Questions and Answers (FY 15 Grounds Maintenance)

Question # 31: Page 177 and 178 require the successful offeror to complete annual Manpower Reporting. On all other Government contracts that require Manpower Reporting a CLIN is available for the offeror to price the cost of preparing this information. Will Goodfellow Air Force Base consider adding a CLIN to this solicitation for the purpose of billing the cost of preparing the Manpower Report?

Answer: The Contractor Manpower Reporting report is only an annual requirement on all service acquisitions above the Simplified Acquisition Threshold (SAT). The price of preparing the report does not warrant an additional CLIN, therefore no offerors will be entitled to financial compensation for the preparation of the report. We have contacted the Contracting Manpower Reporting (CMR) help desk and have been told that the preparation of the report should take no more than 20 minutes.

Question # 30: Is the offeror required to complete the Bid Sheets (Pages 3 through 177) and the Pricing Breakdown Sheets (Pages 303 to 317) as part of its bid proposal?

Answer: Yes and also the pricing breakdown that includes the minimum/maximum amount on pages 179 -186.

Question # 29: CLIN X035 requires the offeror to price lawn renovation according to PWS section 1.1.9. The Pricing Breakdown Sheets require this CLIN to be priced as 1 Lot. How many acres or how many square feet is the offeror to base its 1 Lot price on

Answer: See revised Appendix A or Amendment 0001.

Question # 28: CLIN X034 requires the offeror to price Installation of Irrigation System according to PWS section

1.1.4. PWS Sections 1.1.4, 1.1.4.1, 1.1.4.4.1, and 1.1.4.2 seem to only address the operation and maintenance of irrigation systems. Can the Government clarify what it intends the offeror to price under CLIN X034 Installation of Irrigation System?

Answer: See revised Appendix A or Amendment 0001.

Question # 27: CLIN X033 requires the offeror to price Planting Trees, Shrubs, and Vegetative Beds according to PWS section 1.4. The Pricing Breakdown Sheets require this CLIN to be priced as 1 Lot. How many trees, shrubs, or plants or how many square feet are the offeror to base its 1 Lot price on?

Answer: THERE WILL BE NO PLANTING ON GOODFELLOW See revised Appendix A.

Question # 26: The Estimated Quantities (Page 293) states that there are an estimated 21 trees at the Clinic that will require pruning. The pricing breakdown sheet requires the offeror to price this CLIN’s X023 as 1 Lot. Is the offeror to provide a price to prune each tree or a price to prune all 21 trees? If the offeror is to provide a price for each tree, shouldn’t the Pricing Breakdown Sheet reflect a quantity of “21” and unit of “Each”?

Question # 25: The Estimated Quantities (Page 293) states that there are an estimated 240 trees on the Base that will require pruning. The pricing breakdown sheet requires the offeror to price this CLIN’s X022 as 1 Lot. Is the offeror to provide a price to prune each tree or a price to prune all 240 trees? If the offeror is to provide a price for each tree, shouldn’t the Pricing Breakdown Sheet reflect a quantity of “240” and unit of “Each”?

Answer: See revised Appendix A or Amendment 0001.

Question # 24: The Pricing Breakdown Sheets (Pages 303 to 317) requires the offeror to price CLIN X020 Maintain Unimproved Grounds at 12 Each. The Estimated Quantities (Page 293) states that Unimproved Grounds will be maintained in 2 acre lots an estimated 30 times. The Performance Work Statement (Page 277) again states that unimproved grounds will be maintained in 2 acre lots upon the issuance of a delivery order. Can the Government clarify how the offeror is to price 2 acre lots as identified in the PWS and the Estimated Quantities as 12 months as identified on the Pricing Breakdown Sheet? Shouldn’t the Pricing Breakdown Sheet reflect a quantity of “2” and unit of “Acres”? This would allow the offer to price each 2 acre delivery order

Answer: See revised Appendix A or Amendment 0001.

Question # 23: The Pricing Breakdown Sheets (Pages 303 to 317) requires the offeror to price CLIN X011 Fertilization at 12 Each. The Estimated Quantities (Page 293) states that Fertilization is estimated to occur 0-1 times on 112 acres. Can the Government please clarify how the offeror is to price this CLIN? Is it the Government’s intent to fertilize 112 acres 0-1 times, fertilize 112 acres 12 times, or a portion of the 112 acres each month for 12 months? If it is the Government’s intent to have a portion of the 112 acres fertilized with each issuance of a delivery order how many acres will be required to be fertilized with the issuance of each Delivery Order?

Answer: See revised Appendix A or Amendment 0001.

Question # 22: CLIN’s X018 and X019 require the offeror to price Vegetative Beds, Inert Beds, and Related Areas at the Base and at the Clinic respectively. However, the Estimated Quantities only states that there are 429,860 SF of Vegetative Beds, Inert Beds, and Related Areas. In order for the offer to price each CLIN the number of square feet at each location needs to be known. How many square feet of Vegetative Beds, Inert Beds, and Related Areas are included in the Base and how many square feet are included in the Clinic?

Question # 21: CLIN’s X012 and X013 require the offeror to price Pest Control at the Base and at the Clinic respectively. However, the Estimated Quantities only states that there are 153.5 acres of Pest Control. In order for the offer to price each CLIN the number of acres at each location needs to be known. How many acres of Pest Control are included in the Base and how many acres are included in the Clinic?

Question # 20: CLIN’s X009 and X010 require the offeror to price Debris Removal and Policing at the Base and at the Clinic respectively. However, the Estimated Quantities only states that there are 153.5 acres of Debris Removal and Policing. In order for the offer to price each CLIN the number of acres at each location needs to be known.

How many acres of Debris Removal and Policing are included in the Base and how many acres are included in the Clinic

Question # 19: CLIN’s X005 and X006 require the offeror to price maintaining the irrigation system at the Base and at the Clinic respectively. However, the Estimated Quantities only states that there are 25 acres of irrigation systems that are to be maintained. In order for the offer to price each CLIN the number of acres at each location needs to be known. How many acres of Irrigation System are included in the Base and how many acres are included in the Clinic

Question # 18: CLIN’s X001 and X002 require the offeror to price maintaining improved grounds at the Base and at the Clinic respectively. However, the Estimated Quantities only states that there are 153.5 acres of Improved

Grounds. In order for the offer to price each CLIN the number of acres at each location needs to be known. How many acres of Improved Grounds are included in the Base and how many acres are included in the Clinic?

Question # 17: What does a LOT consist of?

Answer: The only place where we use "Lot" is for each 2 acre area provisioned under "mowed un-improved grounds".

Question # 16: Reference – Pricing Breakdown (pg. 305 – 317). Line item no. X024 – X032 is not included, how can we submit pricing on that?

Answer: Unit of issue for these line items is EA and because of that the pricing for that Line item will be fixed.

Question # 15: Reference – Pricing Breakdown (pg. 305 - 317). Do we have to propose on line items (X033 – X035) that have an amount of to be determined?

Answer: This is just a typographical error and will be fixed.

Question # 13: Should we utilize CLIN DELIVERY/TASK ORDER MINIMUM/MAXIMUM QUANTITY AND CLIN ORDER VALUE (pg. 179 – 186) to submit pricing?

Answer: Please see the answer on “Question 30”.

Question # 12: The following plans are discussed in the PWS but are not included on the Data Requirements list.

Please clarify the requirements and due dates of the Transition Plan, Integrated Pest Management Plan & Safety Plan?

Answer: Everything is due by the proposal close date.

Question # 10: Clarify that the total acreage of un-improved grounds requiring mowing is 2 acres?

Answer: Per the Performance Work Statement (PWS) 1.31 Delivery Orders for mowing unimproved areas will be issued in 2 acre lots.

Question # 9: Is fertilizer considered a hazardous material?

Answer: Yes, per 17 CES Entomology it is classified hazardous but this contract does not call for the contractor to provide fertilization services.

Question # 8: Will the C.O. provide requirements for procurement of gasoline and transport to base (if procured off base)?

Answer: No, it is the contractor’s responsibility. The government will not provide for any gasoline related expenses.

Question # 7: Is gasoline considered a hazardous material?

Answer: Yes, per 17 CES Environmental it is classified hazardous.

Question # 6: Given that the Q&A is due 5 Nov 14, with answers forthcoming, can the Request for Proposal be extended to 11 Nov 14?

Answer: No extension will be granted at this time.

Question # 5: Clarify how many proposal copies are required and in what format(s) e.g. hard copy, electronic, CD?

Answer: Two (2) proposal copies are required and it can be submitted in paper media in sealed envelopes/packages or electronically.

Question # 4: Verify if the resulting contract will have a $7M size standard?

Answer: The NAICS code used for this requirement is 561730 with a size standard of $7M.

Question # 3: What is the current Grounds Maintenance Contract Award Amount?

Answer: $969,761.83
