About this file

This document is a Requests for Information (RFI) and Answers file for federal contract B836, addressing clarifications on project execution and electrical work requirements.

Staffing and Planning Requirements: The superintendent and QAQC roles must be fulfilled by two separate individuals. General QA/QC and safety plans are acceptable; contract-specific plans are not required. The project is not tax exempt. Electrical and Airfield Operations: CAD files for the Airfield Vault building are available. Electrical outages are permitted during overnight hours (non-night flying) and weekends/federal holidays with advanced coordination, with schedules published weekly; one week per month the base operates night flying. The contractor must provide fault current calculations, an arc flash study, and label all new panels accordingly. Phase rotation and load balancing surveys are required, but peak demand determination for the service and individual panels is not. Megger testing is limited to circuitry within the vault and directly associated with the scope of work; airfield circuitry exiting the vault is excluded. Site Operations: Contractors may place a small non-roll-off dumpster next to the vault on the flight line, provided it is covered. The contractor is responsible for all material remaining in the dumpster.

Available files attached.

6. Please confirm/revise the following guidance provided during the pre-bid site visit for typical electrical/airfield lighting outage times. The airfield operates on a regular schedule, and is not typically 24 hours per day. Subject to specific approval, outages will typically be allowed during overnight hours, and on entire weekends. Weekends with a federal holiday occurring on a Friday or Monday provide an opportunity for an extended outage.

The hours are determined week to week in a published schedule. 1 week per month the base operates night flying. Outages will typically be allowed during overnight hours (non night flying) and on weekends/federal holidays with advanced coordination.

1. Along with the fault current calculations, will the contractor be required to provide an Arc Flash Study, and label all new panels accordingly?

Yes the contractor shall provide an arc flash study and label all panels accordingly.

2. Along with the survey to determine phase rotation and load balancing, will the contractor be required to determine peak demand for the service and for each panel to be replaced?

The contractor will not be required to determine peak demand for the service and each panel.
