GROUNDS MAINTENANCE SERVICES

Goodfellow AFB January 2014

1. DESCRIPTION OF SERVICES.

The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Goodfellow AFB, San Angelo, Texas, in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the Contracting Officer’s (CO) evaluation and Contracting Officer’s designated Representative (COR) (Contracting Officer’s Representative) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints.

Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.

1.1. MAINTAIN IMPROVED GROUNDS.

Improved grounds are identified in Appendix A and B.

1.1.1. Mow. The contractor shall mow all improved grounds to look well manicured, with a neat and professional appearance at all times. Maintain grass height between 2 and 4 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area.

1.1.2. Edge. The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.

Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

1.1.2.1. Edge. Edging shall include pest management (weed spot treatment) of vegetation protruding from asphalt or concrete areas located within/adjacent to improved grounds.

1.1.3. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.

1.1.4. IRRIGATION.

The contractor shall maintain, adjust, and repair existing lawn irrigation systems during the growing season.

1.1.4.1. Operation of irrigation systems. The contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendix A and B). Contractor shall provide and position hoses, etc., for manual watering and then remove/store hoses, etc., between waterings to ensure neat, clean appearance of areas.

The Contractor is prohibited from connecting to any hydrant within the boundaries of the installation. Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system. (This means batteries, etc.)

1.1.4.1.1. Special Irrigation Restrictions. The contractor shall be responsible for setting the times on the sprinkler clocks to coincide with city water restrictions and rationing procedures. Contractor shall water athletic fields on specifically scheduled days prior to 0500 and after 2300 hours so field use can be regulated. When directed by the

CO, Contractor shall increase or decrease watering. During rainy weather, contractor shall shut off sprinkler clocks and discontinue manual watering.

1.1.4.2. Maintenance of irrigation systems. The contractor shall maintain irrigation systems in areas where irrigation is used; along Kearney Blvd (the entire median and approximately 15 to 20 feet to the east and west, the grounds around Base HQ/bldg 430 and the areas outside of the fence at the north and south gates). Maintenance includes but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. Replacement of pumps, controllers, clocks/timers, or backflow prevention devices is not included in routine maintenance of irrigation systems. The irrigation system to be maintained and related workload data is identified in Appendix A and B. Repairs will include broken water lines, bad solenoids, broken sprinkler heads, bad gate/ball valves, to include all needed parts and fittings. All sprinkler heads needing replacing will be done so with the same type and manufacture of existing heads. Any replacement parts which are not of same type and manufacture of existing system will require prior approval by the COR. Sprinkler clocks or backflow devices will be repaired or replaced by the government (Civil Engineers), by contacting the COR. The contractor shall ensure that the systems are in good working order and in operating condition at all times. In the event of independent third party work not performed by the grounds maintenance contractor in, around, or on grounds maintenance irrigation systems, the grounds maintenance contractor shall be responsible for marking the sprinkler heads, lines, valves, valve boxes and any other sprinkler component. The grounds maintenance contractor shall not be responsible for any damages to the grounds maintenance irrigation system components caused by independent third parties. The contractor shall be responsible for performing a pre-work inspection along with the Grounds Maintenance COR and CO, and third party contractor of Civil Engineering. This inspection will be documented on the Sprinkler System Work Clearance Information Form and will serve the purpose of documenting and identifying any irrigation system discrepancies and testing the irrigation systems to ensure they are completely operational prior to being turned over to independent third parties performing work in irrigation areas. The area will then be turned over to the third party for work. After the work is complete, the contractor along with the Grounds Maintenance COR and CO and third party contractor or Civil Engineering will again conduct an inspection. This inspection will be documented on the Sprinkler System Work Clearance Information Form and will serve the purpose of documenting and identifying any irrigation system discrepancies and testing the irrigation systems to ensure they are completely operational and returned to the grounds maintenance contractor in the same condition as at the start of work. Any damages caused by parties other than the grounds maintenance contractor shall be repaired by those parties. The contractor’s operational responsibilities of the supplemental irrigation systems are the above ground fittings or supply risers.

1.1.5. Remove Debris/Police Grounds. The contractor shall perform general litter patrol in all areas of improved grounds identified in Appendix B. Remove and dispose of natural debris, (tree limbs, leaves, dry brush, rodent habitats, dead animals, etc.), and man-made debris. Police areas periodically to maintain a neat and professional appearance.

1.1.5.1 Debris Disposal. Dispose debris, clipping, trimmings, leaves, and other grounds maintenance residue on-base at the 40 cubic yard roll off dumpster provided by the Government at building 718.

1.1.5.2. Dead Animals. All dead animals are to be collected for disposal. Prior to disposing, report number and type (bird, dog, cat, unrecognizable, etc.) to the COR, who will forward report to Pest Management and Natural Resources. Contractor shall contact pest management and public health within 10 business days after contract award to get instructions on the protocols for handling dead animals (e.g., PPE and local disease protections).

1.1.6. Leaf Removal. The contractor shall remove leaves in improved grounds to maintain a neat and professional appearance. Large scale leaf removal must be completed within 2 days upon issue of the delivery order for this special requirement.

1.1.6.1. At other times remove leaves as a part of the litter patrol to maintain a neat and professional appearance.

1.1.7. Fertilization. The contractor shall have a pH adjustment and fertilizer application program. The contractor shall perform an annual laboratory test of the soil in improved grounds and apply fertilizer and lime using procedures appropriate for the soil conditions found, type of grass, and season as necessary. Apply fertilizer and other soil amendments to bring soil condition to that suitable for the vegetation being treated. Fertilization shall only be accomplished through issuance of a delivery order by the CO.

1.1.8. Pest Control. The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS in a manner that will ensure the health and general wellbeing of installation personnel. The following types of pests are common on this installation and their abatement should be specifically addressed the IPM plan and use to determine the workload. Insects, to include, but not limited to fire ants, harvester ants, web worms and spider mites. Weeds to include, but not limited to ragweed, nut grass, rescue grass, johnson grass, goose grass, sand burrs, milkweed, mat chaff flower, dandelion, pigweed, clover, crab grass, henbit, purslane, dallis grass, Bermuda grass, St. Augustine grass, pepper weed, rye grass, barnyard week, nutsedge, and grandfather’s beard . The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.7, DoD Pest Management Program, Encl 4 para E4.2.2 and AFI 32-1053, Pest Management Program, para 4.7.4 and

4.7.6. All pesticides, herbicides, and rodenticides are defined in DoD and Air Force documents. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Labor, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the pest control services being performed. Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e. semi-improved, improved, etc.) Civil Engineer Asset Management Flight must approve all herbicides prior to use. All herbicides and pesticides used must be on the installation-approved inventory list and applied by certified personnel.

1.1.9. Lawn Renovation. The contractor shall renovate lawns in improved grounds as identified by the CO or designated representative. This work will be issued via a separate delivery order. Renovate deteriorated lawn area to match surrounding areas by reseeding or resodding the area.

1.1.9.1 Contractor Damaged Grounds. Any damage to lawn areas damaged due to the contractors actions or inactions will be renovated at the contractor’s expense.

1.1.10. Prune Shrubs, Hedges, and Other Plants. The contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.2. MAINTAIN SEMI-IMPROVED GROUNDS.

Semi-improved grounds are identified in Appendix B.

1.2.1. Mow. The contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds areas.

Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.

1.2.2. Trim. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area.

1.3. MAINTAIN UN-IMPROVED GROUNDS.

1.3.1 Un-improved grounds scheduling

The contractor will perform un-improved mowing upon issuance of a delivery order by the CO. Unimproved grounds will be mowed at a grass height of 10-14” as per AF LOS standards. Delivery Orders will be issued in 2 acre lots. No lot will be mowed more than once per year.

1.4. MAINTAIN VEGETATIVE BEDS, INERT BEDS AND RELATED AREAS.

The contractor shall maintain vegetative beds, inert beds, and related areas as identified in Appendix A and B to present a neat and professional appearance. Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs.

1.5. MAINTAIN SURFACE DRAINAGE DITCHES

The contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt, and trash to prevent erosion and ensure continuous flow of water. Drainage ditches to be maintained are identified in Appendix B.

1.7. SPECIAL REQUIREMENTS.

1.7.1. Trees. The contractor shall prune or trim all trees as necessary. The contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute ANSI A300 Part 1 industry standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or safety. In addition, the contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Trees that pose threats to structures or buildings shall be removed. Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is not the responsibility of the contractor. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (under 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. Contractor shall be responsible for removing all debris generated from trimming or pruning operations. This service is issued as a delivery order and must be completed within five (5) workdays from notification.

1.7.1.1. Tree Care. The contractor shall brace, cable, guy (to keep tree vertical), and deep water all damaged trees after identification. The contractor shall remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). The contractor shall adjust wires, cables, and straps as required, to prevent girdling.

1.7.1.2. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

1.7.1.3. Emergency Spot Pruning/Trimming. Emergency spot pruning/trimming shall only be accomplished through issuance of a delivery order by the CO. The contractor shall complete an emergency spot pruning/trimming within one (1) workday from the task order date. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.

1.7.1.4. Tree and Stump Removal. Tree and stump removal shall only be accomplished through issuance of a delivery order by the CO. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) workday of the tree removal date. Stump-grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, the contractor shall backfill with topsoil, and lay sod to match the existing ground grade. In areas where no lawn sprinkler system exists, the contractor shall backfill with topsoil and compact to match existing grades. Trees identified for removal shall be considered within the following categories, Large, Medium, Small, and Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved.

All values will then be added together to obtain the final tree diameter.

Large Trees: Diameter 36” and above, remove within 10 workdays from the task order date.

Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the task order date.

Small Trees: Diameter 3” to less than 24”, remove within 5 work days from the task order date.

Saplings: Diameter 3” and smaller, remove within 2 workdays from the task order date.

1.7.1.5. Emergency Tree and Stump Removal. The contractor shall perform emergency tree and stump removal only after the issuance of a delivery order by the CO.

Large Trees: Remove within 2 workdays from the task order date Medium Trees: Remove within 2 workdays from the task order date Small Trees: Remove within 1 working day from the task order date Saplings: Not required

1.7.2. Weed Removal. The contractor shall trim weeds/crack grass in pavements upon notification by the CO or COR through the issuance of a delivery order. This is service for all pavements to include, but not limited to, driveways, curbs, streets, roads, sidewalks, basketball and tennis courts, and parking lots.

2. SERVICES SUMMARY.

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems.

2.1 No more than 3 valid defects per month.

2.1. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review, feedback and approval. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.

2.2. QUALITY ASSURANCE. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR shall inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Corrective Action Report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.

2.3 PERFORMANCE ASSESSMENT

2.3.1. Periodic Validations. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.

Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.

Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO.

Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be at the discretion of the Contracting Officer and in accordance with the terms and conditions of the contract.

2.3.2. Customer Complaints. The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The Contracting Officer shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the Contractor. Validated customer complaints shall be re-performed within 2 hours of notification.

Exceeding the performance threshold for performance objectives in any one-month period shall result in a warning or letter of concern from the Contracting Officer.

Exceeding the performance threshold for performance objectives for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be at the discretion of the Contracting Officer and in accordance with the terms and conditions of the contract.

2.4. PERIODIC PROGRESS MEETINGS. The Contracting Officer, Functional Commander, COR, other government personnel as appropriate, and the Contractor may periodically meet to discuss the Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the Contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

3.1. FACILITIES.

The Government will provide the facilities identified below for contractor use in support of the requirements of this contract. The facilities are provided “as is.” Obtain CO (Contracting Officer) approval in advance of making any changes to the facilities. Such changes will be at no cost to the Government unless otherwise approved by the CO (Contracting Officer). The contractor shall ensure facilities are maintained in a neat, clean, and professional manner.

The CO (Contracting Officer) reserves the right to reallocate and relocate assigned facilities during the term of the Contract. Upon completion or termination of this Contract, or upon such reallocations or relocations, return facilities to the government in the same condition as received, fair wear and tear, and approved modifications.

3.1.1. Approximately 1,134 square feet of floor space is provided.

Building 718 Latrine area, 110 square feet

Office area, 127 square feet Break area, 297 square feet Shop area, 150 square feet Building 742 Storage area, 450 square feet

3.1.2. Approximately 2,900 square feet of exterior space area is provided adjacent to buildings 718 and 742.

3.1.3. Facility Manager. Contractor shall appoint a facility manager and an alternate facility manager for government provided facilities. Contractor must provide a facility manager appointment letter for each facility.

Facility managers are the point of contact between facility occupants and Civil Engineers, Security Forces, and the Fire Department. Letter should provide a facility manger and alternate facility manger. It should list the facility number and the business and home phone numbers of the facility managers. Facility managers will be required to attend facility manager training (provided by the government.)

3.2. UTILITIES.

The Government will furnish utilities as currently installed in Government provided facilities. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment, or system without prior CO (Contracting Officer) review and approval.

The contractor shall practice energy conservation in the Government provided facilities. The Government, at no cost, will furnish water, sewage, electricity, and natural gas. On-base mail service will be provided through the Base Information Transfer Center (BITC). Contractor must pay for contractor’s own postage. Custodial service will be provided for the restroom located in building 718. The contractor shall submit request for insect/rodent control service and repairs to the facilities through the COR. The contractor shall practice energy conservation in the Government provided facilities.

3.3. MATERIALS.

"None.”

3.4. SECURITY, FIRE, AND MEDICAL SERVICES.

The Government will provide police and fire protection. The Government will provide emergency medical services if necessary. The Government must be reimbursed for the cost of emergency medical services provided.

3.4.1. PHYSICAL SECURITY, ANTITERRORISM/FORCE PROTECTION

a. In accordance with AFI 10-245, Air Force Antiterrorism (AT) Standards, and AFI 10-245/AETC Sup 1 the following requirements apply to this contract:

1. Contractor personnel may be required to participate in installation Anti-Terrorism/Force Protection exercises.

2. Contractor personnel will comply with the implementation of higher Force Protection Conditions and will ensure that subcontractors are in compliance as well.

3. Antiterrorism (AT) Level I training is available to all contractor personnel. The government will provide/make available AT Level I training/information at the contractor’s request. This information can be provided through the **17 TRW** contractors AT Level I awareness pamphlets/binders, through computer based training programs, or through the unit/installation Antiterrorism Officer. To request training, contact the **17th Training Wing Antiterrorism Officer, 17 TRW/CCW at (325) 654-3527***

b. FPCON levels:

1. FPCON NORMAL. This condition applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DOD installations and facilities. What to Expect: Expect to see a routine security posture.

2. FPCON ALPHA. (AF Modified) This condition applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher FPCONs measures resulting from intelligence received or as a deterrent.

The measures in this FPCON must be capable of being maintained indefinitely. What to Expect: Expect random vehicle checks and increased crime prevention efforts.

3. FPCON BRAVO. Applies when an increased or more predictable threat of terrorist activity exists.

Sustaining BRAVO measures for a prolonged period may affect operational capability and military-civil relationships with local authorities. What to Expect: Expect to see closer inspections of vehicles and deliveries, ID checks, and a greater presence of guards.

4. FPCON CHARLIE. Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely. Prolonged implementation of CHARLIE measures may create hardship and affect the activities of the unit and its personnel. What to Expect: Expect rigorous efforts to inspect vehicles and facilities; you may be required to evacuate the base, or you may not be allowed on base without escort.

5. FPCON DELTA. Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent. FPCON DELTA is usually declared as a localized condition. FPCON DELTA measures are not intended to be sustained for an extended duration. What to Expect: If on base, follow security forces instructions, you may be directed to evacuate or seek shelter, if off base, you may be denied access until the incident has been taken care of and additional security measures will delay and interrupt normal routines

c. The contractor shall ensure areas controlled by contractor employees comply with base operations plans/instructions for Force Protection Condition (FPCON) procedures, and local search/identification requirements.

The contractor shall be responsible for the above FPCON requirements in all assigned facilities. In addition, in other shared occupancy buildings, the contractor shall assist (based on occupancy) with manning the building/facility Entry Control Point (ECP). The contractor shall safeguard all Government property, including controlled forms, provided for their use. At the close of each work period, Government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

Areas controlled by Contractor employees shall comply with base Operations Plans/instructions for Force Protection Condition procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements.

3.4.2 Base Access.

(a) The contractor and DoD ID card holding sponsor shall ensure a Defense Bio-Metric Identification

System (DBIDS) identification card or pass is obtained for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Installation access is restricted to only authorized persons and their vehicles. Authorization to enter Goodfellow will be granted following a process of identity proofing and vetting, at minimum for each unescorted visitor, to determine fitness of the individual requesting and/or requiring access to the base and issuance of access credentials. Prior to allowing access to Goodfellow, a minimum of a National Crime Information Center (NCIC) will be completed on all visitors (16 years of age and older), requesting unescorted access to validate the visitors fitness. Authorization to enter Goodfellow will be immediately denied in instances revealing the following items: felony conviction within 10 years, any violence within 7 years, indecent acts with minors, violence with a weapon, terrorist threats, repetitive history of criminal activity or any other misconduct the commander determines may have a negative effect on good order and discipline or installation security. All information is subject to review and recommendation by Defense Force

Commander (DFC) as delegated by TRW/CC. All personnel denied entry will be issued a letter containing instructions on how to appeal the decision.

(b) The contractor shall submit a written Base Access List (BAL) request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, days of the week entry/access is required, and names of employees and subcontractor employees needing access to the base.

The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer/sponsoring agency will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) will provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate, and be listed on the submitted BAL to obtain a vehicle and personal pass. Contract employees will report to Pass and Registration with 30 days from the date of the BAL to receive the access card/pass. After 30 days, a new BAL must be provided. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(c) During performance of the contract, the contractor and base sponsoring agent shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Workers are ONLY authorized on the installation when required to complete work in accordance with the active contract. Entering the installation for private/personal business or for any reason not associated with the obligations of the current contract is “unauthorized” and subject to criminal prosecution. Entering/attempting to enter a federal installation with a fraudulent credential or using a pass that is no longer valid can result in a federal charge of “trespassing” and, at the discretion of the Installation Commander, can result in subsequent barment from the installation. Requesting 24/7 access to the installation is generally not authorized. The sponsoring agent will determine if the contractor requires access to the installation outside the contract work hours and will pre-announce access to Security Forces through an established Civil Engineering or Comm Focal Point work-order location.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. Personnel failing to return DBIDS credentials may be denied a return entry into the installation until accountability of the pass is resolved.

(f) Failure to comply with these requirements may result in withholding of final payment.

3.5. TELEPHONE. The contractor may apply directly to any telephone company for a commercial phone and direct billing.

3.6. SOLID WASTE COLLECTION AND DISPOSAL. The Contractor shall use existing bulk containers to dispose of trash or refuse generated from accomplishment of services detailed in this PWS. The contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.

4.0. GENERAL INFORMATION.

4.1. MISSION.

The overall Civil Engineer mission at Goodfellow AFB is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.

4.2. BACKGROUND.

Contractor shall mow all the Kearney Blvd. zones within two consecutive days.

4.3. DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION.

Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.”

4.4. ENVIRONMENTAL REQUIREMENTS

In addition to all applicable Federal, State, and local environmental codes and regulations, the following specific guidance is provided.

4.4.1. Hazardous Materials

The CO shall approve all hazardous materials brought on-site by the contractor prior to use. Procedure for approval is to submit forms to the COR who will have them validated by the Asset Management Flight prior to CO approval.

The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute.

The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

4.4.1.1. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.

4.4.1.2 Intent of hazardous material requirements.

The purpose of this requirement is for the installation to manage the procurement and use of Hazardous Materials (HAZMAT) to 1.) Support the Air Force mission; 2.) To protect the safety and health of personnel on the installation and the communities surrounding the installation by ensuring proper management of HAZMAT; 3.) To minimize the Air Force use of HAZMAT consistent with the mission requirements; 4.) And to maintain the Air Force Compliance with the environmental requirements for chemical usage on the installation.

Contractors using any hazardous materials on the installation must comply with the review procedures as authorized by Federal, Department of Defense (DoD) and Air Force regulations. IAW FAR Clause 52.223-3, each contractor must provide the Contracting Officer with a list of proposed hazardous materials that it plans to use on the installation during the performance of the contract. The Contractor shall provide to the Contracting Officer an AF Form 3000, Material and Approval Submittal listing all hazardous materials to be utilized during the contract (a worksheet shall be provided for each Material Safety Data Sheet (MSDS). Contractors must obtain Air Force authorization prior to using the materials on the installation, and must report usage data as stated below in Section 4.4.2.2.1.
