Questions and Answers – FA303020B0001

Q: Will the Government clarify the number of MHs to be replaced?

A: No manholes will be replaced on this project

Q: Will the Government clarify the number of MHs to be added?

A: No manholes will be added until the video is completed. The video will provide us with a pic of what we have, and what is needed to complete lining.

Q: Will the Government verify the depths of the MHs and sewer lines?

A: We will not provide depths of manholes or the sewer lines. We do not have this information.

Q: Will the Government clarify the flow direction and flow rates for each line?

A: We know flow direction. Everything flow from South to the North. We can’t provide flow rates for each line.

Q: Will the Government clarify the type of soil encompasses Goodfellow AFB?

A: Our soil is typically sand/clay with limestone. This varies throughout the base.

Q: Does the Government have as-builts pertaining to all other UG utilities?

A: Yes we have utility drawings

Q: The brick MH along Schertz Blvd, is this to be replaced?

A: No manholes replaced on this project.

Q: What is the structural integrity of the brick MH along Schertz Blvd?

A: Not sure of structural integrity on this manholes. We have not had any problems with these manholes.

Q: Will the Government provide a laydown area? Where?

A: Yes a laydown area will be provide. After contract is awarded, we will provide a lay down area that best works for Contractor. Last sewer project we used parking lot B-812.

Q: Is the contractor to install 6” clean outs at each building?

A: We will only install 6” if needed after the video is completed.

Q: Will the Owner/Engineer please provide the budget for this project?

A: The magnitude of this project is between $500,000 and $1,000,000.

Q: Will the Owner/Engineer please provide any previous itemized bid tabulations for projects of similar scope?

A: The past two Sewer projects have been awarded at $774,945 and $661,828, however linear footage of sewer line and piping size has varied on each project.

Q: Will the Owner/Engineer please provide a copy of the current plan holders list?

A: We do not have a copy of the current plan holders list to provide.

Q: Will the Owner/Engineer please provide the anticipated NTP date for this project?

A: The NTP will be issued dependent upon the date of award. Projected date of award/funds availability is mid-December.

Q: Will the Owner/Engineer please confirm if there are any prevailing wage requirements for this job?

A: Minimum wage requirements are determined by the Davis-Bacon Act, which is attached to the solicitation.

Q: Is hot water and steam curing allowed for the CIPP lining?

A: On the last two project we used UV CIPP. We would prefer using UV CIPP process.

Q: The 6” lining is of mainline sewers and not laterals?

A: Your bid should be for all lines identified on the drawings. After video has been complete we will re-evaluate the requirements.

Q: Will the owner cover the cost for water? If not where can the contractor access water?

A: If water is needed the base will provide. You will need a current inspected back flow preventer in order to connect to our fire hydrants.

Q: Will the owner provide access and cost for disposal of debris from cleaning the main lines?

A: We do not provide any disposal sites. Contractors are responsible for all disposal of debris off base at Contractor expense. I would think the cleaning debris would flow downhill.

Q: Will the owner or contractor cover the cost for the testing of cured liners?

A: All testing and cost related to testing is provided by Contractor. Owner covers no cost for testing.

Q: Can the owner provide profile views of the lines showing the depths of the lines and manholes? If not, can the owner provide the depths of the manholes?

A: We can’t provide profile views of the lines showing depths, nor can we provide depths of manholes.

Q: Is this work to be done during the day or is any night work allowed?

A: The work will done during the day 0730-1630. Working late and at night could be approved on a case by case if needed.
