About this file
This is a Questions and Answers document addressing contractor inquiries regarding a structured cabling installation project in Buildings 246 and 414. The document clarifies key evaluation and technical requirements for the solicitation.
Evaluation will be based solely on price and technical factors; past performance will not be evaluated, and no references are required. Contractors are responsible for on-site measurements and assessments, including ceiling heights, wall lengths requiring raceway, and raceway routing determinations. Cat-6 patch panels must be genuine Panduit products per SOW paragraph 2.2.8, and all passive cabling components—including jacks, faceplates, box outlets, and raceways—must be genuine Panduit. Cat-6 cable must be TAA compliant with no additional country-of-origin restrictions beyond meeting SOW standards. The existing JC Cat-6 cable referenced for reuse in Building 246 is for energy management control and is currently operational; contractors should assume responsibility for all raceway, support hardware, and pathway installation regardless of existing infrastructure availability. The MDF copper terminal/66 block locations are accessible during normal duty hours at approximate distances of 200 feet and 100 feet from LAN cabinets. Existing communications cabinets require 19-inch racks with available space for patch panels. Lifts will be required for Building 246 (possibly Building 414), and contractors must provide all necessary equipment. As-built drawings must be submitted in AutoCAD and PDF formats per CDRL A001. Contractors will not be escorted at all times, CS/NCC technicians will oversee network cutover, and material staging areas will likely be provided or arranged by SCXP if unavailable.

Questions and Answers
1. What level of similarity is required for submitted past performance projects? For example, should projects demonstrate experience specifically with structured cabling (e.g., CAT6 installation, premise wiring, and network infrastructure), or will broader low-voltage projects be considered relevant?
Answer: Past performance will not be evaluated; only price and technical are required.
2. Will past performance from subcontractors be considered, and if so, are there any limitations on how it may be evaluated relative to the prime contractor’s experience?
3. Will references be required, and is there a minimum or maximum number of past performance references that should be submitted?
4. How will past performance be evaluated relative to other factors (e.g., technical approach, price)? Additionally, is there a neutral rating applied if an offeror has limited relevant past performance?
5. Will the Government consider the experience of key personnel (e.g., Project Manager or technical leads) in lieu of or in addition to corporate past performance?
6. How much length of wall does the customer/owner think we need to go up/across using raceway because it is noted as "may be required" in the solicitation?
Answer: Contractor responsible for measuring and assessing walls and raceway.
7. Will any lifts, scaffolding, or elevated work platforms be required to complete work in Buildings 246 and/or 414? If so, will the Government provide lifts/elevated access equipment for contractor use, or should the contractor include this equipment in its proposal?
Answer: Lift will be required for B246 (maybe B414). It is the responsibility of the contractor to provide everything required to complete project.
8. What are the ceiling heights for both Buildings 246 and 414?
Answer: Contractor responsible for measuring ceiling height for appropriate material quantities.
9. Are there any specific manufacturer or brand requirements for the Cat-6 patch panels, or are equivalent Cat-6 TIA-568B compliant patch panels acceptable?
Answer: Per the SOW para. 2.2.8, (Panduit).
10. What are the rack/cabinet specifications for the existing wall-mounted communications cabinets in Buildings 246 and 414, including rack unit availability, cabinet depth, width, mounting type, and available space for new patch panels/cable management?
Answer: The cabinet requires 19-inch. There is available space for patch panel(s).
11. The SOW requires PANDUIT outlets and jacks, and Appendix B references PANDUIT jacks, faceplates, box outlets, and raceways. Please confirm whether genuine PANDUIT components are required for jacks, faceplates, box outlets, and raceway, and whether any other components, such as patch panels or cable, must also be PANDUIT.
Answer: Yes, genuine PANDUIT. Also see answer question 9.
12. Does the Government have any required manufacturer, part number, country-of-origin, Buy American, TAA, or “Made in USA” requirements for the Cat-6 cable or other passive cabling materials beyond the standards listed in the SOW?
Answer: TAA compliant. No other restrictions as long as cabling meets SOW requirements.
13. The revised Bldg. 246 drawing references “Reuse existing JC Cat6 cable.” Please clarify what existing cable is intended for reuse, how many existing cable runs are affected, and whether the contractor is required to test, relabel, re-terminate, or replace that cable if it does not meet Cat- 6 performance requirements.
Answer: Existing JC Cat6 cable is for energy management control service and is in-use, working well.
14. For the two required 25-pair / 24 AWG riser cable runs, can the Government provide approximate distances from the MDF copper terminal / 66 block to the LAN cabinet in each building?
Answer: approximately 200’ & 100’.
15. Are the MDF copper terminal / 66 block locations shown in the drawings accessible during normal duty hours, and will Government personnel provide access to those spaces if locked or controlled?
Answer: Yes.
16. Are existing pathways, raceways, sleeves, conduits, or cable supports available and reusable for the majority of the new cable, or should the contractor assume new raceway/J-hooks/support hardware will be required for most routes?
Answer: There are some, but the contractor is responsible regardless.
17. Are there any known asbestos, lead paint, hazardous materials, restricted wall/ceiling areas, or special environmental concerns in Buildings 246 or 414 that could impact cable removal, wall penetrations, pathway installation, or restoration?
Answer: Do not know. Offeror can meet with 14CE Environmental if they would like at the pre-install meeting.
18. Will any planned outages, cutovers, or work affecting active network services be required after normal duty hours, on weekends, or during specific maintenance windows?
Answer: Yes, (maybe, depends on end-user’s requirement at the time).
19. Will Government escorts be required for contractor personnel while working in Buildings 246 and 414, or will approved contractor personnel be permitted to work unescorted after base access is granted?
Answer: The contractor will not be escorted at all times.
20. The SOW requires as-built drawings/rack elevations in Visio and PDF formats and also references AutoCAD and PDF formats for project record documents. Please confirm the required final as-built format(s) for this Answer: SOW para. 3.7.2.3 ‘Submit as-built drawings. All soft copies of drawings shall be submitted in AutoCAD and PDF formats (CDRL A001)’
21. Will the Government provide network switch port assignments for patching active drops, or should the contractor only provide and install patch cords to the existing switches as directed by 14th CS/SCX during cutover?
Answer: CS/NCC technicians will be present to oversee cutover.
22. Are all existing communications cabinets, racks, grounding bars, and bonding points considered serviceable and available for reuse, or should the contractor include any cabinet/rack/grounding corrective work beyond bonding and grounding the new installation?
Answer: SOW 2.2.11.
23. Will the Government provide a designated staging area for materials and tools, or should the contractor assume daily mobilization/demobilization of all materials and equipment?
Answer: It is probable that material for each location will have a ‘lay down/storage area’. If not, SCXP will provide.
