Questions and Answers

1. Will computer equipment laptops, towers, monitors etc. be disconnected and removed by the

Government?

a. Yes, the Government will handle all computer equipment.

2. Is there a requirement for climate‐controlled storage for the furniture that is removed?

a. No climate control is required. However, storage container shall have natural ventilation.

3. Will the large monitors that wall mounted be physically removed by the Government or the contractor (i.e. conference rooms etc.)?

a. The Government will handle large monitors.

4. Will the contractor be responsible for damage or relocation of IT cables?

a. Contractor shall exercise extreme caution while handling IT cables and if the contractor is found negligent, the contractor would be responsible for the damage. Relocation of IT cables (if required) will be done by the Government.

5. Is there a requirement for temporary cooling or is anticipated to keep the existing chiller in service throughout the duration of the project?

a. There is no requirement for temporary cooling or using existing chiller.

6. What style of fire sprinkler head ( 401, semi‐recessed, concealed)?

a. 401

7. What finish on fire sprinkler heads (chrome, brass, white, other)?

a. White

8. Some areas were not to code with NFPA 13. Do these areas need to be brought up to code?

a. Areas don’t need to brought to code.

9. Has an asbestos survey been completed on the facility, if so, please provide a copy.

a. Yes and a copy has been attached to this document.

10. Will the contractor be required to disconnect, store, and reconnect all computer equipment in the rooms?

a. No, the Government will take care of the equipment.

11. Will the files and personal items be removed by the occupant or will the contractor be responsible for removing and storing the items?

a. The occupant will remove files and personal items.

12. Will temporary air be required during the air handler replacement or can we schedule the air handler replacements in the winter months so that maybe air conditioning will not be required?

The only concern then would be if we start in the "rough" estimated date of Jan 2019, we would be very near to the completion date before we arrive back at the cooler weather in Jan and Feb of 2020 and probably would not be smart to wait till the end to do this work as it could put us past completion time depending on when they issue"notice to proceed."

a. No temporary air handler will be required. Building is to remain operational during construction. Please refer to phasing plan and answer for question 13 (below).

13. The phasing plan of the specs. Pages 01010 page 2, indicate that the AHUs will be demoed and be installed over 2 weekends each. This is not practical and will not work. First why would you stop during the week?

a. Again, building is to remain operational during construction. Phasing plan was developed to allow maximum use of new components without impacting building operations. Air handling units are removed and replaced on weekend 1 with temporary connections made to ductwork and controls. On weekend 2, the ductwork is replaced.

This allows the building to remain operational. If the Contractor is not comfortable with being able to demolish and install a new air handler in a 72 hour period, then they will need to provide temporary air with consideration for connection only inside the mechanical rooms as the mechanical and building interior walls should not be breached for temporary connections. Note: It was told during the pre‐bid site visit, the Contractor may submit an alternate phasing plan to be approved by the Government.

14. The plans call for demo all chilled and heating water pipe. This pipe feeds the air handlers and they are the source of the cooling. The problem is that you cannot remove the large chilled water pipes and maintain cooling anywhere in the building during this phase. If you demo any of these pipes you do not have cooling. The only way this could be accomplished is to run the new piping in other locations so that they can run concurrently during construction and switch them over, one at a time as the air handlers are replaced only with this method can service be maintained to the building. The other problem is that when you complete all the air handler replacements then you will have to go back through and demo the old pipes in areas that have already been completed. We would need to establish new routes for the new piping as they appear to coincide on the old pipes once installed, then the replacement of the air handlers can happen provided a temp unit is used during the replacements. I would suggest a new routing be established for the pipe mains, one that will allow the new pipe to go in and then abandon the old pipe in place so that we would not have to go back through and remove ceilings again. The installation of the new pipe may not overlap the phasing plan exactly so that will require the phasing plan to be modified.

a. Plan is to remove the hot water piping and install a parallel chilled water piping system.

Then, when the new chilled water system is operational, remove the existing chilled water piping and install the new hot water piping system. Contractor must prepare piping shop drawings. If they have a better routing method, that does not impact building operations or BCE maintenance requirements, then propose it.
