About this file
This document is Attachment 2: Provisions and Clauses for federal contract FA302226Q0313, containing standard contract language and regulatory requirements applicable to the procurement.
The attachment incorporates numerous Federal Acquisition Regulation (FAR) clauses and Defense Federal Acquisition Regulation Supplement (DFARS) clauses by reference and in full text. Key clauses address mandatory compliance areas including: prohibited covered defense telecommunications equipment; wide area workflow (WAWF) payment processing with specified DoDAAC routing codes (Pay Official F87700, Issue By FA3022, Inspect By F1N3C3, Ship To F1N3C3); continuation of essential contractor services during crisis situations with mission-essential contractor services plans; service contract labor standards; evaluation criteria based on price and technical acceptance (technical and past performance equal to price); commercial product and service terms; prohibited acquisitions from Xinjiang, the Maduro regime, and certain telecommunications vendors; ozone-depleting substance restrictions; health and safety requirements on government installations; and contractor access procedures to Department of Air Force installations requiring base identification, vehicle passes, and compliance with security protocols. Additional mandatory requirements include small business utilization, whistleblower protections, employment eligibility verification, trafficking in persons prevention, paid sick leave, minimum wages, veteran and disability employment reporting, and sustainability standards. The document specifies an ombudsman is available to address offeror concerns with confidentiality protections, and establishes that contested issues must first be directed to the contracting officer before escalation. Payment shall be processed electronically through WAWF using cost vouchers for cost-type items and invoices/receiving reports for fixed-price deliverables, with specific document routing and receiving report requirements per DFARS Appendix F. The WAWF point of contact is provided as A1C Logan Snodgrass (logan.snodgrass@us.af.mil, 662-434-3138) for clarification on invoicing procedures.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Price and Technical Acceptance
Technical and past performance, when combined, are equal to price

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Before the offer's specified expiration time, the Government may accept an offer ( or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
