About this file

This is a Cost Breakdown Template for a construction project at Columbus Air Force Base. The template is designed for offerors to submit detailed pricing information for solicitation FA302226R00023, titled "B268 Replace STUS Backup Generator." Offerors must complete all cost categories including bonds and insurance, mobilization, architecture and engineering design (35%, 65%, 95%, and 100% design phases), materials, equipment, labor (with hours and rates), and miscellaneous charges including Mississippi State Tax. The template requires vendor information (name, address, phone, email, NAICS code, and CAGE code), solicitation details (project title, solicitation number, period of performance, and proposal validity duration), and a final construction project total price line.

The government emphasizes that offerors bear full responsibility for providing adequate supporting data and documentation to justify the reasonableness of all proposed costs. According to the related solicitation, this project involves replacing a 277/480V 30 kW backup generator, fuel tank, fuel pump, and Automatic Transfer Switch (ATS) at the Simulator Training Facility (B268) at Columbus Air Force Base, with an estimated project range between $100,000 and $250,000. A mandatory site visit is scheduled for August 13, 2026, at 9:00 AM CST, with registration required by August 7, 2026. All RFIs must be submitted by August 19, 2026, at 7:30 AM CST, and proposals are to be submitted electronically. Contractors must complete CUI training and obtain access to controlled documents through SAM.gov before accessing detailed technical specifications and drawings.

GENERAL INFORMATION
The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal that reflects the total cost of the project. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate.
