Questions and Answers 14 January 2019

1- COMBINED SYNOPIS, EVALUATION FACTORS, pg. 2, para. 1: The government states that they reserve the right to make award to other than the lowest priced offeror if, after making comparative evaluations of all offers, the contracting officer determines that an offer other than the lowest priced offer represents the best value to the Government based on a better past performance history. Per these evaluation instructions, there will be no consideration of a technical section. Will the government clarify if a technical factor is required and how it will be evaluated?

A: Technical is pass/fail and the requirements are stated under Evaluation Factors.

2- COMBINED SYNOPIS ADDENDUM TO 52.212-1, pg. 2, para. (a): Government states quotes are not to exceed 10 pages in length, exclusive of past performance information, offeror's representations and certifications, and documentation of the offeror’s Top Secret Facility Clearance. Will the government clarify then what exactly is included within the 10 pages?

A: The minimum requirements are stated in para (a). This is also where you will certify that you will meet the technical requirements. Anything else included in the 10 pages is up to individual contractors.

3- COMBINED SYNOPIS ADDENDUM TO 52.212-1, pg. 2, para. (c): Government states response shall consist only of two parts; however, at top of page under EVALUATION FACTORS, government includes “Technical” instructions. Will the government please clarify if the response should include a technical section and where that should be included?

A: Technical is part of the price quote/10 pages.

4- DRAFT DD-254: Section 12 Public Release contains, “The contractor must not use references to SCI accesses, even by unclassified acronyms, in advertising, promotional efforts, or recruitment of employees.” Please clarify. It is necessary to identify broad clearance requirements in order to successfully recruit employees. Common Intelligence Community (IC) practice is to restrict advertisements to the term “TS/SCI” for clearance requirements in job announcements. Is that the intent of Section 12?

A: TS/SCI would be fine to use because it does not reveal the control systems.
