About this file
This is a Questions and Answers document for the B268 Generator solicitation, a federal construction project with a procurement magnitude between $250,000 and $500,000. The project involves installation of a 45 kVA generator with an automatic transfer switch (ATS) featuring integral bypass isolation per UFC standards. Cummins/Onan equipment is specified with sole source justification, meaning approved equals are not permitted. Johnson Controls/Metasys integration by an authorized controls contractor is required. Mississippi contractor licensing is mandated for electrical and mechanical work.
Key procedural requirements include: a site visit scheduled for August 13, 2026 at 9:00 AM CST with registration required by 7:30 AM CST on August 5, 2026 (attendance is highly encouraged but not mandatory); bid submission deadline of September 3, 2026 at 2:00 PM CDT; a 20 percent bid guarantee per FAR clause 52.228-1; and CUI training acknowledgment with MFR signature required to access locked SAM.gov documentation. Proposal submissions must use e4Clicks, RS Means format, or Appendix A, with detailed price breakdowns including quantity, unit price, and total price. A Technical Synopsis demonstrating full understanding of scope and SOW compliance is mandatory, with clear identification of any SOW exceptions. One superintendent may fulfill supervision, safety, and QAQC roles; general QA/QC and safety plans are acceptable rather than contract-specific plans. The project is not tax exempt. Past performance submission is optional but may be evaluated from established systems such as PPIRS, FAPIIS, eSRS, and CPARS. The performance period commences at Notice-to-Proceed.
