TECHNICAL PROVISIONS
DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01010 - GENERAL
1. SCOPE: The work covered by this project consists of the Contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals and performing all operations in connection with the renovation of the HVAC and fire protection / suppression systems for B448, Goodfellow AFB, Texas, complete and in strict accordance with the plans and specifications. Work includes replacing all building-wide HVAC ductwork, hydronic piping, mechanical and equipment systems, building EMCS, fire suppression sprinkler heads and an upgrade to the fire alarm system in accordance with project drawings and specifications.
2. WORKING CONDITIONS:
2.1 Background: Work to be performed for each of the (5) five sequential Phases of this project shall be as described in the specifications and on the plans. The total project performance period for all (5) seven Phases shall be 466 calendar days for the (Basic CLIN 0001 and Option CLIN 0002 (if awarded)). The performance time period for Option CLIN 0002 shall be concurrent with the Basic CLIN 0001. Refer to summary table below for the Phasing Schedule along with transition times between each of the phases.
Basic CLIN 0001: Replace HVAC, EMCS, Fire Suppression and Fire Alarms throughout building
Basic CLIN 0002: Disassemble, Move, Storage including Insurance and Reinstall all Furnishings
The Contracting Officer will issue the Notice to Proceed (NTP) in two phases:
1) Phase 1: The first (90) ninety calendar days after the date of the Phase 1 NTP, shall be for the Contractor lead time. This time is allocated solely for the Contractor to perform such tasks as compiling submittals for approval and/or information, ordering materials to be available for the actual construction work for all phases, performing site surveys, materials surveys, ordering long lead-time items, and verifying dimensions. The Contractor shall have full access to facility 448 except for the secure portion of the facility (North area: Rooms /1A/1B/2/2A/2B/2C/16/16A/ 17/18/19/20/6/7/8/9/10/11/11A/12/21/21A/21B) which will require Government escorts prior to the Government vacating this area. Also no actual new work or demolition shall be permitted during this period, only site surveys.
2) Phase 2 Construction NTP: The construction contractor may not begin construction until a Construction Work Plan (GA) has been submitted and is approved and accepted by the Government and the Government issues a Phase 2 Construction Notice to Proceed (NTP).
Building 448 is approximately 54,634 SF and is a mission essential training facility. Key occupants include the Goodfellow’s 17th Training Group (17 TRG) Group HQ (Group Commander and Group staff), Registrar office, OSI, SECTION 01010 Page 2
Polygraph, SPINSTRA (Training) and Joint Language Resource Center. During the entire duration of this contract, the Government will occupy portions of this facility not under construction, refer to suggested timeline phasing schedule below. The Contractor shall plan work schedules to accommodate full time occupancy.

2.2 Initial Site Mobilization: After the contract Phase 2 Notice to Proceed (NTP), the first work performed by the Contractor shall be site mobilization to include such as tasks as mobilizing the Contractor yard (refer to Attachment “A”, Building Site Plan), performing additional site surveys, material surveys.
2.2.1 The Contractor shall fence-in and secure the lay down area. (Site to be approved based on review of Contractor’s proposed location; reference Specification Section 01010, Paragraph STORAGE AREA). Contractor shall submit proposed location in the Construction Work Plan for approval by the Contracting Officer. Contracting Officer must approve location before Contractor can commence any construction/demolition work. This area shall provide for office space and material storage. New materials shall be secured and protected in this area. This fence shall be minimum 6’-0” high portable chain link with portable interlocking panels, pedestrian gate(s), and vehicular gate(s). The contractor shall establish a designated flammable storage area in the lay down area.
2.2.2 The Contractor shall submit within (14) fourteen calendar days after (NTP) a Traffic and Pedestrian (GA) plan showing pedestrian and traffic flow altered by construction/demolition and proposed alternate routing for approval by the Contraction Officer. Contracting Officer must approve plan before Contractor can commence any construction/demolition work.
2.2.3 Performance time for initial site mobilization shall be 21 calendar days after Phase 2 Construction NTP.
2.3 Work Phases: All construction work shall be sequentially phased.
Also, there will be (7) seven calendar day lead time/transition period between each of the construction work Phases (before start of work and after completion of each phase of work) to allow the Government to vacate each existing portion/Phase of the facility in its entirety as well as return to a completed area before starting the next Phase (Refer to para 2.10 below for Furnishings Moving/Storage/Reinstallation)). The Contractor shall perform no new work or demolition for this project during these transition periods, unless otherwise noted.
Under no circumstances shall the Contractor perform any work/initiate any work in any other area of building 448. Refer to Attachment “B” Building Floor Plan with building room numbers for additional information on mechanical equipment work sequencing by Phase as well as para 2.3.1 below.
Also new construction materials must be approved and on-site prior to start of demolition of existing facility HVAC systems. Furthermore under no circumstances shall any demolition occur until all moving has been completed.
The following phasing plan has been developed to allow the building to remain occupied during construction and to minimize impact to building occupants. The Contractor shall submit a management plan outlining, by each phase, the Contractor’s methods of achieving this work shall be provided within 7 calendar days after Notice to Proceed (NTP) for Contracting Officer approval. Contracting Officer must approve plan before Contractor can
SECTION 01010 Page 5 commence any construction/demolition work. The management plan shall include but not be limited to, demolition plan, proposed utility outages, coordination of all hot water & chilled water shut downs/startups, lay-down areas, and dumpster location(s).
The Government will not occupy or operate in a Phase (area of the building) under construction. At all times in Government occupied building areas, the Contractor shall ensure all building utility systems (power, water, sewer, communications to include cable TV, telephone, internet) are operational. Also the Contractor shall ensure all building restrooms are accessible and usable at all times.
Note some tasks in the Phasing plan must be completed either on weekends or after normal duty hours for the facility occupants. When the contractor is completing work on the weekends or after normal duty hours a Government escort will be present.

2.4 As further described in Specification Section 01010-13.0, a portion of Facility 448 is a controlled access facility that will require Government escorts during work Phases 3A. Government escorts will be located at Contractor entry/egress locations following installation of temporary partitions. During the pre-construction conference the Government will provide additional information regarding procedures and scheduling of Government escorts.
2.5 At all times, the Contractor shall exercise care to reduce noise and ensure safe construction activities while minimizing disturbances. Refer to para 2.20 below for Contractor daily cleanup responsibilities. Normal business hours of the facility are 7AM until 5PM (Monday thru Friday), and the facility is normally closed during weekends.
All adjacent buildings are mission essential training facilities that will remain occupied during duration of this contract. The Contractor shall coordinate the work of all activities whereby both the Government and the Contractor can continue operations with the least possible interference and inconvenience. The Contractor shall conduct all work such that means of facility ingress and egress are maintained at all times for all surrounding buildings.
The Contractor shall be responsible for providing suitable, approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the job site for the entire duration of the contract at no additional cost to the Government. Under no circumstances shall the Contractor open cut the existing troopwalk. Also, the Contractor shall ensure safe pedestrian/troop marching access of the troopwalk at all times.
2.6 Communications Rooms: At all times, the Contractor shall ensure adequate power for communication rooms/closets 1A, 16, 37A, 37 and 57B including providing temporary power to all communication switches at all
SECTION 01010 Page 10 times during construction. Construction Contractor has to provide backup power to the communications hubs at rooms 57B and 37A during construction (limited time only). The existing emergency generator has to be disconnected and a new generator (provided by Contractor) has to be connected. Contractor has to re-connect existing generator. Also, provide at all times adequate cooling and dust protection for all switches. All communication equipment shall remain the property of the Government. The operation of all existing communication equipment systems will be sole responsibility of the Government.
During any/all utility outages (both planned and unplanned) to the communication rooms, the Contractor shall immediately provide all temporary power, cooling, heating, as required for continued 365 days/7 day per week/24 hr uninterrupted service until permanent utilities are made available/returned. A standby 18KW 208V generator is on-site and will be provided by the Government.
2.7 Security Alarms: Facility 448 has security alarms (existing system is “ADVANTOR SYSTEMS”, refer to Specification Section 13721, Small Intrusion Detection System) at every door entry/exit. Following the pre-construction conference, the Government will provide the Contractor with additional information regarding the security alarm locations and operation. The security alarm system shall remain in operation at all times and shall only be down during the time period of the construction phase that affects the area of the facility. At no time shall the Contractor de-alarm any security alarm entry/exit points without prior Government approval and in the presence of the Government (Security Forces Squadron, 17 SFS/S5) personnel.
2.7.1 All work performed related to connecting to the IDS system shall be done by either the installation Contractor “ADVANTOR Systems Corporation” or by an “ADVANTOR” approved Contractor, so as not to void the warranty of the existing IDS system installation. The awardee is responsible for the proper hiring of the installation Contractor "ADVANTOR Systems Corporation" or an "ADVANTOR" approved Contractor.
2.7.2 Prior to the start of building security alarm re-activation, the Contractor shall provide a (14) fourteen calendar day written notification of his intended/requested start date to re-install/re-alarm/commission security alarms card readers and cameras. Following IDS alarm re-activation, access to the facility shall require Government escorts at all times.
2.7.3 The Government will provide additional information at the Contract Preconstruction meeting regarding procedures and scheduling of Government escorts.
2.7.4 Note for the alarm system for rooms 6 and 7 a panel is located in a small closet in room 7 and the two rooms have 2 access doors on the ceiling.
The access doors have switches connected to the alarm system.
2.8 Progress/Coordination Meetings: Weekly progress/coordination meetings between the Government and Contractor will occur. Meeting conference scheduling will be determined by the Government during the pre-construction meeting. The Contractor shall meeting minutes of all progress/coordination meetings.
2.9 Facility Entry/Egress: (Refer to Attachment “A”)

2.9.1 Government entry/egress for all Phases 1 thru 5: The Government entry/egress point to the building for will be both the south and east main entry doors as shown on project drawings. All building fire exit/egress doors shall be maintained/functional at all times.
2.9.2 Contractor entry/egress for all Phases 1 thru 5 shall only be the building east door as shown on project drawings.
2.10 Furnishings Moving/Storage/Reinstallation:
2.10.1 If Option CLIN 0002 is awarded, the Contractor shall
move/transport/off-load all furnishings to an approved designated local location Contractor provided storage after Government personnel have vacated the respective Phase/portion of facility 448. The Contractor shall be responsible for moving and protection of all furniture and other items, exclusive of electronics, training equipment, and personal items. Furniture includes but is not limited to office desks, file cabinets, storage racks, systems furniture, bookcases, etc. The Contractor shall with the Contracting Officer’s Designated Representative perform an exit inventory for all room furnishings (itemized per room) and make note of any large scratches, dents, missing hardware, and other existing defects. The Contractor shall protect and clean all items. Damage caused to furniture or other Government property as a result of Contractor operations shall be repaired or replaced at no additional cost to the Government. Contractor shall replace/repair all furniture to its original condition unless directed otherwise by the Contracting Officer. The Contractor shall block open all refrigerators to allow the passage of air in order to prevent mildew. The Contractor shall with the Contracting Officer’s Designated Representative perform a return inventory of all storage furnishings and other items using the previously completed exit inventory documentation.
Goodfellow AFB does not have any on base storage.
2.10.2 Upon completion of all work for each Phase and Option CLIN’s (if awarded), the Contractor shall remove/return all furnishings. There is no existing on-base available storage. The Contractor shall not move/return any furnishings until after completion of the final inspection of each Phase. The Contractor shall return/move/transport/off-load/install all furnishings to building 448 for each completed Phase. The delivered/return furnishing locations shall be within facility 448 to original location and as determined by the Contracting Officer or Contracting Officer Designated Representative.
2.10.3 Moving, replacement, disassembly, and re-assembly of all furnishings including systems furniture shall be accomplished by firms or persons possessing prior experience in this field of expertise. The Contractor shall have either the required experience or a firm agreement with a Sub- Contractor who possesses the required experience. Under no circumstances shall any demolition occur until all moving has been completed.
2.10.4 Storage: If Option CLIN 0002 is awarded, the Contractor shall be responsible for storage of all furniture and other items, exclusive of electronics, training equipment, and personal items. Furniture includes but is not limited to office desks, file cabinets, storage racks, systems furniture, bookcases, and a refrigerator etc. The Contractor shall with the Contracting Officer’s Designated Representative perform an exit inventory of all furnishings and make note of any large scratches, dents, missing
SECTION 01010 Page 12 hardware, and other existing defects. The Contractor shall protect and clean all items. Damage caused to furniture or other Government property as a result of Contractor operations shall be repaired or replaced at no additional cost to the Government. Contractor shall replace/repair all furniture to its original condition unless directed otherwise by the Contracting Officer. The Contractor shall block open the refrigerator to allow the passage of air in order to prevent mildew. The total monetary value of the stored furnishings for each phase has been established at $100K. The Contractor shall provide a minimum insurance of no less than 50% of the total replacement value of the stored furnishings. The approved designated Contractor provided storage shall be clean and dry at all times.
The Contractor shall submit documentation (GA) stating proposed local storage location and documented proof of insurance coverage. There is no existing on-base available storage. The Contractor shall not move/return any furnishings until after completion of the final inspection for each completed Phase of CLIN 0001. The Contractor shall with the Contracting Officer’s Designated Representative perform a return inventory of all storage furnishings and other items using the previously completed exit inventory documentation. Refer to Attachment “D” for complete list of all furnishings by Phase scheduled for storage.
2.11 In accordance with the Goodfellow Utilities Specification Section 01020, the Contractor shall submit written notification regarding any and all utility outages to the Contracting Officer (14) fourteen calendar days in advance of the proposed outage. All water, power, or communication outages must be scheduled for weekends or after normal duty hours.
2.12 The Contractor shall have the responsibility to prevent freezing of utility lines and stoppages in sanitary sewer lines during construction/demolition operations. Upon completion and prior to final inspection, the Contractor shall flush all lines and prove flow through the lines.
2.13 For all work that shall be accomplished on a weekend, a (7) seven calendar days advance written request seeking permission to work on the weekend shall be submitted to the Contracting Officer. This request shall specify the amount of time and number of workers necessary to accomplish the work. After the above work is complete, the Contractor shall complete all demolition and new construction, as required.
2.14 Indoor Air Quality: All interior spaces shall be properly ventilated to comply with all applicable OSHA Regulations, and the Contractor's safety plan required by this contract specification. The Contractor shall minimize dust particles during construction operations to the best of his ability.
The Contractor shall submit a management plan prior to start of Phase 1 work.
2.15 Refer to Attachment “C”, Project Closeout Checklist. The Contractor shall complete this checklist prior to the completion of all work. The Government will only accept Beneficial Occupancy Date (BOD) after approval/acceptance of all checklist items, unless otherwise noted as not applicable to the work. For each Phase regarding all drinking water disruptions, refer to Utilities Specification Section 01020, para. 3.3.
2.16 Notification: The Contractor shall cease work and notify the Contracting Officer upon coming across lead based paint, asbestos containing
SECTION 01010 Page 13 material and regulated waste material, not identified in this contract, thought to be hazardous to workers or personnel in the area.
2.16.1 Asbestos: Refer to Section 01400. Should the Contractor encounter/suspect previously unidentified Asbestos Containing Material (ACM) that must be disturbed to comply with the contract documents, the Contractor shall cease all work which would disturb the suspect material and shall immediately notify the Contracting Officer.
2.16.2 Lead Based Paint: Refer to Section 01400. Should the Contractor encounter/suspect previously unidentified lead based paint that must be disturbed to comply with the contract documents, the Contractor shall cease all work that would disturb the suspect material and shall immediately notify the Contracting Officer. The Government will take steps, as appropriate, to ascertain the material’s composition and determine future actions necessary.
2.17 While working on a roof, the Contractor shall maintain the weatherproof integrity of the roof. Contractor shall repair, at no additional expense to the Government, any construction of weather related damages incurred while roof work takes place.
2.18 Utility Outages: In accordance with Specification Section 01020, the Contractor, shall submit to the Contracting Officer written notification regarding any and all utility outages 14 calendar days in advance of proposed outage and shall not exceed 1 hour during normal business hours.
Outages expected to exceed 1hour shall be scheduled for non-duty hours after 5PM or weekends.
2.19 Cleaning and Protection:
2.19.1 All construction debris, trash, dirt, etc. shall be immediately removed, at a minimum daily and as required, at the Contractor’s expense in accordance with all local, state and federal environmental laws and regulations.
2.19.2 All areas shall be cleaned at a minimum daily and as required to maintain a professional appearance at all times. All existing building interiors affected by construction shall be maintained and fully protected by the Contractor until completion of work for this project.
2.19.3 All carpets shall be vacuumed and shampooed as required after completion of each work phase. A full final shampoo cleaning shall be done before Government acceptance.
2.20 Existing Virtual Chiller Plant/Loop (VCP): The Contractor shall submit a management plan disconnect and reconnect the VCP piping. In 2006/2007 as part of Energy Savings Performance contract (ESPC), a new chiller loop system was installed interconnecting Goodfellow’s Intel Campus area facilities (11 facilities); B447, B448, B501, B519, B520, B521, B523, B525, B526, B530 and B533. The VCP provides a chilled water piping (primary-secondary loop), converted to constant flow primary/variable flow secondary system, and is controlled as a single (VCP) plant. The VCP loop configuration enables poorly loaded facilities to be shut off and served by fewer, but better loaded facilities. Also this reduces auxiliary equipment usage, provides better chiller efficiencies and reduced pumping requirements
SECTION 01010 Page 14 producing energy savings while reducing runtimes on primary equipment and reducing the O&M costs of each individual facility systems. Currently building 448 is supplying/receiving supplemental chilled water to the VCP loop, to the other facilities Intel facilities listed above.

2.21 Construction Work Plan (GA): The Contractor shall submit a Work Plan outlining the Contractor’s desired phasing plan and the Contractor’s methods of achieving work within (14) fourteen calendar days after Phase 1 Notice to Proceed (NTP) for Contracting Officer approval. The Contracting Officer must approve this Work Plan before issuing a Construction NTP and the Contractor can commence any construction work. The Work Plan shall include a detailed GANT chart showing the contrator’s proposed phasing plan and elements.
3. WORK SCHEDULE:
Working hours for the Contractor will normally be between the hours of 7:30 A.M. and 4:30 P.M. excluding Saturdays, Sundays, and Federal holidays.
Refer to Section H of the solicitation/contract document for further information on working days. If the Contractor desires to work during periods other than above, a request must be made to the Contracting Officer in writing four (7) seven calendar days in advance of his/her intention. If the required base personnel are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
3.1 RED ZONE MEETING: The contractor shall hold a “Red Zone” meeting 60 days before the anticipated Beneficial Occupancy Date (BOD). The whole Project Delivery Team (PDT) will meet to discuss the close-out process, to schedule the events and assign responsibilities for actions necessary to produce a timely physical, as well as fiscal, project close-out.
4. SAFETY AND HEALTH:
4.1 All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, Air Force Instruction 91-203, AFOSH standards including but not limited to ANSI, NFPA, ASTM, and CPSC as applicable, and handbooks, and the Corps of Engineers (COE) Safety Manual 385-1-1 all editions in effect on the date of the solicitation. The Contractor shall comply with all mandatory requirements for lockout/tag out, confined space, hazard communication, fall protection, personnel protection equipment, scaffolding, powered construction equipment, and all project related safety and health requirements.
4.2 All companies who conduct business within the state of Texas must, in accordance with Texas Worker’s Compensation laws (Texas House Bill 62), have an approved company safety policy and an Accident Prevention Plan. The plan, approved by the Texas Worker’s Compensation Commission (TWCC) and meeting all of the requirements of the COE Safety Manual, shall be submitted

For Information Only (FIO) in accordance with paragraph 16, SUBMITTAL
REQUIREMENTS.
4.3 All holes/pits/trenches/manway openings, etc., that are to be left open shall be surrounded with a 48 inch high mesh fence with highly visible orange plastic coating with warning signs posted “Keep Out” and blinking light from dusk to dawn. Guardrails, fences, barricades, and warning lights or other illumination shall be provided in roadwork construction or near vehicular traffic areas. Fence shall be securely anchored with tension wires and posts as required to prevent sagging and located a minimum of 3 feet from the opening so as to prevent an individual, should they fall across the fencing, from falling into the opening. All exposed trenches/holes shall also be covered, when not being worked in, with three quarter inch plywood or a metal grating that will prevent anyone from entering the trench/hole.
4.4 Radiation Permits and Authorizations: Civilian Contractors or any other agency bringing a radioactive device, e.g., soil or asphalt density meter, on Goodfellow AFB must have prior approval from the Base Radiation Safety Officer (RSO). An application to bring a radioactive device on Goodfellow AFB shall be forwarded to the Base RSO through the Contracting Officer at least 7 days prior to the anticipated use. The application package shall include:
a. Copy of the appropriate Nuclear Regulatory Commission License or State Permit to operate or own a radioactive device.
b. Copy of the operator’s qualifications and radiation safety training.
c. Radiation dosimetry results for the operator for the prior calendar year, if applicable.
d. Statement of the expected storage and security requirements or other particular needs of the Contractor.
e. Copies of the last two leak tests, as required.
f. Under no circumstances shall an unlicensed radioactive device be used on Goodfellow AFB. Any questions on Contractor’s responsibilities regarding this requirement should be directed to the Base RSO, 17 MDOS/SGOAB, 325-654-3126, prior to the Contractor starting work.
4.5 Confined Space Entry:
All operations involving entry into confined spaces are performed by the Contractor and shall meet the requirements of OSHA 29 CFR 1910.146, AFOSH Std 91-25 (may be viewed at the website http://www.e-publishing.af.mil//shared/media/epubs/AFOSHSTD91-25.pdf), shall be briefly described during the pre-construction meeting with the Contracting Officer, and specifically comply with the following:
a. All entry supervisors, attendees, and confined space entrants shall have been properly trained in the safety hazards, proper use of Personal Protective Equipment (PPE), entry procedures, and self-rescue. Records of this training must be readily available.

b. Entry supervisors shall maintain a Master Entry Plan (MEP) consisting of:
(1) Descriptions of confined spaces to be entered including location, classification, and acceptable entry conditions.
(2) Designation of authorized entry supervisors, entrants, and attendees.
(3) Identification of the types of tasks to be performed in the confined space including duration.
(4) Procedures for entry and emergency rescue.
(5)Identification of Personal Protective Equipment (PPE), communication equipment, rescue equipment, testing equipment, and monitoring equipment; conditions under which they will be used; and verification of condition of equipment.
(6) Designation of frequency and type of atmospheric monitoring.
(7) Designation of controls required (e.g., lockout/tagout, ventilation, etc.).
(8) Procedures for communication during confined space operations.
c. All AFOSH Std 91-25, chapter 7 requirements will be met and documented. If both Contractor and Government will be accomplishing confined space entry, all procedures (permits required, operations plan, and procedures) shall be documented by the Entry Supervisor prior to operations. The Government will brief known hazards and the Fire Chief will approve or disapprove rescue.
d. All confined spaces shall be tested by a qualified person using a properly calibrated monitor for percent oxygen, lower explosive limit (LEL), and toxicity each time before entry and periodically during operations that have the potential to alter atmospheric conditions.
4.6 Welding, Cutting, and Brazing: Inspection of all welding, cutting, and brazing operations shall be completed by Fire Protection prior to any operation. The Contractor shall provide the appropriate operable fire extinguisher. Fire extinguishers shall comply with NFPA 10. Contractor shall comply be with OSHA STD29 CFR 1910.252 Welding, Cutting, and Brazing (General Requirements) and AFOSH 91-5 Welding, Cutting, and Brazing, which may be viewed at the following website: http://www.e-publishing.af.mil/shared/media/epubs/AFOSHSTD91-5.pdf. Air Force Form 592 USAF Welding, Cutting, and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Protection at 325-654-3532/33/34 for issuance of permit.
4.7 Fire Alarm System: The installation of fire alarm systems must be certified by a licensed professional possessing a current Texas Alarm Certificate of Registration (ACR). The installation of fire sprinkler systems and hood and duct fire systems must be certified by a licensed professional possessing a current Texas Fire Sprinkler Certificate of Registration. A copy of these certificates shall be submitted. Prior to performing any work or disconnecting or shutting off any fire alarm, fire sprinkler system, or hood and duct system, the Civil Engineer Alarms shop at 325-654-3436 and Fire Protection 325-654-3532/33/34 shall be notified by the Contractor. SECTION 01010 Page 17 submitted to the Contracting Officer, that comply with NFPA 72, NFPA 13, NFPA 96, or NFPA 24 as applicable.
4.8. Base Fire Regulations: The Contractor shall comply with Base Fire Regulations as set forth in GAFB Instruction 32-2001, titled “Base Fire Prevention Program” in effect as of the date of this solicitation. All work shall be in strict compliance with NFPA-101. The Contractor shall use no explosives or fire in performing the work.
5. STREET CLOSINGS: This paragraph not used. Project will not require street closings.
6. DISPOSITION OF WASTE AND EXCESS MATERIALS:
6.1 The Contractor shall make waste determinations for all wastes generated in the performance of this contract, in accordance with the provisions set out in 40 Code of Federal Register (CFR) Part 261, at the time and point of generation. The Contractor shall properly sample, analyze, or by use of process knowledge classify all wastes in accordance with Title 30 Texas Administrative Code (TAC), Chapter 335, Subchapter R at no additional cost to the Government. Unless the Contractor can demonstrate that a waste is non-hazardous, the Contractor shall manage the waste as a hazardous waste until sample test results prove otherwise. All non-hazardous wastes, special wastes, and hazardous wastes (including but not limited to construction debris, material containers, material residues, and unwanted excess materials) resulting from the performance of work under this contract shall be removed from and disposed of off Goodfellow AFB by the Contractor at no additional cost to the Government and in accordance with all applicable Federal, State, and local laws, rules, and regulations. Under no circumstances shall the Contractor dispose of wastes or excess material in trash dumpsters, storm sewers, sanitary sewers, creeks, streams, or other property of Goodfellow AFB. The Contractor and the Government will be co-generators of all wastes resulting from the performance of this contract.
Refer to Section 01400-Environmental Protection, paragraph 3, DISPOSAL OF WASTES, for special requirements on disposal of waste types.
6.2 Dumping/cleaning out of concrete trucks on Goodfellow AFB is prohibited. Concrete truck chutes only may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The pit shall be completely backfilled and the site restored to original conditions.
6.3 All equipment and materials to be removed from the project site not specifically identified for turn-in to the Government shall become the property of the Contractor upon issuance of the Notice to Proceed (NTP).
The Contractor shall turn-in all materials specifically designated for turn-in to the Government to a location at Goodfellow AFB, as designated by the Contracting Officer. The Contractor shall obtain a receipt from the Government employee responsible for receiving the returned equipment or material as evidence of compliance. A copy of the receipt(s) shall be submitted to the Contracting Officer prior to final inspection of the project. Following is a list of equipment or materials to be turned-in:

7. STORAGE AREA (I.E. TEMPORARY FIELD OFFICE, STAGING AREAS, TOOL/JOB
SHACKS, AND OTHER CONSTRUCTION FACILITIES):
There are no Government furnished covered or secure storage areas. Limited storage may be permitted at the discretion of the Contracting Officer and on a space available basis. The location on Goodfellow AFB of the Contractor’s temporary field office, storage, and other construction buildings required temporarily in the performance of the work, shall require written approval of the Contracting Officer. Plans showing temporary field office, storage, and other construction buildings shall be submitted for Government Approval (GA). Utilities at the storage area may or may not be available for Contractor use. The Government implies no responsibility for lost or stolen materials, equipment, or tools, the security of which lies solely with the Contractor. Contractor shall keep his storage areas clean, neat, and orderly. Contractor shall mow grass and weedy vegetation when it reaches a height of 6 inches. Mowing shall be to a height of 3 inches. Mowing shall be accomplished with a rotary mower that leaves the clippings evenly distributed on the soil surface. Mowing shall be accomplished during periods and in a manner that the soil and grass will not be damaged. Towed or self-propelled riding mowers shall not be operated within 3 feet of shrubs or trees.
