FA303020B0002 – Splash Park Q&A
Construct Splash Park RFI’s
1) What is the square footage of the existing pool? Please provide dimensions
Refers to Drawings C-02. Pool had a footprint of 2,760 S.F. Contractor shall field verify all dimensions.
2) Please provide separate dimensions for the new splash pad area, the picnic area, and the transition area between the two.
Refers to Drawings C-02. Splash Pad area ~1,000 S.F. , Picnic area ~1,445 S.F. , and transition area ~ 315 S.F. Contractor shall field verify all dimensions.
3) Please provide square footage for the artificial turf option.
Refers to Drawings C-02. Artificial turf area ~ 8,000 S.F. Contractor shall field verify all dimensions.
4) Note 12 on sheet C-02 states “contractor shall place concrete slab to remaining area of previously demolished swimming pool to match existing conditions.” Will the previously demolished swimming pool be backfilled completely with dirt?
Note 12 on sheet C-02 refers to transition area. Yes, demolished swimming pool will be backfilled completely with dirt. Backfilling pool is not part of this contract.
a. If it will be backfilled, will it be graded and compacted? Construction was in progress during the site visit so it was difficult to tell what the condition of the site would be when we arrive for construction.
Refers to Drawings C-02. Yes, Pool area will be backfilled and compacted. There will be grass on the graded finished ground. Backfilling, compacting, and grass seeding is not part of this contract
5) The scope of work calls for a new concrete pad for the equipment shed. Please confirm it is acceptable to demo the old pad, as this will be required to run piping in the pad.
Refer to SOW, Division 11, Part 2.6. Contractor shall provide a new Equipment Shed.
Old equipment shed and pad will be demolished. Demolishing existing Equipment Shed and Pad is not part of this contract.
a. What are the dimensions of the new concrete pad?
Refer to SOW, Division 11, Part 2.6. Contractor shall provide a new Equipment Shed with the required dimensions to house and protect all plumbing, electrical, recirculating system and specialty equipment from weather and damage.
6) What is the anticipated construction start date?
The construction start date will be coordinated between the Civil Engineering squadron, Contracting office, and the contractor. Completion of the pool demolition project is the main determining factor for when construction of the splash pad can begin.
7) What are the specifications and dimensions for the slip resistant pavers for the picnic area?
Refers to Drawings C-02. Picnic area ~1,445 S.F. Contractor shall field verify all dimensions. Refer to SOW, Division 3, part 2.3.1.1 for Slip resistant paver specs.
8) Please provide dimensions of the equipment shed, materials, cross sections, and drawings.
Refer to SOW, Division 11, Part 2.6. Contractor shall provide a new Equipment Shed with the required dimensions to house and protect all plumbing, electrical, recirculating system and specialty equipment from weather and damage.
9) Note 1 on sheet C-04 states “Basic CLIN 0001 consists of using the EXISTING concrete foundation with no artificial turf or padding,” but the clin 0001 cross section states NEW concrete slab. Can you confirm if concrete is existing or new?
Refers to Drawings C-04. Concrete is existing.
10) What are the specifications for the aircraft described in CLIN 002? Can you specify a manufacturer that carries these, or would we be creating this out of our own mold?
Refer to SOW, Division 11, Part 2.3.5. Contractor shall provide a mock aircraft. No manufacturer are provided on the SOW. Refer to SOW, Division 11, Part 1.2.5a, Contractor shall provide a sample/mockup of the aircraft as submittal before construction.
11) Are compaction tests required prior to installation of the splash pad and picnic areas?
Refers to SOW. No compaction test required prior to installation of the splash pad and picnic areas per SOW.
12) Note 12 on C-02 notes to place concrete slab to match existing conditions. Is this concrete to be colored? Or is coloring limited to the area denoted in note 9 on this same page?
Note 12 on sheet C-02 refers to transition area. Contractor shall provide concrete on transition area to match existing concrete deck.
13) Are utilities currently brought up to where the equipment shed is to be located? Or do utility company costs need to be included in our proposal?
Refer to SOW, Division 11, and 26. Contractor shall provide make-up utility connections to base utilities. Utilities are currently brought up to where the equipment shed will be.
14) The specifications (page 4) notes the contractor lay down area to be on the grass directly north of the jobsite. During the site visit a vacant parking lot was seen across the street. Is this available as a lay down area in order to limit damage of existing site conditions?
Refers to drawings for current approved lay-down area.
a. If landscaping repairs are needed, will SOD or seed be required? Please provide specifications.
Refer to SOW, Contractor shall bring disturbed areas to “match” previous existing conditions.
15) Specifications (page 4) states “2.2.2 All Contractor storage areas shall be maintained including yard/grass regularly cut/trimmed by the Contractor, as required on a daily basis.” Please confirm the existing conditions in this area. Please confirm that gas is to be trimmed daily as described.
Refer to SOW, Division 1, Section 010100, part 2.2.2. Contractor storage areas shall be maintain “as required”.
16) Are all utilities able to be located by local utility companies, or will a private locator be required?
Refer to SOW, Division 11, and 26. Contractor shall provide make-up utility connections to base utilities. Utilities are currently brought up to where the equipment shed will be.
17) Specifications (page 43) 2.3.1.1 States “Splash Pad and Picnic area: Install reinforced concrete pad, with integrally colored design, in drawings indicated.” Please confirm this is for the splash pad area only.
Refer to SOW, Division 3, Section 033000, Part 2.3.1.1. This section refers to Splash Pad and Picnic areas as specified.
18) Is there an existing backflowed water source provided at the new equipment shed area?
Refer to SOW, Division 11, Section 116800, Part 2.1.1, Contractor shall provide a method to prevent backflow and back-siphonage.
19) Excavation and installation of an underground tank located between pad and equipment room with approximate dimensions of L98" x W60" x H 52" will need to be installed for a recirculating Splash Pad. Please confirm a trench of roughly 4’ wide concrete demo is acceptable between splash pad and equipment shed to accommodate new piping lines and underground tank.
Refer to SOW, Division 11, Section 116800, Part 3.4.5, If any equipment needs to be buried, Contractor shall use area without concrete slab between pavilion and new equipment shed. This area is approximately 20ft x 20ft. Contractor shall field verify all dimensions.
a. What is the distance from the splash pad to the existing equipment shed pad?
Refers to Drawings C-02. Distance between closest points of Splash Pad and Equipment Shed is approximately 50ft. Contractor shall field verify all dimensions.
20) CLIN 003 states to repair and level existing concrete slab. To what extend does this concrete need repaired? Is leveling the main priority since artificial turf will be placed on top?
Refers to Drawings C-04, note 2. Option CLIN 003, Contractor shall repair and level existing concrete slab prior to placing artificial turf to meet Air Force installation standards.
21) The specified EPDM Granules have a short life span (roughly 8 years) and are not recommended by splash pad contractors. Can non slip modified acrylic coating (pool deck/wet deck) be substituted in place of the rubber surfacing?
Yes, Contractor shall provide all equipment and material as recommended by manufacturer and standards.
22) During the site visit, a metal framed pavilion with metal roofing was noticed over the existing equipment pad. Is this to be demolished?
Refers to drawings C-02. No, existing pavilion is NOT to be demolished.
23) Has the pool that was previously demolished been filled in to grade?
Refers to Drawings C-02. Yes, Pool area will be backfilled and compacted. There will be grass on the graded finished ground. Backfilling, compacting, and grass seeding is NOT part of this contract.
24) Is this strictly set-aside for a 100% woman owned business?
- This is set-aside only for WOSB. The SBA has outlined the criteria for what constitutes a WOSB. The “100%” in the solicitation means that this is not a partial set-aside.
