An application to bring a radioactive device on Goodfellow AFB shall be forwarded to the Base RSO through the Contracting Officer at least 7 days prior to the anticipated use. The application package shall include:

3.1.3. Fire Systems: Personnel performing work on installation of fire alarm, fire sprinkler, and hood and duct systems shall be licensed by the State of Texas. A copy of the certificate shall be submitted. Prior to performing any work or disconnecting or shutting off any fire alarm, fire sprinkler system or hood and duct system; the Civil Engineer Alarms shop at (325) 654-3436 and Fire Protection (325) 654-3532/33/34 shall be notified by the Contractor. After completing work on any fire protection alarm system, sprinkler or commercial cooking suppression system, the proper completion documents and/or inspection and test documents, shall be completed and submitted to the Contracting Officer, that comply with NFPA 13, 72, 96, or NFPA 24 as applicable.
3.1.4. 3.1.5. Material Safety Data Sheets: Contractor is required at all times, maintain, keep current, and make available upon request by the Contracting Officer, Material Safety Data Sheets (MSDS) on the material being used and stored by the Contractor or sub-contractor’s on this installation. Also the Contractor shall maintain and keep current a list of materials being used and stored including any Ozone Depleting Chemicals, any paint, and/or chemicals of any nature.
3.1.6. Hazardous Substances Spills: The Contractor shall report any spill of oil or hazardous material to the Goodfellow AFB Fire Department at 911 when using a Government phone or (325)-654-7000 (24 hours a day, 7 days a week) when using a cellular or commercial/contractor provided phone. In the report identify the type of material that was spilled, the amount of material that was spilled, and the location of the spill. The Contractor shall contain the spill from spreading until the Goodfellow AFB Fire Department arrives. Every reasonable precaution shall be taken to prevent the spillage of oil or other hazardous substances.
3.1.7. Instruction Manuals: When required instruction manual(s) shall be provided and labeled on front and side with project title, project number, facility number. Include all wiring diagrams and parts lists.
3.1.8. Warranties: Any warranties given to the Contractor or subcontractor at any tier from a manufacturer of equipment or other items, which are provided under this contract, shall be transferred to the Government upon final acceptance in accordance with the clause contained in the basic contract. Contractor shall submit in writing a single listing with all applicable warranties attached.
3.1.9. Electrical Service and Communications: The contractor will not disturb electrical and/or communications facilities and wiring. Where such facilities require removal for accomplishment, the contractor shall notify the Contracting Officer in writing at least seven (7) calendar days in advance of the requirement, for the accomplishment of such removals by the Government. If damaged by construction activities, the contractor shall restore service within 24 hours at no cost to the government.
3.1.10. Existing Facilities: The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions and locations will be at the contractor’s risk and shall not relieve the contractor from accomplishing the work required by the contract at the price awarded by the government.

SECTION 01330
SUBMITTAL PROCEDURES
1.0. DESCRIPTION OF WORK:
1.1. Definitions:
1.1.1. Submittal: A submittal is a package of project information, samples drawings, cut-sheets, schedules, certifications, etc., submitted to the Contracting Officer for Government review and/or approval.
1.1.2. Deviation: A specific submittal where an item is identified as not agreeing with the contract requirements and the Contractor is requesting a substitution or change.
1.1.3. Approval/disapproval: Specific judgment reserved to the Contracting Officer concerning a submittal's compliance with the plans and specifications.
1.2. Purpose: Submittals are directed for the convenience of the Government in reviewing the Contractor's planned approach and compliance with the requirements of the contract. It is also a mechanism whereby the Contractor may propose deviations, color choices, shop drawings, etc. at an early point in the contract where changes in approach will have less impact on the materials ordering process.
1.3. Authority: The Contractor shall be wholly responsible for the contents of a submittal. Through the physical act of submitting, the contractor certifies that all items listed or implied, fully meet the intended purpose, functionality, and quality requirements of the plans and specifications, or are submitted as a specific deviation thereto.
1.3.1. The Contractor shall ensure that submittal materials provided, including those provided directly by his suppliers, accurately describe the items in the necessary detail required for a full review.
1.3.2. The submittal of a "system" either as a routine action or as a deviation, shall be considered a submittal of an integrated collection of component parts.
1.3.3. The Government's approval of a submittal, in whole or in part, shall not be construed as approval of any substitution of any deviation, or of any factor which places an item not in compliance with the plans and specifications, unless said item is specifically processed as a deviation.
1.3.4. Any and all deviations from those stated requirements of the plans and specifications, shall be identified by the Contractor, specifically in writing as a submittal deviation, for either the system as a whole or as a specific item of the whole upon which the deviation is to be exercised. The deviation shall be submitted to the Contracting Officer for review.
2.0. PRODUCTS: (Reserved)
3.0. EXECUTION:
3.1. Submittals (MATERIALS, etc.) shall be submitted to the Contracting Officer within seven (7) calendar days after the NOTICE TO PROCEED (NTP) is signed for each Task Order or as otherwise established by the Contracting Officer.
3.2. Reference: The Contractor shall refer to the applicable paragraph in the contract specifications and/or sheet number in chronological order of the contract drawings that requires the submittal. The submittals shall be either Government Approval (GA) or For Information Only (FIO). Government approval is typically required for extensions of design, critical materials/equipment, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. FIO Submittals are for the Government's information and real property record purposes; they will not be approved/disapproved nor returned to the Contractor. It shall be determined on the Task Order which type of submittal shall be submitted.
3.3. At time of award, the Contracting Officer will furnish forms on which the submittals can be tabulated. In preparing the submittals, the Contractor shall reconcile the times with approved contract progress chart/schedule. Furnishing of the submittals shall not be interpreted as relieving the Contractor of his obligation to comply with all of the contract requirements for the items listed in the specifications and drawings.
3.4. Submittals shall be submitted in three (4) sets except as otherwise noted. One copy of each drawing and each list will be returned, marked to indicate approval or disapproval.
