CONTRACTORS QUESTIONS
As of 26 Mar 2013
(CUMULATIVE)
1. Q. Is the vehicle used in support of this work furnished by the contractor?
A. Yes
2. Q. What type and size of vehicle is utilized to support this work?
A. The current contractor uses a long bed, full size pick-up truck (non-four wheel drive).
3. Q. Is the computer and spreadsheet software furnished by the Government?
A. No, the contractors’ computer and software are not provided. The spreadsheet will be provided in Microsoft Office Excel format
4. Q. In the previously published Q&A the 3rd option year dollar value is less than the 1st and 2nd option year; does the 3rd option year pricing represent 12 months of work?
A. The dollar amount for the third (3rd) period covers a performance period of 12 months; the dollar amount is less due to no requirement for dormitory mass moves. Option year 1 & 2 included the cost for two (2) dormitory mass moves. Dormitory mass moves are not a requirement for the new FMO contract.
5. Q. Is incumbent still eligible to provide the services?
A. Yes
6. Q. How many total FTE’s (Key Personnel) are required under this requirement?
A. As this acquisition is Performance Based the total FTEs is a business decision to be made by the offeror.
7. Q. Are resumes of proposed individuals required to demonstrate the work experience required by the paragraph? (Reference RFP Clause 52.212-1, Proposal Preparation Instructions C.2.2)
A. There is no requirement for resumes. Offeror would need to determine if resumes are how your firm will respond to the RFP in terms of showing experience in the required skill sets.
8. Q. What would be the correct due date to submit the proposal?
A. See block 8 of the Solicitation (SF 1449) for proposal due date and time. The Closing date and time is 04 Apr 13, 2:00 PM CST.
9. Q. Ref. Addenda to Clause 52.212-1 Proposal Preparation Instructions, paragraph C.4(c) and PWS Appendix D - Quality Performance Plan; what are the instructions or evaluation criteria for the Quality Performance Plan? There is no reference in paragraph C.2 Part II – Technical Proposal to the requirement to submit a quality performance plan with the offeror’s proposal?
A. Contractor Quality Plan (CQP) is due upon Award of contract. CQP is not evaluated. See Amendment 0001 to Request for Proposal (RFP)
10. Q. Ref. Addenda to Clause 52.212-1 Proposal Preparation Instructions, paragraph C.4(c):
1. Part II of the proposal is specified with a page count of 10; however there are no restrictions identified for the other parts of the proposal.
2. Is the Quality Performance plan to be submitted as a separate part?
A. 1. Section L. Proposal Preparation Instructions – see paragraphs C. 1, 2 and 3 for specific page requirements or page limit of the Request for proposal (RFP). Section L. Proposal Preparation Instructions, Paragraph 4. (c) provides inclusive page limit for submission of your offer.
2. Contractor Quality Plan (CQP) is due upon award of contract. See Amendment 0001to Request for Proposal (RFP).
11. Q. If the Government does require the offeror to submit a quality performance plan as part of their Technical Proposal, would the Government please consider increasing the page limit to accommodate this plan? If not, would the Government consider permitting the plan to be submitted as an Attachment (not subject to the 10 page limit)?
A. Contractor Quality Plan (CQP) is due upon Award of contract. See Amendment 0001 to Request for Proposal (RFP). Page limit will not be extended.
12. Q. Please confirm that a summary of Corporate experience in these functional area satisfies the paragraph’s intent in the event that resumes are not required for the proposal; reference RFP Clause 52.212-1, Proposal Preparation Instructions C.2.2 .
A. There is no requirement for resumes. Offerors would need to determine if resumes are how your firm will respond to the RFP in terms of showing experience in the required skill sets.
13. Q. Reference PWS paragraph 1.2.4.3 and 4.10: Paragraph 1.2.4.3 does not reference duties/responsibilities t h a t would generate hazardous materials; however, para 4 references implies that operations could generate h a z a r d o u s m a t e r i a l .
Q1. Is the contractor responsible for correcting refrigerant problems on the refrigerators wi th in the scope of this contract?
A. 1. No. The additional information in para 4.10 provides the required guidance should the contractor utilize hazardous materials in performance of the contract.
Q 2 . If so, who is responsible for refrigerant disposal and replacement?
A. 2. Contractor is responsible for turn-in of refrigerator(s) to Civil Engineering Squadron (CES); CES is responsible for refrigerant disposal. There is no refrigerant replacement.
14. Q. Reference PWS 1.2.4.3: The paragraph states that the Contractor will perform minor repair of appliances and provides a partial listing of duties. It is not clear to what level repair will be necessary - does the Furnishings M a n a g e m e n t contractor perform component diagnostics and repair of refrigerators, microwaves ovens, or televisions?
A. No.
15. Q. Reference PWS Appendix C, Government Furnished Property/Equipment: The listing Includes a forklift for the use of the Contractor in performance of services. Please confirm the Government is responsible for the operations and maintenance costs of the forklift.
A. The Government provides the Forklift for contractors use. The government is responsible for the maintenance, fuel and oil costs for the forklift.
16. Q. How many employees does the current contractor have employed to support the current
FMO?
A. Three employees of which only one (1) employee is full time.
17. Q. Does Goodfellow have a Local DRMO?
A. Yes, the DRMO is located on Goodfellow AFB TX.
18. Q. What is the Contractor responsible for, when turn-in of furnishings or appliances to DRMO? Is the Contractor responsible for palletized and shrink wrap?
A. See Attachment 2 Performance Work Statement (PWS); para 1.2.3 for information regarding DRMO turn-ins. The contractor is not responsible to palletize and shrink wrap furnishings or appliances for delivery to DRMO.
19. Q. What is the total number of bed space in the dormitories covered by FMO contract?
A. 2,500 is the current capacity.
20. Q. Are the hand tools, ladders and hand truck included as Government provided equipment for the contractors use?
A. See Appendix C of the PWS for listing of Government furnished property/equipment. All other tools and equipment necessary for performance are contractor provided.
21. Q. What is the FMO contractor involvement when new furnishing/appliances are purchased? How would an increase in workload be handled if FMO workload is increased due to purchases?
A. Purchases are made using the Air Force Furnishings Commodity Council contracts for Dormitory Furnishings. The contracts include installation and disposal of replaced furnishings/appliances. The data will be provided to the contractor upon installation of the new items.
Q. 22. Reference PWS Paragraphs 1.2.4.2 through 1.2.4.5: outlines minor repair actions to be completed by the Contractor. Are the items used for the repair furnished by the Government? If not, please provide an estimated quantity for each of the repair items (light bulbs, hinges, drawer handles, screws, brackets, etc.) that we could expect to use in the repair of Government property.
A. Yes, the government provides the items (screws, belts, etc.) used to make repairs. See para 1.2.4.6.
23. What is the distance from the warehouse to DRMO?
A. Approximately 0.4 miles
24. Will the government supply pallets needed for items stacked on the floor in the warehouse?
A. Yes
25. When going thru the gate, we were asked about a sponsor. Who will be the sponsor for the contract?
A. See Clause 5352.242-9000, Contractor Access to Air Force Installations; provides how base access is granted.
26. What is the anticipated start date of the new contract?
A. The government anticipates the contract to start on or about 01 May 2013.
27. Is this PWS the same as the current/ contract? If not, would you be able to provide interested vendors a copy of the current PWS?
A. The PWS for solicitation FA3030-13-R-0003 has different requirements than the current contract Statement of Work (SOW). A copy of the current PWS is available upon written request.
28. Q. Ref. page 58, 2. PART II – TECHNICAL PROPOSAL, para 2 “Show work experience in the following skill sets. A. Warehouse Specialist. B. Material Handling Laborer.”
Ref. page 61. Factor 1 – Technical Acceptability, para 3 “Show work experience in the following skill sets.” Does the Government intend for the Offeror to submit resumes for these positions or does the Government intend the Offeror to identify the Knowledge, Skills, Abilities, and Experience the person(s) filling these roles need to have to be successful?
A. There is no requirement for resumes. Offerors would need to determine if resumes are how your firm will respond to the RFP in terms of showing experience in the required skill sets.
29. Q. Ref. page 57, Proposal Instructions, Paragraph A “The response shall consist of three (3) separate parts; Part I – Price Proposal, Part II – Technical Proposal, Part III – Past Performance Information”. Ref. page 58, para 2, Part II – Technical Proposal – “Limited to no more than 10 pages”. Ref. page 58, para 3, Part III – Past Performance Information – “Limited to no more than 2 pages per contract listed.” Ref. page 59, paragraph 4 Format for proposal Parts II and III shall be as follows: (c) Proposals are limited to 40 pages; this includes price proposal, past performance and quality performance plan.”
Q 1. Does the Government intend for the Offeror to submit one document containing all Parts or separate documents for each part?
A. The proposal should be in 3 separate parts as indicated on page 57 of the RFP, PROPROAL INSTRUCTIONS, para A. Part I contains the Price Proposal (pages 1 through 4 of the solicitation) and Section K of the solicitation (Representations and Certifications, pages 40-55);
Part II is the technical proposal which is limited to 10 pages; and Part III is the offeror’s past performance information which is limited to no more than 2 pages per contract listed.
Q 2. Please clarify the page limits.
A. See the RFP Solicitation, Section L- Proposal Preparation Instructions; Part II is the technical proposal which is limited to 10 pages; and Part III is the offeror’s past performance information which is limited to no more than 2 pages per contract listed. Paragraph 4(c) indicates that the overall page limit of 40 pages.
Q 3. What are the requirements for the Quality Performance Plan (QAP) and which Part does this plan belong in?
A. Contractor Quality Plan (CQP) is due upon Award of contract. See Amendment 0001
30. Q. During the site visit, it was noted that tools for assembling or working on furnishings had previously been GFE, but now must be provided by the contractor. Can you provide a listing of tools which the contractor must provide? Also, will these tools be priced as ODC’s?
A. See Attachment 1 to Q & A dated 26 Mar 2013, for listing of Government Furnished Equipment (GFE). GFE listing does validate the need/use of tools.
31. Q. Can you provide a listing of all other equipment which the contractor must provide to perform the work, based on what is currently utilized by the incumbent, but which the Government is not providing for the new contract?
A. Attachment 1 to Q & A dated 26 Mar 2013, the listing of Government Furnished Equipment (GFE) from the previous contract is provided for your information.
32. Q. Please provide information on equipment, other supplies, materials, and any other items the Government will require the contractor to furnish.
A. That would be determined by your business; based on what your business determines is needed to complete Furnishing management Office Service and be responsive to the RFP.
33. Q. In reviewing past performance requirements, the solicitation states “Relevant contracts include those within the same scope and for similar work classified under NAICS Code 561210, Facilities Support Services.” Can you please clarify if this means relevant contracts could have been, but were not necessarily, classified as 561210….or must contracts have been classified 561210 to be considered relevant?
A. Please see Solicitation section L, Proposal Instructions, Paragraph 3 (b), Performance Surveys, line 3 and 4; …Provide a list of no more than five (5), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years.
Relevant contracts include those within the same scope and for similar work classified under NAICS Code 561210, Facilities Support Services (Paraphrased).” A relevant contract is defined at page 63 of the RFP, under FACTOR 2 Satisfactory Performance as Relevant contracts include those within the same scope and for similar work classified under NAICS Code 561210, Facilities Support Services.”
