plan activities, shall be carefully preserved. The Contractor shall protect the find in-place by leaving the archaeological find undisturbed and by using flags to mark a 50-foot radius area around the find. The find shall be immediately reported to the Contracting Officer so that the proper authorities may be notified. All work shall be stopped in the immediate area of the discovery until directed by the Contracting Officer to resume work.
Any work required to preserve or protect these finds shall be accomplished before work resumes.
2.3 HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR: The Contractor shall identify, characterize, containerize, store, and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR) parts 260-270, state regulation 30 TAC 335, all local guidelines, and as specified. A Uniform Hazardous Waste Manifest shall be used by the Contractor to document all parties and locations involved in the transportation, storage, and disposal of all hazardous and special wastes. This form shall be provided to the Government by the Contractor and signed by the Base Environmental Coordinator (CEIE) before the waste is transported from the limits of Government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place. Hazardous waste treatment, storage, and disposal facility shall be located within in the state of Texas, permitted by the U.S.
EPA, and approved by CEIE.
2.4 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor shall notify the Contracting Officer’s Representative and CEIE upon encountering any material not identified in this Statement of Work thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage and disposal of the waste if necessary.
2.5 ASBESTOS: To the best of the Government's knowledge, no asbestos-containing material (ACM) will be encountered during this project. Should the Contractor encounter previously unidentified or suspected ACM, which must be disturbed to comply with the contract documents, the Contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer. The Government will take appropriate measures to ascertain the material's composition and determine any remedial actions necessary.
2.5.1 Asbestos Containing Building Materials: Under no circumstances, under the provisions of this contract, shall the Contractor be allowed to provide asbestos containing building materials, or products containing encapsulated asbestos or mineral fibers, as defined in 40 CFR 61, National Emission Standards for Hazardous Air Pollutants of 1990, to GAFB.
2.6 HAZARDOUS MATERIALS: The Contractor shall provide to the Contracting Officer an AF Form 3000, Material and Approval Submittal, listing all materials to be utilized during the contract.
If any of the material is classified as hazardous in accordance with AFI 32-7086, Hazardous Materials Management, the Contractor will submit an AF Form 3952, Chemical Hazardous Material Request Authorization Form, for each material item with all supporting information as required for approval. The Contractor shall obtain the authorization from the Contracting Officer prior to bringing or using hazardous materials onto the installation. The Contractor shall supply an up-to-date Safety Data Sheet (SDS) for each requested AF Form 3952 item listed as a hazardous material, as defined to be delivered under this contract. The hazardous material shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. This information shall also be included on the SDSs submitted under this contract. The Contractor shall maintain an onsite file of all SDSs. The Contractor shall submit for Government Approval (via AF Form 3000) to the Contracting Officer on a monthly basis, or at the end of the contract, as determined by the Contracting Officer, a report (2 copies) of usage of HAZMAT materials within that period on a GAFB Contractor’s Hazardous Materials Usage Report. No hazardous materials, lubricants, oils, liquids, or related materials shall be deposited in the refuse containers on base.
2.7 NUISANCE AND POLLUTING ACTIVITY PROHIBITED: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as, but not limited to, concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste, and hazardous substances) into building drains, site drains, streams, waterways, holding ponds, or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result. Further, the Contractor shall conduct work activities in such a fashion as to avoid creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize impacts of work activities.
2.8 RELEASE OF FLUIDS TO THE SANITARY SEWER SYSTEM: The Goodfellow AFB sanitary sewer system discharges into the Publicly Owned Treatment Works (POTW) operated by the City of San Angelo, Texas. This POTW has established testing requirements for certain constituents as well as discharge limits of those same constituents. Accordingly, any Contractor performing work at Goodfellow AFB and contemplating a release of non-hazardous water into the sanitary sewer system shall meet the pretreatment standards and comply with the testing/release requirements established by the City of San Angelo. Contractor is also responsible for all testing, monitoring, measuring, documenting, and related activities to verify this compliance. Contractor shall not discharge wastewater to base’s sanitary sewer without prior approval of the Government.
2.9 PESTICIDES : Application of all pesticides shall be accomplished by certified pest control personnel or under the supervision of a State of Texas certified pest control operator. Contractor shall furnish labels and SDSs for all contract pesticide materials at least 25 days prior to start of contract for approval by AETC Pest Management Coordinator (PMC) via an AF Form 3000. Any nonstandard pesticide not listed in the installation approved inventory list shall be approved by the AETC PMC prior to use. Delivery and storage of pesticides shall be monitored by certified personnel to ensure the adequacy of containers and the safe storage of toxic materials. Disposal of containers and chemicals will be monitored to prevent pollution of natural drainage systems or the unintentional release of pesticide particulates into the air. The Contractor shall comply with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and submit an AF Form 3000 with copies of certifications for operator using to the Contracting Officer for approval prior to application of Insecticides, Fungicides, and/or Herbicides. Additionally, the Contractor shall notify the Goodfellow AFB Entomology Shop at 325-654-5208 at least five calendar days in advance by the Contractor of proposed application of any insecticides, fungicides, herbicides, rodenticides, or other pesticides and copies of all application records shall be submitted to the Base Entomology Shop. The Contractor shall use the GAFB Pesticide Application Form, available from Base Civil Engineer office, to submit the required application information.
2.10 AIR EMISSIONS: Media blasting may require registering the project activity under state regulation 30 TAC 106.452. The Contractor shall prepare the state form PI-7 for signature approval by the base prior to start of work. The Contractor shall meet all provisions of the Permit-By-Rule.
2.11 DRINKING WATER: For all drinking water disruptions, the Contractor shall adhere to 30 TAC 290 Subchapter D paragraph 290.46(g and j). Submit an analysis report and a Drinking Water Customer Service Inspection Checklist via an AF Form 3000 for Government Approval. Contact Bioenvironmental Engineering at (325) 654-3126 prior to restoring drinking water service.
2.12 PROTECTION OF WATER RESOURCES: All work under this contract shall be performed in such a manner that objectionable or nuisance conditions will not be created in lakes, reservoirs, streams or storm water conveyances through or adjacent to the project areas. The Contractor shall comply with the terms and conditions of the Texas Pollutant Discharge Elimination System (TPDES) Work General Permit, TXR150000 (GCP). At least 30 days prior to the start of work, the Contractor shall seek coverage under the GCP for storm water and non-storm water discharges associated with work plan activities.
2.12.1 STORM WATER PREVENTION PLAN: For all soil disturbance of more than 1 acre, the Contractor shall prepare a Storm Water Pollution Prevention Plan (SWP3) meeting all requirements specified in the GCP and will include the Contractor’s Best Management Practices for erosion and sedimentation control at the site. This plan shall be submitted for Government approval (GA).
2.12.2 SMALL MUNICIPAL SEPARATE STORM SEWER SYSTEMS: Regardless of the amount of soil disturbed, all non-storm water discharges from Contractor’s site shall conform with TPDES General Permit TXR040000 for Small Municipal Separate Storm Sewer Systems (MS4).
2.12.3 NOTICE OF INTENT: If a Notice of Intent (NOI) is required for permit coverage, the Contractor shall submit the NOI to the state and provide copies to the Government via Form 3000 FIO. Contractor shall make required MS4 notifications to the City of San Angelo and the base.
Copies of all notifications will be provided to the Contracting Officer via Form 3000 FIO.
Contractor shall be responsible for fees associated with obtaining coverage under the GCP.
2.12.4 NOTICE OF TERMINATION The Contractor shall also file a Notice of Termination (NOT) TCEQ Form 20023 promptly after site stabilization in accordance with the general permit is achieved. These forms may be found at the TCEQ website (http://www.tceq.state.tx.us). The prime Contractor’s principal shall sign to certify the NOI/NOC/NOT or Work Site Notice. A copy of the NOT shall be provided to the Contracting Officer and Base Environmental Coordinator, FIO.
2.12.5 ADDITIONAL STORM WATER MEASURES: The Government will specify if the contracted project is part of a larger common development requiring additional storm water measures be taken to obtain permit coverage, or if the project area is greater than 5 acres.
2.12.6 POST-WORK CLEANUP OR OBLITERATION: The Contractor shall obliterate all evidence of temporary work facilities such as haul roads, work areas, structures, foundations of temporary structures, or stockpiles of excess materials. It is anticipated that excavation, filling, and plowing of roadways shall be required to restore the area to near natural conditions, which will permit the growth of vegetation thereon. The disturbed areas shall be graded and filled as required, and topsoil shall be spread to a depth of approximately four inches over the entire area and the entire area seeded with 30 pounds (pure live seed) of common Bermuda per 1000 square feet and then watered as required until a lush hardy growth is established to the satisfaction of the Contracting Officer. Restoration to original contours is required unless otherwise directed by the Contracting Officer.
2.12.7 SOLID WASTE DIVERSION REPORT: At the end of the project, and prior to final acceptance, the Contractor shall submit a solid waste diversion report by completing the Work Waste Management form identifying the materials and weights either recycled or diverted from solid waste disposal to other re-use as well as weights of waste disposed in a landfill.
2.13 ENVIRONMENTAL MANAGEMENT SYSTEM: Contractor’s on-site supervisory personnel shall complete Environmental Management System (EMS) Awareness Training. The Base Civil Engineer Environmental Coordinator should be contacted at (325) 654-5946 for information to complete the awareness training within 60 days of contract award or a new contract employee supervisor begins work. The training will be accomplished utilizing The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com. The Contractor is responsible for providing EMS Awareness Training records, for each employee, to the Contracting Officer.
2.14 GREEN PURCHASING: Green Purchasing is a mandatory component of the Air Force pollution prevention program. The Under Secretary of Defense issued a policy memorandum “Establishment of the DoD Green Purchasing Program (GPP)” which states: “The DoD goal is to achieve 100% compliance with mandatory Federal GPP programs is all acquisition transactions.”

2.14.1 Applicable Environmental Regulations and Laws: Please see TE-2 2019 DoD Contractor’s Guide
2.14.2 EXEMPTIONS:
2.14.2.1 EPA RECOMMENDATIONS: The U.S. EPA recommends minimum content levels for those items listed in the attached Work Products Recovered Materials Form. These levels are mandatory for Air Force procurements unless one of the following exemptions applies:
a. The product is not available from a sufficient number of sources to maintain a satisfactory level of competition (i.e., available from two or more sources)
b. The product is not available within a reasonable period of time.
c. The product does not meet the performance standards in applicable specifications or fails to meet reasonable performance standards of the procuring agency.
d. The product is not available at a reasonable price. For Air Force purposes, “unreasonable price” is defined as follows: If the price of the recycled-content product exceeds the cost of a non-recycled item, then the price is considered unreasonable.
2.14.2.2 CONTRACTOR RESPONSIBILITY: The Contractor shall complete the attached Work Products - Recovered Materials Determination Form with respect to the work and products being provided. Contractor shall provide written documentation when items not meeting the minimum content levels are used. This documentation shall be forwarded to the Contracting Officer via AF Form 3000 for Government Approval. In the event the documentation fails to support the Contractor’s findings, the Contracting Officer shall return the documentation to the Contractor citing the reason(s) for disapproval.
2.14.3 EPA DESIGNATED ITEMS: A complete listing of the U.S. EPA-designated items can be obtained at the following website:
https://www3.epa.gov/wastes/conserve/tools/cpg/products/index.htm. Not all of these materials may be required for this project. Please refer to the drawings and specifications. The attached Work Products Recovered Materials Form shall be used to demonstrate compliance with the stated procurement requirements.
2.14.4 INTENT: The intent of this section is to increase the use of GPP by all Contractors involved with this project.
2.14.4.1 The various sections of the specifications contain references to products to be used during this project. The listed product may or may not be manufactured from or contain recycled materials. Therefore, all Contractors, Subcontractors, equipment suppliers, and material suppliers are responsible for compliance with this specification and those items/products listed on the attached form. Recycled products shall be used wherever possible subject to the exemptions as per the paragraph entitled EXEMPTIONS.
2.14.5 RECYCLED OR RECOVERED PRODUCTS: Those materials identified on the form at the end of this section.

PART 3 – PRODUCTS:
3.1 REFERENCES TO MATERIALS, MANUFACTURERS, AND PRODUCTS: All electrical parts and equipment shall be manufactured by “Square D” or approved equal. If “Square D” products are not available, materials and equipment shall be the standard products of a manufacturer regularly engaged in the manufacture of the products and shall essentially duplicate items that have been in satisfactory use for at least two years prior to bid opening.
3.1.1 VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor supervision is highly encouraged to visit the premises to become thoroughly familiar with details of the work and working conditions, as well as to field verify all dimensions and advise the Contracting Officer of any discrepancies before starting the work.
3.2 GOVERNMENT FURNISHED EQUIPMENT (GFE): None
3.3 CONTRACTOR PROVIDED MATERIALS (CPM): The Contractor shall provide all labor, materials, tools and equipment required to perform all dismantling, demolition, waste removal, spoil removal, excavation, repairs and reinstallation as listed in this statement of work.
a. Provide a New Above Ground Booster Station.
1. New booster station shall be a turn-key, factory built, pre-engineered, pre-packaged duplex unit. Booster station shall be enclosed for weather, security, and U/V protection. Station shall be factory tested and certified before shipping.
2. New booster station flow capacity shall adequately fill tank in six to eight (6-8) hours after peak demand.
3. Contractors new booster station work plan shall be submitted for Government approval thirty (30) days after START OF WORK (see Attachment 1 AF Form 66).

3.3.1 PUMP(S)
A. The pump(s) shall be Horizontal Close-coupled End Suction Centrifugal Pump(s) with back pullout design and shall be a Patterson Model E3J9A-2 or approved equal.
PERFORMANCE CRITERIA
The (vertical in-line), (vertical multi-stage), (horizontal close-coupled end suction centrifugal) pump(s) shall have a rated capacity of __1207___ GPM when boosting pressure _87.4__ PSI.
Motor and pump speed shall not exceed __3600___ RPM.

Pump Performance Certifications:
Each pump shall undergo a certified hydrostatic test at 150% of the pressure developed at shut-off head. During unattended operation, the pump shall retain adequate liquid in the casing to insure automatic repriming while operating at its rated speed in a completely open system. The need for a suction check valve or external priming device shall not be required.
Certified performance tests shall be performed on each pump utilizing its specified drive. If variable frequency drives are specified, one drive of each rating shall be used to drive the appropriate pump in the system. Upon request from the engineer, certified reprime performance test results, prepared by the manufacturer, and certified by a registered professional engineer, shall be submitted for approval prior to shipment.
All tests shall be performed in accordance with the Hydraulic Institute Test Standards for Centrifugal Pumps - 1.6 (1988).
Six evenly spaced test points shall be taken and shall include conditions at shut-off (zero flow) and the operating points specified herein. Preliminary test data must be submitted to the owner seven days prior to the actual test date.
1) Liquid to be used for all tests shall be water.
Certified Pump Performance Test
Tests shall be conducted using a dynamometer in accordance with Hydraulic Institute Standards (ANSI/HI) 14.6.3.4 acceptance grade 2B. A minimum of five test points shall be measured. Test point data shall include flow, head, pump shaft input speed and torque. Efficiency and horsepower shall be calculated using the measured test point data. Performance test data evaluation shall be in accordance with ANSI/HI 14.6.3.4.2.
For pumps utilizing up to (13 HP) motors; but larger than (1.3 HP), tests shall be conducted in accordance with Hydraulic Institute Standards (ANSI/HI) 14.6.3.4.1, as the specified head, capacity, rated speed and horsepower.
Factory System Test
All components including the pumps, motors, valves, piping and controls will be tested as a complete working system at the manufacturer's facility. Tests shall be conducted in accordance with Hydraulic Institute Standards at the specified head and capacity per acceptance grade 2B. Factory operational test shall duplicate actual performance anticipated for the complete station.
A. Manufacturer’s Warranty: The pump station manufacturer shall warrant all equipment to be of quality work, free of defects in material and workmanship. A written warranty shall include specific details described below.
1. In addition to defects in material and workmanship, fiberglass reinforced polyester station enclosures (where applicable) are warranted 100 % for sixty (60) months to be resistant to rust, corrosion, corrosive soils, effects of airborne contamination or physical failures occurring in normal service for the period of the pump station warranty.
2. All other equipment, apparatus, and parts furnished shall be warranted 100% for sixty
(60) months, excepting only those items that are normally consumed in service, such as light bulbs, oils, grease, packing, gaskets, O rings, etc. The pump station manufacturer shall be solely responsible for warranty of the station and all components.
B. Components failing to perform as specified by the engineer, or as represented by the manufacturer, or as proven defective in service during the warranty period, shall be replaced, repaired, or satisfactorily modified by the manufacturer.
C. It is not intended that the station manufacturer assume liability for consequential damages or contingent liabilities arising from failure of any vendor supplied product or part which fails to properly operate, however caused. Consequential damages resulting from defects in design, or delays in delivery are also beyond the manufacturer's scope of liability.
D. Equipment supplied by others and incorporated into a pump station or enclosure is not covered by this limited warranty. Any warranty applicable to equipment selected or supplied by others will be limited solely to the warranty, if any, provided by the manufacturer of the equipment.
E. This limited warranty shall be valid only when installation is made and use and maintenance is performed in accordance with manufacturer recommendations. A start-up report competed by an authorized manufacturer’s representative must be received by manufacturer within thirty (30) days of the initial date the unit is placed into service. The warranty shall become effective on the date of acceptance by the purchaser or the purchaser's authorized agent, or sixty (60) days after installation, or ninety (90) days after shipment from the factory, whichever occurs first.
F. Materials and Work Features
1. Pump casing: Casing shall be close grain cast iron type ASTM 48, Class 40, designed for heavy-duty service. Casing shall incorporate following features:
a. The casing shall be horizontally split; (dual) (single) volute type with the suction and discharge flanges cast integrally with the lower half in order that the upper part may be removed for inspection of the rotating element without disturbing pipe connections.
b. The upper half-casing flange shall have tapped holes for jackscrews. The interior shall be smooth and free from surface defects.
c. Thickness, diameter, and drilling dimensions of suction flanges shall be Class (125)
(250) ANSI standard. Discharge flanges shall be Class (125) (250) ANSI standard.
Casings shall be drilled and tapped for vertical priming, gauge, and drain connections. Suitable lifting lugs or eyebolts shall be provided.
d. Pump mounting feet shall be cast integrally with the lower half of the pump casing.
e. The joint between halves of the casing shall be heavily flanged and bolted, and provided with dowel pins to insure accurate alignment.
2. Impeller:
Impeller shall be of the double suction enclosed type made entirely of ASTM B584- 836 bronze, finished smooth all over and of ample strength and stiffness for maintaining the maximum capacity of the unit.
The impeller shall be statically and dynamically balanced. The impeller shall be keyed to the shaft and held in axial position on the shaft by means of ASTM B148- 954 bronze sleeves extended through the stuffing box and locked at the outside of the stuffing box with a locking nut. There shall be an O-ring between the sleeve and the nut to prevent entrance of air or liquid between the shaft and sleeve.
3. Wear Rings:
a. At the running joint between the suction and discharge chambers, there shall be provided wear rings on both the casing and the impeller.
b. The casing rings shall be of ASTM B505-927 bronze, positioned in the casing and locked against…
